GENTEXT/REMARKS/
1.  Purpose.  To provide advanced notification of forthcoming
changes to reference (a).
2.  Background.  Appropriate Duty is a form of Voluntary Inactive
Duty Training (IDT) for retirement points only (non-paid) that unit
commanders may authorize for Reserve Marines assigned or attached to
their command.  According to reference (a), Marine Resource Order
Writing Service (MROWS) orders are required to authorize a Marine to
perform Appropriate Duty for non-paid Voluntary IDT points.  
Reference (a) also states that such orders can be written to cover a
period of no more than one year.  
3.  Effective upon publication of this message, the requirement to 
write Appropriate Duty orders prior to the execution of Appropriate
Duty is rescinded and replaced with the following requirement:
    a.  Appropriate Duty is IDT for retirement points only
(non-paid) that unit commanders authorize for Reserve Marines under
their cognizance to attend special functions or to perform certain
tasks.  Appropriate Duty may be conducted by members of the Selected
Reserve (SelRes), Individual Ready Reserve (IRR), and Active Status
List (ASL).  Regardless of component type, units may not disapprove
the specifically listed activities in Paragraph b. below unless the
Voluntary IDT interferes with the execution of mission-essential 
tasks during the same time period.
    b.  Appropriate Duty is for the following activities and
functions:
        (1) Marine Corps Recruiting Command (MCRC) activities
performed in conjunction with recruiting.
        (2) Performance of public affairs duties and activities not
in conjunction with civilian job duties that benefit the Marine
Corps (e.g., Toys for Tots support).
        (3) Performance as an instructor for Selected Marine Corps
Reserve (SMCR) units and Marksmanship Training Units (MTU) by
non-unit personnel.
        (4) Performance of duty during IDT or provision of advice
and assistance by non-unit personnel to MTU commanders in 
conjunction with special projects, as requested by the commander.
        (5) Participation as observers in exercises conducted by 
SMCR units in conjunction with unit IDT.
        (6) Attendance at officer and NCO periods of instruction 
conducted by SMCR units in addition to scheduled IDT periods.
        (7) Participation in parades and ceremonies outside scheduled
IDTs.
        (8) Participation as a competitor in a rifle or pistol match.
        (9) Performance of duty for required annual administrative 
functions, including physical examinations, Periodic Health 
Assessments (PHA), HIV draws, and other annual medical requirements.
        (10) Participation in pre-drill meetings by key SMCR 
personnel in preparation for IDT.
        (11) To conduct required physical training such as the Combat
 Fitness Test, Physical Fitness Test, and/or Martial Arts Training.
        (12) To conduct appropriate projects assigned by a Commander
or Operational Sponsor in either an in-person or telecommuting
status.
        (13) Participation in other approved activities, to include
professional or trade conventions, Armed Forces seminars, 
professional meetings, or training conferences.  In such situations
the Reserve Marine may earn one point per day, with a minimum of
four hours of participation.  The following requirements apply:
            (a) The meeting is sponsored, supervised, and conducted
by one or more military departments; or
            (b) The meeting is designated as being of such military
value the instruction received would enhance the Marine's
 professional qualifications for mobilization duties, or the
qualifications of individuals the Marine may supervise; and
            (c) The Reserve Marine provides evidence of attendance;
and
            (d) The Reserve Marine's participation is without pay
and entitlement.
    c.  Submission of Points Earned.
        (1) Marines assigned to SMCR units or Individual Mobilization
Augmentee (IMA) detachments shall use Drill Manager (DM) to schedule
Appropriate Duty.  SMCR and IMA Marines will attach their completed 
and signed NAVMC 799 via the Requirements, Transition, and Manpower 
Management System - Drill Manager (RTAMMS DM).  After validating 
completion of the Appropriate Duty period, a unit mustering official
will enter attendance markings in RTAMMS DM.  Late requests for 
Appropriate Duty are subject to the same requirements as late 
requests for regular (i.e., paid) IDT.
        (2) IRR and ASL Marines will provide a completed, signed, and
legible NAVMC 799 to the Director, Marine Corps Individual Reserve
Support Activity (MCIRSA) via Electronic Personnel Action Request
(EPAR) for entry into DM.  The Universal IDT Telework Form must 
include a legible email and phone number.
        (3) These Appropriate Duty periods are performed without 
pay, are for retirement points only, and will not be fewer than two
hours, with a maximum of two points authorized in any one calendar
day per reference (b), enclosure 3, paragraph 2.a.(4).  Total limits
on IDT periods are established in reference (C), section 3, 
subsection 3.4, paragraph f.)
    d. Orders.
        (1) MROWS orders for Appropriate Duty are generally not
required but can be generated as needed to validate Space Available
travel (Space-A), medical appointments, or lodging at no expense to
the government.
        (2) Reserve Marines should submit their request for
Appropriate Duty orders no less than 30 days in advance of the
proposed activity to allow adequate time for necessary administrative
 processing.
4.  This MARADMIN is applicable to the Marine Corps Total Force.
