GENTEXT/REMARKS/1. The Safety Operational Advisory Group (SOAG)
meeting will take place 28 – 30 April 2026, in conjunction with
Modern Day Marine (MDM), at the Walter E. Washington Convention
Center, Washington, DC.
2. Purpose. The SOAG serves as a strategic forum for Fleet Marine
Forces and the supporting establishment to engage directly with
Marine Corps Safety leadership. The forum aligns operational forces
and safety stakeholders, strengthens enterprise-wide safety culture,
and advances readiness through coordinated action on priority risk
areas, initiatives, and challenges.
2.a. This requires coordinated participation with ground safety
officers, occupational health professionals, and headquarters
subject matter experts to identify and prioritize enterprise-level
risk issues.
2.b. The SOAG operates in support of the Executive Safety Board
(ESB) chaired by the Assistant Commandant of the Marine Corps.
2.c. The meeting will address current safety and risk management in
the Division, MEF, and MARFOR levels, including integration with
supporting and training commands. Outputs will inform Risk
Management Directorate advocacy to the ESB.
3. Intent. The SOAG integrates operational, installation, and
supporting establishment safety stakeholders to synchronize policy,
funding priorities, and risk mitigation across the Marine Corps
enterprise.
4. Execution. The SOAG convenes annually to review items with
high impact safety issues and recommend enterprise-level actions.
Responsibilities include advancing safety advocacy, strengthening
Safety Management System (SMS) implementation, and reducing mishaps,
fatalities, injuries, and occupational illnesses.
5. Topics include:
5.a. Blast Overpressure (BOP). Enterprise overview and roadmap for
Marine Corps BOP mitigation efforts.
5.b. Data Analytics and Risk Management. Leveraging data to
proactively manage risk across the force.
5.c. Ground Department of Safety and Standardization (GDOSS).
Overview and roadmap for GDOSS implementation.
5.d. SMS Staffing. Resource and personnel challenges within
Risk Management Programs.
6. Coordination instructions.
6.a. Travel. Authorized travel days are Monday, 27 April 2026 and
Friday, 1 May 2026.
6.b. Uniform. Uniform of the day for MDM is Service "C" for Marines
and business casual for civilian personnel.
6.c. Registration is required for attendance. There is no cost for
military and civilian government personnel. Registration is online

6.d. Transportation. Parking near the convention center
is limited. Attendees are encouraged to use shuttle services provided
by MDM from Quantico to the convention center, shuttle services
provided by Henderson Hall from the Pentagon to the convention
center, or mass transportation. Government transportation is
authorized. Units may request a bus free of charge to the unit
