GENTEXT/REMARKS/1. AS ESTABLISHED BY THE REF, THE ESB HELD ITS
NINTH SEMI-ANNUAL CONFERENCE AT MCB CAMP PENDLETON ON MARCH 16-17,
2004. PRESENTED AT MEETINGS WERE CULTURAL STUDY RESULTS, GENERAL
OFFICER SYMPOSIUM RESULTS, ARMY SAFETY CENTER BRIEFS, AND UPDATES
FROM THE OPERATING FORCES. ESB MEMBERS AND PARTICIPANTS DISCUSSED
MANY ISSUES AIMED AT REDUCING MISHAPS AND ENHANCING OPERATIONAL
READINESS IN OUR CORPS.

4. THE ESB CONTINUED TO FOCUS ON REDUCING MISHAP RATES AND MEETING
THE MISHAP REDUCTION GOAL SET FORTH BY THE SECRETARY OF THE NAVY.
IN SUPPORT OF THIS GOAL, SAFETY PROFESSIONALS FROM THE OPERATING
FORCES AND THE ARMY SAFETY CENTER PROVIDED BRIEFS ON VARIOUS TOPICS
AFFECTING OPERATIONAL AND NON-OPERATIONAL SAFETY. THE ARMY SAFETY
CENTER PROVIDED INVALUABLE BRIEFS ON ENHANCING OPERATIONAL
READINESS, LESSONS LEARNED IN OPERATION IRAQI FREEDOM (OIF),
AUTOMATED SAFETY INFORMATION MANAGEMENT SYSTEMS, AND THEIR SAFETY
INTERN PROGRAM. BEHAVIORAL SCIENCES TECHNOLOGY, INC. PROVIDED AN
UPDATE ON PHASE I OF A STUDY ASSESSING MARINE CORPS SAFETY
PROGRAMS. THIS STUDY IDENTIFIED THE STRENGTHS AND GAPS IN OUR
CURRENT SAFETY PROGRAM WITH THE ULTIMATE AIM OF SUSTAINABLE MISHAP
REDUCTION WHILE PRESERVING OUR COMBAT ETHOS.
5. THE FOLLOWING ACTIONS ARE DIRECTED:
A. ACMC
(1) REQUEST HEALTH SERVICES COORDINATE WITH ACMC TO ADDRESS THIS
REQUIREMENT AND IGMC REGARDING THE INCORPORATION OF PREVENTIVE
HEALTH ASSESSMENTS ON IG CHECKLISTS.
B. HQMC, SD
(1) DEVELOP A PROPOSAL TO INCLUDE RISK MANAGEMENT (RM) AS A
SEPARATE BLOCK ON THE FITREP OR INSERT RM COMMENTS IN AN EXISTING
BLOCK. INVESTIGATE INCLUSION OF RM IN PRO/CON MARKS.
(2) DEVISE A METHODOLOGY TO ISOLATE UNAVOIDABLE MISHAPS WHEN
DETERMINING MISHAP RATES.
(3) FOLLOW-UP WITH I&L REGARDING FULL IMPLEMENTATION OF BLACK BOXES
IN GSA VEHICLES.
C. M&RA
(1) EVALUATE CHANGING LEAVE AND LIBERTY POLICY INCORPORATING IDEAS
FROM ACMC'S P4 IN 2003 AND II MEF'S CHANGE REQUEST INCLUDING ORM
CONSIDERATIONS.
D. TECOM
(1) EXAMINE THE TACTICAL SAFETY COURSE FOR STANDARDIZATION AND
SECONDARY MOS POSSIBILITIES.
(2) INCLUDE CONVOY OPERATIONS SAFETY PLANNING IN MCCRES.
E. COMCABEAST
(1) PROVIDE UPDATE AT NEXT ESB REGARDING ERGONOMICS EFFORTS TO
PREEMPT FECA ISSUES.
F. ALL ESB MEMBERS
(1) IDENTIFY STATE AND LOCAL REGULATIONS THAT IMPEDE SAFETY EFFORTS
AND INFORM SD AND DSOC REPRESENTATIVES.
(2) NLT 1 JUN 2004, PROVIDE DIR SD WITH SUGGESTED AGENDA ITEMS FOR

6. PUBLICATION OF THIS MESSAGE CONSTITUTES OFFICIAL TASKING TO
COMMANDS AND ACTIVITIES AS IDENTIFIED IN PARAGRAPH 5 ABOVE. REPORT
COMPLETION OF SPECIFIC TASKS VIA EMAIL TO THE POC IDENTIFIED ABOVE.
ALSO, NLT 1 JUN 2004, PROVIDE POC AN UPDATE ON THE STATUS OF
ASSIGNED TASKS VIA EMAIL.
7. THE ESB WAS CHARTERED TO ESTABLISH SAFETY POLICY AND GUIDANCE
FOR THE MARINE CORPS. WE ARE STRIVING TO INCULCATE RISK MANAGEMENT
IN OUR MARINES AND TO EMBED IT IN OUR CULTURE. EVIDENCED BY OUR
CURRENT MISHAP RATES, SIMPLY RAISING SAFETY AWARENESS IS NOT ENOUGH
TO ACCOMPLISH THIS GOAL. WE MUST STRIVE TO ATTAIN OUR HIGHEST
POSSIBLE COMBAT READINESS WHILE PRESERVING OUR MOST PRECIOUS ASSETS
- OUR MARINES, OUR SAILORS, AND OUR EQUIPMENT. KEEP CHARGING.
