GENTEXT/Remarks/1. Purpose. This MARADMIN announces the future 
deployment of Marine Corps Total Force System (MCTFS) Advisory 
alerts concerning Pay Entry Base Date (PEBD) accuracy. The alerts 
are generated through an automated, data-driven process that 
analyzes data to identify and notify Marines, their commanders, and 
Personnel Administration Centers (PACs)/other reporting units of 
potential PEBD errors. This message provides critical guidance on 
understanding, interpreting, and acting upon MCTFS advisories. It is 
anticipated this advisory will go into production in Fiscal Year 
(FY) 26 Quarter 2.
2. Background. Effective upon publication in FY25, Manpower and 
Reserve Affairs (M&RA) released Personnel Admin Advisory (PAA 04-25) 
on the proper calculation of creditable service. M&RA, Manpower 
Information Division developed a MCTFS Advisory Notice, labeled 
“PEBD Risk”, to identify and notify Marines of potential PEBD risks, 
thus, enabling follow-on corrective action procedures.
3. Execution. The PEBD error identification MCTFS advisory uses risk 
criteria, developed by the Manpower Analysis Branch (MPA) and based 
on PEBD-related data, to detect inconsistencies within individual 
personnel records in MCTFS. These risk criteria have been 
digitized into a logical framework and are applied during the 2nd 
File Purification Routine (PUREX) each month to scan the MCTFS 
database and flag potential PEBD errors. A Marine’s Pay Entry Base 
Date (PEBD) must be supported by periods of creditable service as 
documented in the MCTFS D188 remark. When the service dates listed 
in the D188 remark do not align with the reported PEBD, the 
discrepancy must be identified and resolved through additional 
research.  
3.a. Actions for the Marine. Affected Marines will receive a 
notification via Marine Online (MOL) informing them of a potential 
error with their PEBD. Upon receiving a notification, Marines are 
urged to notify their servicing PAC or reporting unit, via 
Electronic Personnel Admin Request (EPAR), to verify and address 
PEBD discrepancies.
3.b. Actions for the Command. Members with one of the following MOL 
permission templates—MOL Coordinator, Executive Officer, Sergeant 
Major, Company Commander, Company First Sergeant, or Platoon 
Commander—will receive advisory alerts via MOL regarding PEBD 
errors, enabling individuals with appropriate permission 
templates to track PEBD discrepancies at the command level.  Unit 
level administrative representatives will provide oversight and 
support to ensure that Marines and PACs comply with the advisory 
in MOL and take necessary actions to verify and correct 
administrative errors or data gaps.
3.c. Actions for PACs and other reporting units. Once a Marine’s 
PEBD is identified as having potential risk, PACs and other 
reporting units should use the Official Military Personnel File 
(OMPF) and the MCTFS D188 remark to analyze and validate periods of 
creditable service within the record. If periods of creditable 
service are missing, the PACs will update the D188 remark, as 
appropriate, and upload Key Supporting Documents to the members 
OMPF, if missing.; this corrective action will remove the 
inconsistencies from the Marine’s record and will prevent further 
advisories for the same reason. Where instances of incorrect PEBD 
are found, the PACs and other reporting units, will follow 
instructions in the PRIUM and forward these cases to Manpower 
Management, Performance Branch (MMPB), Records and Performance 
Section, Research and Reconstruction Unit 21 (MMPB-21), at 
SMB_Pay_Entry_Base_Date_Correction@usmc.mil for validation and 
correction. 
3.d. Actions for MMPB-21. MMPB-21 will receive PEBD adjustment cases 
and assign an action officer to review case material. PEBDs 
requiring adjustment will be forwarded to Manpower Information 
System Support Office (MISSO) 9 for reporting. 
4. Administration and Logistics.  Marines, commands, IPACs, and 
other reporting units are urged to prioritize compliance with the 
instructions provided and facilitate necessary actions upon receipt 
of the MCTFS advisory. Units are encouraged to develop local 
tracking procedures for affected Marines. The accuracy of PEBD 
calculations depends on complete and accurate data within the MCTFS.
Missing data, particularly regarding prior service, can cause 
calculation errors even when no PEBD advisory is issued. It is the 
Marine's responsibility to ensure all service data is annotated in 
their records. Service data gaps can be closed by Marines providing 
Key Supporting Documents to their servicing PAC for correction.
