GENTEXT/REMARKS/1. Purpose. This message announces the results of
the Fiscal Year 2026 (FY26) Commandant’s Education Board (CEB) that
convened on 5 August 2025. This message includes those selected to
study abroad in the Olmsted Scholarship Program (OSP), Advanced
Degree Programs (ADP), Foreign Affairs Program (FAO), Regional
Affairs Program (RAO), Naval Postgraduate School (NPS), Air Force
Institute of Technology (AFIT), Intelligence Education Programs
(IEP), San Diego State University (SDSU), the Judge Advocate General
Legal Center School (TJAGLCS) and Civilian Education Programs (CEP)
hosted at civilian universities across the country.

competitive process.

2.b.1. Tuition. MCU will provide funding for officers
participating in the 8802 and 8878 programs up to $19,500 per year,
for up to two years. Any tuition costs exceeding this amount will
be paid by the officer. Book stipends of $400 will be paid once per
academic year. Marine Corps University Education Command (EDCOM)
will pay book stipends directly to the student in parallel with
tuition payments. Full Social Security numbers are required for
payment and may be requested by the EDCOM Financial Management
Office if they cannot be otherwise obtained. Reimbursement for
parking fees and other discretionary fees is not authorized.

2.c.1. Tuition. ACSP is a partially funded education program per
reference (c). Participating officers will receive their regular
pay and allowances, but application fees, tuition and matriculation

research is at the discretion of the officer, and no utilization
tour is required. The participant’s follow-on assignment will be

2.g. International Affairs Program (IAP). IAP consists of the
Foreign Area Officer (FAO) and Regional Affairs Officer (RAO)
programs. The following officers were primary selects and will be
contacted by the International Affairs Program Office (PLU-8) to
discuss area of assignment NLT 1 December 2025. Once assigned,
PLU-8 will coordinate with the Graduate Education Manager, MMOA-3
for orders and additional coordinating instructions.
2.g.1. The FAO program requires graduate education, foreign
language, and in-region experience to earn the 82XX MOS. The
credentials and experience of Marines will determine what training
aspects are required and their respective durations. Aggregate in
region training (IRT) experience will vary from 6-12 months and not
all scenarios require a full OCONUS PCS with dependents. Marines
will be prepared to meet program requirements and efficiently return
to PMOS tours to support the needs of the Service.
2.g.2. Lateral move requests by Marines accepting orders to IAP
training will not be endorsed. Marines are not eligible to LATMOVE
until they have completed their utilization tour requirements for
any selected graduate education program.

3. Coordinating Instructions
3.a. Officers not yet career designated will be offered alternate
career designation in accordance with reference (e), upon acceptance
of orders.
3.b. If selected for career designation in prior fiscal years and
declined to accept, selectees may request to revert their career
designation selections to accept through their appropriate PMOS
monitor, no later than 10 days from release of this MARADMIN.
3.c. Declinations. Only officers whose end of obligated service
(EOS) ends prior to the report date to their specific program may
decline orders. Officers eligible to decline this assignment have
10 days from release of this MARADMIN to decline. Officers who
declined the offer of CD in conjunction with this selection will
execute their current EAS IAW MCO 1001.65A. Officers who elect to
decline their selection are deemed as resigning in lieu of orders.
Officers who resign in lieu of orders will exit the service NLT the
last day of the month they were required to report to their future
unit.
3.d. Deferrals. Headquarters Marine Corps (HQMC) will not usually
accept deferrals.
3.e. PME Completion Requirements. Graduate education programs are
not a service equivalent for PME. Marines participating in a
graduate education program are required to complete a PME program
commensurate with their grade on their own initiative to be
considered PME complete for their grade. Marines selected shall
complete PME requirements for their respective ranks, prior to
graduation. Failure to complete PME prior to graduation will be
handled with negative documentation and FITREPs shall annotate the
failure to complete directed course work in allotted time period.
3.f. Graduate Education Service Obligation
3.f.1. IAW reference (c), fully-funded graduate education programs
incur 36 months of service obligation if the program is less than 12
months and incur 48 months of service obligation if the program is
greater than 12 months.
3.f.2. Service obligation will be run by MMOA-3 based on the
fully-funded graduate's diploma date.
3.g. Olmsted Scholar Foundation
3.g.1. The above selected officers must submit their final Olmsted
application NLT 15 November 2025 to MMOA-3, via email:
smb_mmoa_grad_edu@usmc.mil.
3.g.2. Selected officers are encouraged to contact MCU's Olmsted
Scholar program POC listed in paragraph 5.a.
3.g.3. The final application template can be found on the
MMOA-3 webpage under "Graduate Education Boards" at https:(slash)
(slash)www.manpower.marines.mil/Divisions/Manpower-Management/
Officer-Assignments/Plans-and-Programs-MMOA-3/#tab/graduate-

3.g.4. The final application must include a GRE Score and high-
quality digital file command photo taken in Service "A" with
National Ensign and Service flag in the background. If the
applicant's GRE score is not yet available prior to 15 November,
please indicate in the application the projected date the GRE score
will be received.
3.g.5. The final application can include up to three letters of
recommendation.
3.g.6. Upon conclusion of the Olmsted Foundation's board in March
2026, those chosen will be notified via separate correspondence.
3.g.7. Those nominees not selected as Olmsted Scholars, may be
assigned to other CEB programs.
