THE CMC DECISION MEMO:  UNIFORM BOARD 221//
GENTEXT/REMARKS/1.  Several decisions were rendered for Uniform Board
221 by the Commandant of the Marine Corps (CMC), on 2 October 
2025.  As a result of the below decisions, new text to Ref A 
will be available immediately on the Marine Corps Uniform Board 
website, https://www.tecom.marines.mil/resources/marine-corps-uniform
-board/.
1a.  Supplemental Clothing Allowances.  CMC approved the below 
supplemental clothing allowances.
1a(1).  Marine Corps Recruiting Command.  CMC approved a cash 
allowance for the purchase of a tanker jacket as part of the 
Recruiter supplemental blue uniform allowance.
1a(2).  Marine Corps Logistics Base, Barstow.  CMC approved a medium 
blue dress supplemental uniform allowance for Marines assigned to 
funeral support duties. 
1b.  Boatcloak for Female Marines.  CMC authorized the wear of the 
boatcloak by female officers and Staff Noncommissioned Officers 
(SNCOs).  Effective immediately, female officers and SNCOs are 
authorized to wear either the boatcloak or the cape with the evening 
dress and blue dress “A”/“B” uniforms.  Reference (a) will be 
updated accordingly.   
1c.  Evening Dress Pumps.  CMC authorized the wear of black leather 
(smooth or synthetic) pumps with the evening dress uniform. 
Effective immediately, female Marines are authorized to wear either 
the black suede, black cloth or black leather pumps with the evening 
dress uniform.  Reference (a) will be updated accordingly.   
1d.  Tanker Jacket in the Seabag.  CMC approved the addition of the 
tanker jacket to the Seabag.  This is a one-time issue and is an 
optional item thereafter (Marines will not be retroactively issued
the jacket).  Fielding guidance will be provided via separate 
correspondence. The All-Weather Coat (AWC) remains a Seabag item
and is an item required to be maintained by all Marines.
2.  Devices on Ribbons/Medals.  Wear guidance for the “C,” “R,” 
“E” and “S” devices and additional guidance on the wear of the Armed 
Forces Reserve Medal hourglass device may be found on the Uniform 
Board website.  Reference (a) will be updated accordingly.
