GENTEXT/REMARKS/1.  This MARADMIN serves as advance notification of
forthcoming changes to policies regarding leave travel in connection
with Consecutive Overseas Tours (COT) and Voluntary Extensions of
Overseas Tours contained in references (a) and (e).
2.  Background: Driven by legislation (reference b), Department of
Defense initiatives, and the Marine Corps' commitment to
streamlining personnel assignments, this message announces changes
that take effect upon publication and will incorporate into
references (a), (e), and (f). These changes eliminate the previous
restriction that caused Marines to lose eligibility for COT leave
if they took leave in Continental United States (CONUS) during
Permanent Change of Station (PCS) travel and the requirement
for Commanding Generals to endorse voluntary overseas extensions
beyond six years.
3.  Changes to COT: Effective immediately, the following policy
change applies to leave travel in connection with COT.  This message
cancels and replaces reference (a), chapter 6, paragraph 12.d.,
reference (e), enclosure (1), chapter 4, section 2, paragraph 7.e.,
and reference (e), enclosure (1), chapter 4, section 2, paragraph
7.f. with the following:
3.a. Marines, and their eligible dependents, authorized COT leave
in accordance with references (c) and (d) are encouraged to use
their leave incentive during PCS travel. However, Marines may also
elect to take annual leave at any location, including CONUS, during
their PCS travel without affecting their eligibility for the COT
leave incentive. Marines retain full eligibility for COT leave until
the completion of their subsequent overseas assignment.
3.b. For the purposes of this policy, a subsequent overseas
assignment is considered complete when a Marine begins a PCS from
that overseas assignment or commences an In-Place Consecutive
Overseas Tour (IPCOT) (see paragraph 3.c. regarding exceptions).
An overseas extension does not impact a COT leave incentive.
Marines will forfeit any remaining COT leave at the completion
of their second overseas assignment.
3.c. If a Marine receives, or completes execution of, an overseas
tour extension incentive, Marines are no longer eligible for COT
leave.
3.d. As Headquarters Marine Corps (HQMC) requires no COT deferment,
HQMC will no longer provide COT deferral approval letters.
4. Changes to voluntary extensions of overseas tours: Effective
immediately, Commanding Generals no longer need to endorse voluntary
overseas extensions when a Marine will remain at the overseas
location for more than six years.  This message replaces reference
(a), chapter 6, paragraph 13.b., with the following:
4.a. Commanding Officers will endorse and forward a Marine’s
extension request to CMC (MMEA/MMOA/RAM) for approval, per reference
(a), chapter 6, paragraph 13.b.
5.  This MARADMIN applies to the Active Component and members of
the Active Reserve Program.
