Amphibious Force, Task Force 51/5th Marine Expeditionary Brigade 
(identified as CTF 51/5). The units below met the criteria during 
the meritorious period for which the Navy Expeditionary Medal (NEM)

Note: The Humanitarian Service Medal has been approved for U.S. 
Service members, Coast Guardsmen, and Reserve Components (to include
the National Guard), who were physically present and directly
participated within the designated area of eligibility which 
includes Jamaica, Cuba, Dominican Republic, and Haiti. 
4.b.  Cyclone Ditwah                                 27Nov25-14Dec25
Note: The Humanitarian Service Medal is approved for members of the
U.S. Armed Forces and Reserve Components, including the National
Guard, who were physically present and directly participated within
the designated area of eligibility of the Democratic Socialist 
Republic of Sri Lanka and its territorial waters following Cyclone
Ditwah. Only one award is authorized for participation in each
designated humanitarian operation during the qualifying periods
listed above. Authority to determine individual eligibility is
delegated to commanders in the grade of O-6 or civilian equivalent
and above. Commands verifying participation shall ensure appropriate
updates are made to the Service member's official personnel record.
