GENTEXT/REMARKS/
1. Purpose. This MARADMIN solicits qualified Marines to apply for a
lateral move into primary MOS 0211, Counterintelligence/Human
Intelligence (CI/HUMINT) Specialist, for Fiscal Year 2027. Manpower
and Reserve Affairs (M&RA) has identified the PMOS 0211 as a
critical specialty, and the demand for qualified Marines to lateral
move into this MOS will remain high for the foreseeable future.
2. Background. CI/HUMINT Specialists perform sensitive and complex
intelligence operations supporting the Marine Air-Ground Task Force
(MAGTF) and other commanders in both garrison and deployed
environments. They identify threats from hostile intelligence
organizations or individuals involved in terrorism, espionage,
sabotage, or subversion. Marines collect intelligence through CI
activities and HUMINT operations, including interrogation,
debriefing, screening, and liaison. They have opportunities to
deploy with MAGTF units, other services, and interagency partners to
address global threats and protect personnel, property, and national
security information.
2.a. CI/HUMINT Marines directly contribute to the success of Marine
Corps missions. While technical and operational skills are acquired
through training, certain innate qualities are essential. CI/HUMINT
Marines must have excellent communication skills, enabling them to
interact with a wide range of people in any situation. Intellect,
flexibility, emotional maturity, creativity, and diverse cultural
experiences are invaluable. Success as an 0211 relies heavily on
interpersonal skills, strong character, ethics, morality, and
maturity. Therefore, Marines applying for a lateral move must have
already proven themselves as high-quality Marines.
2.b. CI/HUMINT Marines undergo extensive training and operate
independently or in small teams supporting MAGTF, Joint Forces, or
interagency partners. In addition to entry-level and specialized
intelligence courses, CI/HUMINT Marines may attend survival and
airborne training, advanced driving and shooting courses, and other
tactical, operational, and strategic intelligence training.
2.c. CI/HUMINT Marines serve in both the Active and Reserve
Components. During a career, they may be assigned to the Marine
Corps Fleet Marine Force, Supporting Establishment, Marine Corps
Forces Special Operations Command, Defense Intelligence Agency,
Naval Criminal Investigative Service, Combatant Commands, and other
unique billets.
2.d. Marines must meet the prerequisites within the approved MOS
manual to be qualified for PMOS 0211 lateral move as well as meet
prerequisites to execute a re-enlistment. Waivers to any
prerequisites must be submitted to and approved by the 02XX
Occupational Field Manager. Marines must be a volunteer Corporal,
Sergeant, or Staff Sergeant of any MOS.
2.e. CI/HUMINT Specialists serve a critical role within the Reserve
Component (RC). To be eligible for PMOS 0211 in the RC, Marines
must meet the following criteria:
2.e.1. Selected Marine Corps Reserve (SMCR). Marines must affiliate
with or be a current member of an SMCR Unit.
2.e.2. Individual Mobilization Augmentee. Marines must be affiliated
with a SMCR unit.
2.e.3. Individual Ready Reserve. Marines must be discharged from the
Active Component or Selected Reserve under honorable conditions.
2.e.4. Direct Affiliation Program (DAP). Active Component or Active
Reserve Marines can apply for lateral move into PMOS 0211 within the
RC via the DAP. They must be released under honorable conditions.
2.e.5. RC Marines must sign a Statement of Understanding accepting
the requirements and conduct of Permanent Change of Station (PCS)
orders to attend 0211 entry level training.
2.e.6. MARADMIN 279/20 and MARADMIN 470/22 provides additional
Reserve-related lateral move information.
2.f. Marines approved for lateral move into the 0211 MOS may rate a
substantial selective retention bonus (SRB). For example, a
qualified Active Component Sergeant who lateral moves into the 0211
MOS and agrees to serve 72-months will qualify for both a $65,000
MOS-specific bonus and the $40,000 kicker for a total of $105,000.
Upon successful completion of MOS training and subsequent award of
0211 PMOS, bonus payment will be paid based upon the SRB amount
authorized at the time of reenlistment. Reference current MARADMINs
for specific SRB information applicable to active duty and reserve
Marines.

3.b. Marines should contact their Career Planner and a PMOS 0211
Recruiting Manager to initiate the lateral move process. Prior to
initiating the 0211 LATMOV process, all Career Counselors, Command
Career Planners, and involved leadership must coordinate directly
with the appropriate regional MOS Recruiter listed above. Applicants
must complete the NAVMC 11324 (CI/HUMINT Screening Checklist) and a
suitability assessment conducted only by Marine Corps CI/HUMINT
personnel, and must be recommended for lateral move by the PMOS 0211
Occupational Field Specialist or 02XX Occupational Field Manager.
3.c. Marines approved for lateral move by M&RA will execute PCS or
permanent change of assignment orders to the PMOS 0211 producing
course (N46HFW2) at Marine Detachment Dam Neck, Marine Corps
Intelligence Schools, located in Virginia Beach, VA.
