GENTEXT/RMKS/1. This MARADMIN is published to clarify the changes
to the 0648 Strategic Electromagnetic Spectrum Manager Military
Occupational Specialty (MOS) that will take effect 1 October 2026 in
accordance with reference (a) and to solicit qualified Marines
referenced in paragraph 4.a.4 of this MARADMIN to execute a
lateral move into MOS 0648 Electromagnetic Spectrum Maneuver Chief
Primary Military Occupational Specialties (PMOS) in accordance with
the references and guidance contained herein. Marines who meet the
prerequisites for the lateral move or are currently serving in an
Electromagnetic Spectrum Billet, listed in paragraph 5.a below,
are encouraged to apply.
2. Effective 1 October 2026, 0648 Necessary Military Occupational
Specialty (NMOS) convert to a PMOS for ranks Sergeant through Master
Gunnery Sergeant for applicants that were approved for the lateral
move. Marines that currently possess the 0648 NMOS that do not wish
to lateral move, will maintain the 0648 NMOS, and not be affected by
this change. The 0648 PMOS training pipeline for lateral move
Marines is referenced in paragraphs 4.a.4, 4.a.5. and 4.b.1.
3. Electromagnetic Spectrum Maneuver Chiefs are responsible
for coordinating, managing, and de-conflicting actions to
protect, attack, and efficiently manage the Electromagnetic
Spectrum (EMS) in support of all warfighting functions. Duties
encompass Electromagnetic Spectrum Operations (EMSO) through the
electromagnetic spectrum management interrelated functions of
frequency management, host nation coordination, interference
reporting, interference mitigation, and support to technical
signature management (SIGMAN). Electromagnetic Spectrum Maneuver
Chiefs are thoroughly trained in various aspects of spectrum
management, including international, national, Department of War
(DOW), Joint, and Service-level policies, as well as spectrum
allocations and frequency assignment procedures. Their expertise
extends to spectrum supportability, certification
procedures, coordination of host nation approval, and the management
of electromagnetic interference, from its identification through
mitigation and resolution. Electromagnetic Spectrum Maneuver
Chiefs are responsible for the implementation of policies and
guidance to optimize the use of the EMS. They manage the Marine
Air-Ground Task Force's utilization of both international, national
and DOW-associated spectrum databases. In addition to their other
duties, Electromagnetic Spectrum Maneuver Chiefs develop and
integrate the Command and Control, Communications Electronic
Operating Instructions, and the Joint Restricted Frequency List
into the EMSO and technical SIGMAN Plan(s).
4. Applicants interested in the 0648 PMOS should review the
prerequisites within reference (a) to be qualified for a PMOS
0648 lateral move. Waivers to any prerequisites in subparagraph
(a) below must be submitted to and approved by the 06XX
Occupational Field Manager. Marines must be a volunteer Sergeant
through Master Gunnery Sergeant of any MOS listed in subparagraph
(a). Marines will be assigned the MOS upon completion of one of the
listed approved courses in subparagraph (b) below.
4.a. Prerequisites:
4.a.1. Must be a United States citizen.
4.a.2. Must possess a General Technical (GT) score of 100
or higher.
4.a.3. Must possess a Clerical score of 100 or higher.
4.a.4. Must have obtained the rank of Sergeant or above in
one of the following MOSs: 0621, 0627, 0629, 0699, 2651, 2659
or 5948. Applicants must not have been passed for promotion in
their current grade, must not have received a non-judicial
punishment in their current term, and must not have been the
recipient of courts-martial.
4.a.5. Security requirement: A letter of Sensitive Compartmented
Information (SCI) eligibility from the Special Security Officer
(SSO). A letter from their local SSO is sufficient.
4.b. Requirements:
4.b.1. Complete the Spectrum Operations Apprentice Course (SOAC)
(F0224L1) Biloxi, MS to gain the 0648 PMOS. Equivalent Army and Navy
courses not listed in MCTIMS will be considered on a case-by-case
basis.
4.b.2. All prerequisites and requirements can be waived for
exceptional applicants by the 06XX communications occupational field
manager. Waiver submissions will accompany the lateral move package
for consideration and approval by the PMOS monitor, and occupational
field manager.
4.b.3. Marines in grades of Sergeant through Gunnery Sergeant that
currently hold the 0648 NMOS are the target populations to apply for
the 0648 PMOS to build a cadre of qualified personnel to meet
Marine Corps requirements and emerging technologies. All qualified
Marines are encouraged to apply. Master Sergeants who have held a
0648-Duty Assignment within the last 36-months will be accepted.
Master Gunnery Sergeants will be accepted on a case-by-case basis.
5. Active component must have 24-months of obligated service
remaining upon graduation from the MOS producing school.
6. Interested Marines should contact their career counselor to
ensure they meet the prerequisites to initiate the lateral move
process.
7. In addition to the prerequisites listed in reference (a),
interested Marines submitting for lateral move must complete the
commanding officer screening/interview/questionnaire guide and be
interviewed by a 0640, Strategic Electromagnetic Spectrum Officer.
8. Lateral move packages will be accepted upon release of this
message.
9. This message has been coordinated with HQMC, Deputy Commandant
for Information; DC, Manpower and Reserve Affairs; DC, Combat
Development and Integration; and DC, Training and Education.
