GENTEXT/REMARKS/1. Purpose. This MARADMIN announces the Training
and Education Command (TECOM) Instructor of the Year Awards Program
for Academic Year 2025 to 2026.
2. Background. The Commanding General (CG), Training and Education
Command (TECOM) established the Instructor of the Year Awards Program
to recognize the exceptional service of full-time instructors,
faculty advisors, and professors across the TECOM enterprise. Through
this program, CG TECOM will recognize 12 formal school
instructors/faculty advisors and one (1) Marine Corps Junior Reserve
Officer Training Corps (MCJROTC) Instructor for the Academic Year
2025 to 2026 (1 June 2025 through 30 April 2026).
3. Tasks
3.a. CG Training Command (TRNGCMD) will nominate and endorse one
individual for each of the following award categories: TECOM
Marksmanship/Small Arms Instructor of the Year, Formal School
Instructor of the Year, and Formal School Aviation Instructor of
the Year.
3.b. CG Marine Corps Recruit Depot (MCRD) Parris Island and
CG MCRD San Diego will nominate and endorse one individual each for
the following award category: TECOM Marksmanship/Small Arms
Instructor of the Year.
3.c. CG Marine Air Ground Task Force Training Command (MAGTFTC)
will nominate and endorse one individual for each of the following
award categories: TECOM Marine Air Ground Task Force (MAGTF)
Instructor of the Year and Exercise Controller/Instructor of the
Year.
3.d. CG Education Command (EDCOM) will nominate and endorse one
individual for the following award category: TECOM MCU Faculty
Advisor of the Year.
3.e. Director, Marine Corps Junior Reserve Officer Training
(MCJROTC) will nominate and endorse one individual for the
following award category: TECOM MCJROTC Instructor of the Year.
3.f. CG TECOM will convene the final selection board to
determine the winner of TECOM Marksmanship/Small Arms Instructor
of the Year.
3.g. Nominating major subordinate commands will originate a Navy
and Marine Corps Commendation Medal in iAPS for any military nominees
and forward via the chain of command to CG TECOM (M30010) for
processing. The first sentence of the Summary of Action (SOA) and
Citation will read "Nominee for the 2026 Training and Education
Command [Insert Category Title] of the Year.”
3.h. Nominating major subordinate commands will draft a Certificate
of Commendation citation for any civilian nominees and forward that
as part of the nomination package requirements listed in subparagraph
4.d. of this MARADMIN.
4. Coordinating Instructions
4.a. Submit nomination packages to CG TECOM using the Department of
the Navy Enterprise Task Management Software Solutions (ETMS2) to
“USMC TECOM” no later than 27 March 2026. Nominations received by
USMC TECOM after 27 March 2026 will not be accepted.
4.b. Nomination and eligibility criteria are in accordance with
reference (a).
4.b.1. This awards program is applicable to Marines, Sailors, and
civilians assigned to TECOM, and to certified MCJROTC instructors.
4.b.2. Any rank, pay grade, or pay scale is eligible.
4.b.3. Nominees must not have any derogatory material or
disciplinary actions during Academic Year 2025 to 2026
(1 June 2025 to 30 April 2026), including any pending matters.
4.b.4. Per paragraph 5 of this MARADMIN, nominees must be certified
in the applicable Marine Occupational Specialties (MOS) and/or
assigned to applicable billet descriptions for no less than 210 days
during Academic Year 2025-2026 (1 June 2025 to 30 April 2026).
Non-resident or distance education nominees must have served as a
faculty advisor and/or instructor for at least 180 days of Academic
Year 2025 to 2026.
4.b.5. The nominee must consistently display a high level of
performance that significantly and positively impacts mission
accomplishment.
4.c. Marines serving in a billet MOS (BMOS) of 0911
(Drill Instructors) or 0913 (Marine Combat Instructors) are not
eligible for this program; these Marines compete and are recognized
separately through the Commandant of the Marine Corps Combined Awards
Program.
4.c.1. Individuals serving in a BMOS that has not yet been officially
changed on the table of organization (T/O) to a BMOS of 09XX remain
eligible for the Instructor of the Year Awards Program until the T/O
is updated accordingly.
4.d. Nomination Package Requirements. This year’s package templates
will be sent via ETSM2 to all TECOM MSCs. Package templates may also
be requested from the points of contact listed on this MARADMIN.
4.d.1. Chain of command endorsements, up to and including the first
general officer in the chain of command.
4.d.2. Nomination letter from the first commanding officer or
equivalent in the nominee’s chain of command with the following items
as enclosures:
4.d.2.a. Nominee’s professional resume (1 page).
4.d.2.b. Nominee’s professional narrative biography
(no more than 2 pages).
4.d.2.c. The iAPS-generated NAVMC 11533 with the Navy and Marine
Corps Commendation Medal citation and summary of action for military
nominees (no more than 1 page for the summary of action) or a
Certificate of Commendation citation (no more than 1 page with a
1250-character limit) for civilian nominees.
4.d.2.d. Nominee professional photograph submitted separately as a
high-resolution JPG/JPEG file, with no banner or text box. The photo
must be a command-style photograph featuring the U.S. National Ensign.
Uniform for military nominees is the Service Alpha uniform, and for
civilian nominees is business attire.

the 13 award winners will be announced by a separate MARADMIN.
5.c. CG TECOM will disseminate a letter of instruction via ETMS2
with additional information pertaining to the in-person award and
recognition ceremony, scheduled for 7 May 2026 in the National
Capital Region.
