1.  Purpose. This MARADMIN announces the publication of the
Marine Corps Artificial Intelligence, Data, and Software (ADS)
Information Resource Manual (IRM). The IRM provides the enterprise
capabilities, guardrails, and processes to accelerate adoption,
eliminate redundant procurement, and align AI and data initiatives
to enterprise cybersecurity and portfolio management requirements.
2. Enterprise Platforms. A baseline of capabilities is identified
that can be leveraged for ADS requirements that are aligned with
USMC, DON and DoW. These capabilities provide data analytics,
AI tools, and localized coding environments without the need for
organizations to procure individualized or redundant solutions.
The available enterprise capabilities include the War Data Platform
(WDP), Maven Smart System (MSS), GenAI.mil, Low-Code Application
Development Platform (LCAP), Local Development & Data Science
Environment, and Tactical Assault Kit (TAK).
3.  Enterprise Data. Enterprise datasets have been made available
to support ADS initiatives. Details of available data spanning
manpower, readiness, logistics, and financial domains, access
instructions, and governance requirements are available within
the IRM.
4.  Enterprise Governance. ADS initiatives shall comply with all
policy, portfolio management, acquisition, and cybersecurity
requirements. Additional information on these compliance
requirements can be found in the IRM.
5. Portfolio Management. ADS capabilities developed using enterprise
platforms are required to comply with portfolio management
requirements. Prior to initiating the development of ADS
capabilities, organizations are advised to consult the USMC AI
Working Group and the applicable FAM. Capabilities developed in
enterprise platforms will be assessed quarterly to determine
portfolio management compliance.  Applicable portfolio management
policies are listed in the IRM. 
6.  Cybersecurity. ADS capabilities developed using enterprise
platforms that operate within the scope of the approved platform
authorization to operate do not require additional cybersecurity
or Cybersecurity Risk Management Construct (CSRMC) actions.
The use of personally identifiable information (PII) and protected
health information (PHI), regardless of platform accreditation,
requires a privacy impact assessment and approval for each specific
use of PII or PHI data.
7.  Additional Capabilities. In accordance with refs (b)
through (g), organizations identifying a mission requirement in
addition to those currently provided by the enterprise, must
coordinate with FAMs to determine the appropriate capability
development and approval process. A complete list of FAMs, 
their functional boundaries, and points of contact is provided 
within the IRM.
