GENTEXT/REMARKS/1.  REFERENCE A ESTABLISHES THE MARINE CORPS
MENTORING PROGRAM (MCMP), INSTITUTING FORMAL MENTORING FOR ALL
MARINES AND PROVIDING GUIDANCE FOR MCMP IMPLEMENTATION. REFERENCE B
PROVIDES PROCEDURAL GUIDANCE AND IS A READY REFERENCE EXPANDING UPON
AND COMPLIMENTING THE MCO.  IT INCLUDES ADDITIONAL INFORMATION AND
GUIDANCE FOR BOTH THE MENTOR AND THE MENTEE, SUPPORTING
IMPLEMENTATION AND MANAGEMENT OF THE PROGRAM. 
2.  COMBAT COHESION AND COMBAT LEADERSHIP ARE AT HISTORICALLY HIGH
LEVELS WITHIN OUR CORPS.  SHARED ADVERSITY HAS SERVED TO STRENGTHEN
THE UNIQUE BOND BETWEEN MARINE LEADERS AND THEIR MARINES.  NATURAL
AND LEARNED ABILITIES OF YOUNG MARINES, BOTH OFFICER AND ENLISTED,
COUPLED WITH COMBAT EXPERIENCE HAVE INCREASED LEADERSHIP
CAPABILITIES OF SMALL UNIT LEADERS.  JUNIOR MARINES HAVE PROVEN
THEIR ABILITIES TO HANDLE EVER-INCREASING LEVELS OF RESPONSIBILITY
REQUIRED FOR SUCCESS ON THE 21ST CENTURY BATTLEFIELD.  MCMP EXPLOITS
OUR STRENGTHENED CAMARADERIE BY EMPOWERING FIRST-ECHELON LEADERS AT
EVERY LEVEL TO HAVE A GREATER IMPACT ON THE PROFESSIONAL AND
PERSONAL DEVELOPMENT OF THEIR SUBORDINATES BY FOSTERING
RELATIONSHIPS OF GENUINE CONCERN WITHIN SMALL UNITS, WHETHER
DEPLOYED OR IN THE GARRISON ENVIRONMENT.
3.  MCMP EMPOWERS LEADERS AT EVERY LEVEL TO POSITIVELY AFFECT
DEVELOPMENT OF THEIR MARINES IN THE FOLLOWING WAYS:  TO FACILITATE
GENUINE CONCERN BETWEEN LEADERS AND THEIR SUBORDINATES AND BETWEEN
TEAM MEMBERS; TO INCREASE UNIT COHESION; TO FOCUS LEADERS ON THE
DEVELOPMENT OF THE "WHOLE MARINE," CONNECTING BOTH PROFESSIONAL AND
PERSONAL DEVELOPMENT TO MISSION ACCOMPLISHMENT; TO FOSTER AND
STRENGTHEN RELATIONSHIPS OF ACCOUNTABILITY AND RESPONSIBILITY
BETWEEN MARINES AND ADHERENCE TO OUR CORE VALUES 24 HOURS A DAY, 7
DAYS A WEEK (24/7); AND TO BETTER EQUIP MARINES TO HANDLE THE
INCREASED CHALLENGES OF TODAY'S OPERATIONAL CLIMATE. 
4.  A MENTOR IS A TRUSTED TEACHER, GUIDE, COACH, AND ROLE
MODEL WHO ENABLES JUNIOR MARINES TO REACH THEIR HIGHEST POTENTIAL
AND IMPROVE THEIR ABILITY AS VALUED TEAM MEMBERS. WHILE INFORMAL
MENTORING RELATIONSHIPS HAVE ALWAYS BEEN ENCOURAGED, MENTORING
REMAINS A FUNDAMENTAL RESPONSIBILITY OF IMMEDIATE LEADERS IN THE
CHAIN OF COMMAND.  LEADERS MUST KNOW THEIR MARINES, ACCEPT PERSONAL
RESPONSIBILITY FOR THEM, AND BE ACCOUNTABLE FOR THEIR PROFESSIONAL
AND PERSONAL DEVELOPMENT AND BEHAVIOR 24/7.  LEADERS MUST
CONTINUOUSLY CHALLENGE SUBORDINATES, PROVIDING CLEAR PERFORMANCE
FEEDBACK AND GUIDANCE IN SETTING REALISTIC PROFESSIONAL AND PERSONAL
GOALS.  ADDITIONALLY, JUNIOR LEADERS ARE IN THE BEST POSITION TO
NOTE EVIDENCE OF STRESS OR OTHER PERSONAL DIFFICULTIES IN THEIR
MARINES AND PROVIDE THE MOST EFFECTIVE ASSISTANCE TO RESOLVE
PERSONAL ISSUES THAT COULD DETRACT FROM TEAM AND UNIT MISSION
ACCOMPLISHMENT.  MCMP PROVIDES THE KNOWLEDGE, TOOLS, AND SUPPORT
REQUIRED FOR LEADERS AT EVERY LEVEL TO EFFECTIVELY MENTOR THEIR
MARINES.
5.  COMMANDERS AT ALL LEVELS WILL ENSURE MENTORING TAKES PLACE IN
THEIR UNITS IN ACCORDANCE WITH REFERENCE A.  A LEADER'S MENTORING
SKILLS AND EFFECTIVENESS SHOULD BE CONSIDERED WHEN ASSIGNING PRO/CON
MARKS OR COMPLETING FITNESS REPORT EVALUATIONS.  EVERY LEADER AT THE
FIRE-TEAM LEVEL OR HIGHER IS A MENTOR, AND EVERY MARINE IS A MENTEE
AND A BUDDY TO A PEER.  
6.  MCMP IS A CONSTANTLY EVOLVING PROGRAM.  ALL COMMANDERS ARE
ENCOURAGED TO PROVIDE FEEDBACK AND RECOMMENDATIONS FOR IMPROVEMENTS
TO THE COMMANDING GENERAL, TRAINING AND EDUCATION COMMAND.
7.  AS "STEEL SHARPENS STEEL," SO TO DO MARINES STRENGTHEN AND HONE
THEIR FELLOW MARINES TO BETTER SERVE EACH OTHER, THEIR CORPS, AND
THEIR COUNTRY.
