GENTEXT/REMARKS/1. The purpose of this MARADMIN is to announce the
FY27 Chief Warrant Officer 2 (CWO2) Recruiting Officer selection
board. Qualified Marines are encouraged to submit applications in
accordance with the guidelines provided by reference (a) and this
MARADMIN.
2. Dates
a. Marine Corps Recruiting Command (MCRC) will convene the
FY27 WO Recruiting Officer Selection Board at Headquarters, U.S.
Marine Corps on or about 28 July 2026 for approximately 3 days.
b. Application Deadline. The deadline for submission of
applications is 22 June 2026. Marines should complete their
applications and submit them before the established deadline.
3. Per references (a), (b), and (c), the Recruiting Officer
selection board is designed to provide the Marine Corps with a
source of expertise on all aspects of recruiting and must be able
to communicate that knowledge to others. Only active duty
non-prior service career recruiters (current primary MOS 8412) in
the grade of gunnery sergeant and above are eligible to compete for
the enlisted to CWO2 Recruiter program. Career recruiters must have
served a successful tour of duty as a career recruiter in a career
recruiter billet; must have shown extreme proficiency as a career
recruiter; must have displayed exemplary leadership and
organizational skills; must exhibit maturity, sound judgment,
integrity, superior oral and written communication skills with a
demonstrated ability to teach, coach and mentor; and must not have
less than 8 or more than 20 years of active naval service on the
date of appointment to CWO2. Following the Warrant Officer Basic
Course (WOBC), recruiting CWOs will attend Recruiting Management
Course 2-27.
4. Selectees from the FY27 Enlisted to Warrant Officer Recruiter
selection board are tentatively scheduled for appointment on or
about 1 April 2027. When computing the amount of active naval
service, use 28 July 2026 as the convening date of the board.
Career recruiters in the grade of gunnery sergeant selected to CWO2
will be commissioned from the President to the grade of CWO2 and
will be assigned the primary MOS 4810.
5. Applicants are encouraged to contact CWO4 Norberto A. Vela,

qualification for Recruiting Officer 4810 at commercial (667)

6. Qualified Marines are encouraged to submit their application in
accordance with the guidelines provided by reference (a) and this
MARADMIN. Marines should follow the sample application guidelines
and endorsements should follow the format and content located at
https://www.mcrc.marines.mil/Marine-Officer/Officer-Naval-Enlisted-
Applicants/.
7. All Marines are required to obtain a commander's endorsement at
each level of their chain of command, up to the first General
Officer (GO) in their endorsing chain of command, and submit their
complete application through DoD SAFE (Secure Access File Exchange),
https://www.safe.apps.mil/, to the following email address:
warrantofficerboard@marines.usmc.mil. Marines are to follow all
instructions within DoD SAFE when uploading and submitting their
application. Hard copy applications will be accepted on a
case-by-case basis. Commanders must ensure that their endorsements,
denoting their level of confidence in the applicant, are promptly
returned to the Marine prior to the application deadline. Commands
must ensure that all Marines receive original copies of their
letters of endorsement.
8. Qualified Marines are encouraged to submit applications in
accordance with the guidelines provided by reference (a), (b) and
this MARADMIN. Applications received without all endorsements will
not be considered by the board. COs shall not recommend
commissioning for Marines who do not meet the eligibility criteria
and do not qualify for a waiver. If the senior endorser deems a
Marine "not recommended" for commissioning, the Marine is ineligible
for board consideration. Marines who receive a "not recommended"
endorsement from the senior endorsers and still forward their
applications to MCRC will not be considered for the board. COs are
directed to pass this information to eligible Marines in their
commands, review applications for completeness, ensure that Marines
who request waivers receive comprehensive justification on all
endorsements (including the senior endorser), and make definitive
recommendations regarding all Marines who submit applications. COs
must specifically address the technical proficiency of the Marines in
the 8412 MOS. Marines shall follow the sample application and
endorsements will follow the format and content located at
https://www.mcrc.marines.mil/Marine-Officer/Officer-Naval-Enlisted-
Applicants/. Endorsements and applications must be screened
closely to ensure only technically proficient and professionally
qualified Marines are submitted for consideration.
a. Submit appropriate Marine Corps Total Force System (MCTFS)
screens for Service Record Book (SRB) pages that have been replaced
per reference (d) by MCTFS. Marines must ensure SRB pages which
have been removed and replaced by MCTFS are updated, and these pages
must be made part of their application. Due to operational
necessity, all Marines are required to provide their full Social
Security Number (SSN) and other Personally Identifiable Information
(PII) on the data sheet only. PII is required to track, identify
and evaluate applicants throughout the application process.
b. Per reference (d), Unit Punishment books (UPB) are only
filed in the SRB if applicable. Therefore, only include UPB as an
additional enclosure if applicable. For those Marines who do not
have one, include a statement as an additional paragraph in the
basic application that states "No UPB is provided due to no record
of disciplinary action."
9. Per references (d), and (e), each Marine is personally
responsible for ensuring the accuracy and completeness of their
Official Military Personnel File (OMPF) and Master Brief Sheet (MBS).
The most expeditious means of accessing and viewing the OMPF and MBS
is through OMPF Online via Marine Online (MOL). Marines are advised
that the OMPF and MBS are distributed to the board room in advance
of the convening date. Therefore, it is imperative that Marines
review their OMPF and MBS in a timely manner. If deficiencies such
as missing fitness reports, date gaps, or unreadable documents are
present in the OMPF, Marines are personally responsible for
correcting the problem officially with Manpower Management Records
and Performance Branch (MMRP).
10. Proof of security clearance or open investigation. All Marines
must have their security manager complete a security clearance
verification letter. A sample of the security clearance
verification letter can be found on the MCRC website at
https://www.mcrc.marines.mil/Marine-Officer/Officer-Naval-Enlisted-
Applicants/. MCRC must be notified immediately of any changes to the
status of a Marine's security clearance.
11. In addition to the requirements contained in references (a)
and (b), applicants must meet the basic eligibility criteria listed
below.
a. Reference (g) covers the Marine Corps tattoo policy.
All Marines will complete the Tattoo Screening Form (TSF) and
Statement of Understanding (SOU). A copy of the TSF and SOU may be
found on the MCRC website at http://www.mcrc.marines.mil/Marine-
Officer/Officer-Naval-Enlisted-Applicants/ under "General Forms".
Marines and certifying commissioned officers are required to fill out
the entire form except the re-verification portion. Commands must
ensure that color photos are included and forwarded with the
application. Marines with body markings must submit a close up color
photo and explanation of each body marking addressing the content
(description and meaning), location, size, number of body markings
and date the body marking was made. In addition, Marines must submit
full length photos in Physical Training (PT) gear (green shorts-green
t-shirt) from the left, right, front and back. For body markings
located in private areas, Marines will submit a drawing and a written
description detailing the criteria cited by this paragraph in lieu of
a photograph. Private areas are defined as any portion of the body
that is covered by the PT uniform. Photo/drawing of the body marking
is required in the application only. Digital photos/drawings of body
markings will not be filed in the Marines' OMPFs, nor will the photos
be seen by the board. All photos/drawings are used for tattoo waiver
and review purposes only.
b. Per references (a) and (b), no age restriction is
established; however Marines must meet service eligibility
requirements established by reference. Use the convening date of the
board, 28 July 2026, when computing the amount of active naval
service. Waivers of the 20-year maximum service limitation will be
considered on a case-by-case basis. Active duty in the U.S. Army
or U.S. Air Force is not creditable as naval service.
c. Per reference (a), applicants must possess either a minimum
Electronics Repair (EL) composite score of 110 derived from the
Armed Services Vocational Aptitude Battery (ASVAB) or the Armed
Forces Classification Test (AFCT); or a minimum combined English
and Math score of 39 or composite score of 22 on the American
College Test (ACT); or a minimum combined Math and Verbal or Math
and Critical Reading score of 1000 on the Scholastic Aptitude Test
(SAT). Only the most recent academic test scores will be accepted.
Applicants meeting the aptitude test score requirement with SAT or
ACT test scores must include a certified copy of the test report
with the application. Applicants meeting the aptitude test score
requirement with an ASVAB or AFCT test must use the Basic Training
Record (BTR) as evidence of a qualifying EL score. Classification
test scores are located on the test score screen of MCTFS. If
scores are in MCTFS, but do not appear on the BTR, attach a copy of
the test score screen to the BTR and submit as an enclosure to the
application. Only EL scores resident within MCTFS will be
accepted as official scores of record for all applicants. Please
see paragraph 13 for more ASVAB/AFCT information.
12. Waivers. Requests for a waiver of the eligibility requirements,
except those that cannot be waived by law or specified as by this
MARADMIN, may be considered on a case-by-case basis by the Commanding
General (CG), MCRC. Requests for waivers shall be submitted as a
part of the Marines basic letter, and a recommendation for waiver
approval made in the General Officers endorsement at the major
subordinate command level. Requests for waiver of disciplinary
action requirements will only be considered if appropriate
justification is provided.
a. Minimum pay grade requirement of gunnery sergeant,
citizenship, time in service, test scores or the requirement to be
serving on active duty in the regular Marine Corps will not be
waived.
b. Marines must possess unquestionable character and exercise
sound judgment at all times. Applicants must have no record of
convictions by General, Special, or Summary Court-Martial, nor have
any record of conviction by a civil court for any offense other than
minor traffic offenses. Accordingly, applicants must disclose all
instances of disciplinary and/or investigative actions taken against
the Marine, regardless of the outcome. This includes but is not
limited to: court martial proceedings, civilian court proceedings,
administrative separation processing, non-judicial punishment,
command investigations, and any other investigation conducted by a
government agency. This includes court proceedings of any kind
resulting in an acquittal, a dismissal, or a deferred prosecution;
and any investigation or proceeding in which the basis is unfounded
or unsubstantiated. Marines reporting such instances must provide a
detailed statement with any associated documentation explaining the
circumstances of the matter and the disposition.
c. Nonjudicial punishment and 6105 page 11 entries must be
addressed in the application with a signed, detailed statement which
addresses the 5 Ws to explain the circumstances. Statements must be
included in the application.
d. Marines must submit a 100 - 500 word essay that details why
they want to become a WO in the Marine Corps.
e. Per reference (h), all applicants are required to have an
official photo in their OMPF, Marines are encouraged to have
photographs taken by Communication Strategy (COMMSTRAT) sections or
Department of War photographic units. It is the Marine's
responsibility to ensure a current photograph is in their OMPF no
later than ten business days prior to the board's convening date of
28 July 2026.
13. Marines with test scores that do not satisfy the minimum
requirement are encouraged to retest immediately to ensure scores
are posted prior to submission of application. Marines will not be
allowed to retest without first obtaining written authorization from
his/her command at the battalion/squadron level via the Command
Authorization Letter found within reference (i). These requests may
be signed "by direction" from the unit Career Retention Specialist or
any staff officer with "by direction" authority from the CO. Marines
are highly encouraged to follow the Command Authorization Letter
template found within reference (i), enclosure (1), to avoid
administrative processing delays due to incorrect letter format. The
Command Authorization Letter template can also be downloaded from the
Manpower Studies and Analysis (MPA) Test Control website at
http:// www.manpower.usmc.mil/webcenter/portal/MPA/Testing.
Marines should then schedule an AFCT retest with their nearest base
or installation Education Center or authorized Marine Corps test site.
Marines are not authorized to take an ASVAB retest at a Military
Entrance Processing Station or Military Entrance test site. Marines
may only take the AFCT twice in a twelve month period. In addition,
Marines will not be retested earlier than six (6) months following
the most recent retest. Exception to those requirements can only be
authorized by the Commandant of the Marine Corps (CMC) MPA. Marines
requesting to retest the AFCT to meet eligibility requirements must
first obtain approval from MCRC G-3 Enlisted Operations. MCRC G-3
will review, endorse, and forward all Command Authorization Letters
for AFCT retesting to CMC MPA. Failure to follow AFCT retesting
policy will result in test score invalidation. Marines may submit
applications pending AFCT retesting if they are using their EL score
to meet the aptitude test score requirements established by reference
(a) provided the following conditions are met:
a. CO must endorse applications with a projected date for
testing availability and test results for the application to be
accepted.
b. To ensure test scores can be recorded and reflected in
MCTFS, testing must be completed no later than 60 days prior to the
convening date of the selection board. Convening date of board is
on or about 28 July 2026; therefore, testing must be completed by
25 May 2026.
c. Marines are advised that if a qualifying score is not
reflected in MCTFS by the convening of the board, the application
will be determined ineligible and not returned.
14. Reference (i) provides information on the Marine Corps
Classification Testing Program and publishes initial testing and
retest prerequisites. If not located within 50 miles of a Marine
Corps or sister service testing facility or if any other extenuating
circumstances exist regarding AFCT retest authorization, contact MPA
Test Control DSN 278-9368 or Comm: (703) 784-9368.
15. Pre-commissioning physical examination documents must be
submitted per chapter 15 of reference (f). Reference (f) can be
accessed via the following website:
http://www.med.navy.mil/directives/pages/navmed-manmed.aspx.
See paragraphs 17 and 18 of this MARADMIN for additional
information regarding submission of medical documents.
16. A complete medical exam must be completed and submitted
separate from the application. An application without medical
documents will not be considered complete. Medical documents must
include a Report of Medical Examination (DD Form 2808), Report of
Medical History (DD Form 2807-1), or current Preventative Health
Assessment (PHA) if applicable, and any supporting documentation
as needed. Physicals must have been completed within 24 months
prior to the anticipated date of appointment; 1 April 2027.
17. Applicants must closely review the medical forms to ensure
accuracy and completeness. Pay particular attention to the following
items:
a. Marks and scars must be listed.
b. Dental class must be class 1 or 2 within past 12 months.
c. Human Immunodeficiency Virus (HIV) results must be included
and within 24 months to include date tested. HIV test drawn or
results pending is not acceptable.
d. If eyesight is other than 20/20 uncorrected, a manifest
refraction is required. If vision does not correct to 20/20, a
current ophthalmology evaluation is required. Selectees cannot have
any vision correction surgery (Lasik or Photorefractive Keratectomy)
within 6 months of reporting to the WOBC. Include supporting
documentation for any past orthopedic or eye surgery (Pre- and
Post-operative surgery reports).
e. Current audiogram. If any numbers are outside the normal
range, per reference (f), section 38, submit an Ear, Nose, Throat or
Audiology consultation/evaluation and interpretation.
f. Female Marines must have a current Papanicolaou test within
the past 36 months. The pathology report from the most recent test
must be submitted.
g. Ensure all "yes" answers on DD Form 2807-1 are explained
in detail in the notes section by both the member and the examiner.
18. WO physical examinations will be reviewed for completeness
once received. Additional medical documentation or testing may be
required. Upon publication of the selection list, it is the
responsibility of the CWO2 selectee to contact HM1 Donald
Irwin at (667)893-0876 or by email at donald.irwin@mairnes.usmc.mil
to ensure that physical examination requirements are met for
appointment. Draw case codes, MCTIMS registration and orders to WOBC
will not be initiated until selectees are determined to be medically
qualified by Bureau of Medicine and Surgery via MCRC.
19. Applicants must be in good financial standing. Applicants
must not have previously declared bankruptcy, defaulted on loans,
or have a history of any other financial problems. Applicants must
not have any financial hardships which would hinder their ability to
purchase required officer uniform items or remain in good financial
standing.
20. In accordance with reference (a) officers are not entitled to
receive Special Duty Assignment (SDA) pay. As such, SDA pay will be
discontinued for career recruiters upon appointment as CWO2.
However, applicants should keep in mind as they are promoted to
higher CWO grades, their total compensation will offset the loss of
SDA pay experienced when they are initially commissioned as CWO2.
Also, as SDA pay does not follow a Marine into retirement, retirement
compensation as a senior CWO significantly offsets retirement pay
for senior enlisted Marines. Applicants must submit the following
statement as part of the application immediately following the
service obligation paragraph: "I, (full name), understand that
officers do not receive SDA pay and that, if selected, upon
appointment to chief warrant officer 2, my SDA pay will be
discontinued."
21. WOs are no longer assigned lineal control numbers based on
their rank and date of rank as an enlisted Marine. Lineal control
numbers will be determined by the class standing upon completion of
the WOBC.
22. The first 3 years as a WO are a probationary period. Per Title
X, U.S. Code, Section 1165, Secretary of the Navy (SECNAV) has the
authority to terminate the regular commission of any permanent
regular WO at any time within 3 years after the date when the officer
accepted their original permanent commission as a WO in that
component. Accordingly, the CO, The Basic School or any required MOS
follow-on school may request that SECNAV terminate the regular
commission of a WO who fails the WOBC or any required MOS follow-on
school. A Marine whose commission is terminated may, upon request
and at the discretion of the SECNAV, be enlisted in a grade not lower
than that held immediately prior to commission.
23. Letters of recommendation from officers outside the normal chain
of command (COC) who have knowledge of the applicant's leadership
qualities and potential for appointment may be submitted directly to
MCRC (ON-E) up until 20 July 2026 or as an enclosure to the
application.
24. Applying to the WO selection board does not justify an extension
of an End of Active Service (EAS) date or a reenlistment as the sole
basis. If a Marine will EAS prior to the appointment date on or
about 1 April 2027, the Marine will need to coordinate with their
respective career planner and CO for guidance. Per reference (h),
Marines eligible for the Selected Reenlistment Bonus who reenlist
subsequent to selection will have the initial payment suspended
until such time as actually appointed or their name is removed from
the selection list. Application for the WO Program is not a bar to
entitlement to bonuses for either the initial payment or the
anniversary payments until appointed. Marines whose names are
removed from a selection list may regain eligibility provided the
provisions of reference (j) are met. The suspension will then be
lifted and the bonus paid on a pro-rata basis if the Marine returns
to the eligible skill. This entitlement is terminated without
provisions for reinstatement when eligible Marines are appointed as
WOs. Appointees will not be required to forfeit any portion of a
previously paid bonus.
25. Selection results are considered confidential and cannot be
released under any circumstances until approved by the CMC. Results
will be published via MARADMIN immediately upon CMC approval.
Selection results will not be released telephonically or via email.
Selectees are scheduled to be commissioned on or about 1 April
2027. The selectees will attend the active duty WOBC. By separate
orders, selectees will be ordered to report to the CG, Marine Corps
Combat Development Command to attend the WOBC at TBS in January 2027.
26. Recurring application discrepancies noted on past selection
boards include:
a. Senior endorsers neglecting to make definitive
recommendations regarding a Marine's application
b. Marines applying for a MOS when they are not qualified
c. COC neglecting to vet Marines for MOS qualifications
d. Gaps in fitness reports
e. Missing statements supporting NJPs and page 11 entries
(i.e. fraternization statement)
f. Incomplete statements regarding initiation, completion, or
type of security investigation/clearance
g. Missing current physical fitness or combat fitness test
score
h. Missing proof or verification of citizenship (if Basic
Individual Record reflects Alien)
i. Letters of recommendation neglecting to address the
Marines' experience in the MOS they are applying for
j. Missing documents from the OMPF:
1. Fitness reports
2. Award citation write-ups
3. Any information not documented in the OMPF
27. COs should notify the POC by email, of any changes affecting
enlistment status or disciplinary action which occur after
submission of an application.
28. This MARADMIN is not applicable to the Marine Corps Reserve.
29. This MARADMIN is cancelled 28 February 2027.
