GENTEXT/REMARKS/
1. Per ref (a), Total Force Structure Division (TFSD) has published
the Fiscal Year 2026 (FY26) through FY46 Tables of Organization and
Equipment (T/O&E) and the Authorized Strength Report (ASR). The
Total Force Structure Management System (TFSMS) was updated on 28
January 2026 and incorporates all approved changes to the Marine
Corps and Navy Manpower in Support of Marine Corps (NMISOMC) force
structure since the previously published T/O&E and ASR. This
MARADMIN cancels ref (b) and will remain in effect until the
publication of the July 2026 T/O&E and ASR.
2. Manning Allocation Process. The ASR produces the optimal
manning allocation, ensuring the best distribution of personnel
across the force while attempting to meet all specified constraints.
2.a. The Average Strength ASR, used for staffing purposes,
calculates strength averaged over a 12-month period to more
accurately represent on-hand inventory. Manning percentages
published in TFSMS reflect this Average Strength and are
comparatively lower than the Target Strength ASR.
2.b. Manning Precedence Level (MPL). The MPL categories represent
the Commandant of the Marine Corps’ (CMC) manning priorities. The
corresponding percentages represent to the maximum effect possible,
the minimum manning threshold for all commands within the MPL
category at the Unit Identification Code (UIC) level.
2.b.1. The manning controls and constraints for the January 2026
Target Strength ASR reflect the beginning of the 5% growth in End
Strength as directed in Program Decision Memorandum II, starting in
FY27. To meet CMC priorities for growth in the Indo-Pacific theater
and to position Entry-Level Training (ELT) for success during the 5%
End Strength growth, adjustments were made to MPL categories.
2.b.2. The following MPLs and manning percentages are in effect for
the Target Strength ASR, which is used for planning and programming.

Note 1: The III MEF MPL category was replaced with a new
“First Island Chain” (FIC) MPL category. The FIC MPL category
includes III MEF, its subordinate commands, and adds the following
commands: HQTRS MARFORPAC (M20022), MARFOR Japan (M20080), MCAS
Iwakuni (M02203), MCAS Futenma (M02204), MCIPAC-MCB Camp Butler
(M02216), H&S Bn MCIPAC-MCB Camp Butler (M67400), CATC Camp Fuji
(M20229), and Camp Mujuk (M20810).
2.c. Staffing Precedence Levels. Staffing goals are established
and managed by Manpower Management Integration Branch (MMIB),
Deputy Commandant Manpower and Reserve Affairs (DC M&RA) based on
MPLs in addition to current assignable inventories, Combatant
Commander Global Force Management requirements, and other policies
that further prioritize the distribution of Marines. As a result,
commands may be staffed with fewer Marines than manned in the ASR.
Staffing targets for officers and enlisted assignments were
established against the July 2025 ASR relative to FY27 requirements.

from approved in-year T/O&E Change Requests (TOECR) will be assessed
by MMIB for staffing feasibility. Please contact MMIB for
additional information.
2.d. Manning Change Requests. Individual requests to alter manned
or unmanned billets on the ASR will not be considered; altering
individual billet(s) undermines the intent of the ASR model and
diminishes both optimality and fairness in force structure
management.
3. Published ASR Data. TFSD maintains tools and resources to
assist in reviewing and analyzing total force structure and manning
data updated with the ASR publication on the TFSD SharePoint website
(link in paragraph 6.a.).
3.a. Updated Table of Organization. Updated T/O&Es are viewable
and may be downloaded from the TFSMS website.
3.b. Readiness Reporting. The Defense Readiness Reporting System
(DRRS) is updated with force structure requirements from the current
published FY T/O&E resident in TFSMS. Units should validate the
force structure requirements in their unit's readiness report using
the current published FY26 T/O&E in TFSMS or use the T/O&E link in
the unit readiness report from DRRS.
4. Total Force Structure Initiative Assessments. To support the
2026 Force Structure Review Group (FSRG), the Total Force Doctrine,
Organization, Training/Education, Materiel,
Leadership/Synchronization, Personnel, Facilities, and Cost
(TF DOTMLPF-C) Working Group (DWG) will limit initiatives to those
in line with 2026 FSRG efforts. Any time sensitive, or DWG
initiative directed to return for further assessment, will be
addressed as part of the FSRG. Further details regarding the FSRG
will be provided in separate correspondence from DC, CD&I.
5. TOECR Policy. DC CD&I has implemented a TOECR moratorium. In
preparation for the 2026 FSRG, all military structure TOECRs are
suspended until further notice. During the moratorium, TFSD will
continue to accept and process TOECRs for civilian manpower that
affect hiring actions and mission statements.
