RMKS/1.  AS ESTABLISHED BY REF A, THE EXECUTIVE SAFETY
BOARD (ESB) HELD ITS SEMI-ANNUAL CONFERENCE ON JANUARY
14-15 2002. THE THEME FOR THIS ESB WAS "PROFESSIONALIZING
GROUND SAFETY."  WITH THAT THEME IN MIND, THE CONFERENCE
WAS HELD AT THE AVIATION SAFETY SCHOOL IN MONTEREY, CA.  
THIS LOCATION ALLOWED THE ESB TO DRAW ON AND LEARN FROM THE
VERY SUCCESSFUL AVIATION SAFETY PROGRAMS THAT HAVE BENEFITED
NAVAL AVIATION OVER THE PAST FIFTY YEARS.

A.  ACMC:
(1) DISCUSS WITH LTGEN MAGNUS INCREMENTAL FUNDING OF CORE
SAFETY SERVICES.
(2) DISCUSS WITH LTGEN HANLON ORM TRAINING AND FORMAL SCHOOL
INCORPORATION.
(3) DISCUSS WITH LTGEN MCKISSOCK THE PROCESS OF HAZARD
REPORTING FOR GSA CONTRACTS.
B.  MARFORRES: IDENTIFY YOUR CORE SAFETY SERVICES REQUIREMENT
TO HQMC SAFETY DIVISION.
C.  M&RA: WORK WITH HQMC SAFETY DIVISION TO ENSURE ALL MEU
COMMANDERS ATTEND THE AVIATION SAFETY COMMANDERS COURSE PRIOR
TO ASSUMING COMMAND.
D.  MATCOM:
(1) TAKE THE LEAD IN DEVELOPING A GROUND EQUIPMENT SAFETY
PROGRAM FOR IDENTIFYING AND CORRECTING HAZARDS THROUGHOUT THE
LIFE CYCLE OF INDIVIDUAL ITEMS.  THIS SAFETY PROGRAM WILL
INCLUDE ROLES AND RESPONSIBILITIES AND PROCESSES TO SUSPEND
EQUIPMENT OPERATION WHEN REQUIRED (RED STRIPE).
(2)  EXAMINE THE FEASIBILITY OF USING FULL TIME DIAGNOSTIC
EQUIPMENT TO MONITOR PERFORMANCE CHARACTERISTICS
(BLACK BOXES) ON THE NEW TACTICAL VEHICLES ENTERING THE
MARINE CORPS INVENTORY.
(3) DETERMINE THE FEASIBILITY OF A DEPOT LEVEL MAINTENANCE
TEAM TO FACILITATE THE LVS BRAKE REPAIR ACROSS THE FLEET.
(4) DEVELOP VEHICLE/EQUIPMENT SPECIFIC PLADS USED FOR
SAFETY PURPOSES ONLY.
E.  PUBLIC AFFAIRS: ASSIST IN PUBLISHING THE REVISED SAFETY
CAMPAIGN PLAN (MARINES MAGAZINE, MARINE CORPS GAZETTE,
ETC.,).
F.  IGMC:
(1) INCORPORATE SAFETY/ORM SLIDES INTO CMC s SPECIAL
INTEREST BRIEFS.
(2) DISTRIBUTE THE REVISED SAFETY CAMPAIGN PLAN DURING
YOUR READINESS ASSESSMENT VISITS ACROSS THE CORPS.
G.  TECOM: WITH HQMC SAFETY DIVISION SUPPORT, CONDUCT A
REVIEW OF THE CURRENT CURRICULUM FOR THE SEMI-ANNUAL
COMMANDERS COURSE TO INCORPORATE ADDITIONAL SAFETY
INSTRUCTION.
H.  ALL ESB MEMBERS: PRIOR TO THE NEXT ESB, (JUNE 2002)
DETERMINE WHAT YOUR COMMANDER'S GROUND SAFETY VISION IS
AND WHAT YOU NEED TO SUPPORT THAT VISION.  THE GOAL IS TO
CAPTURE THE COMMANDER'S REQUIRED END STATE FOR GROUND
SAFETY IN THE MARINE CORPS.
I.  SAFETY DIVISION:
(1) PRODUCE A POINT PAPER ON THE CURRENT STATUS OF THE
DRAFT HIGH RISK TRAINING ORDER.
(2) WORK WITH MATCOM TO PRODUCE A POINT PAPER OUTLINING
THE HAZARD REPORTING PROCESS DEVELOPED FOR GROUND EQUIPMENT.
(3) REVIEW AND UPDATE THE IGMC AIRS CHECKLIST TO PROVIDE
MORE OF AN OPERATIONAL FOCUS WITH AN EMPHASIS ON PROVIDING
ASSISTANCE TO MSC S.  PROVIDE ESB MEMBERS WITH THE UPDATED
AIRS CHECKLISTS AT THE NEXT ESB.
(4) PROVIDE IGMC WITH SAFETY/ORM SLIDES TO UPDATE THE
CMC SPECIAL INTEREST BRIEFS.
(5) EXAMINE SAFETY TOOLS TO PREVENT BACK INJURIES.  LOOK
AT A TOTAL TRAINING PACKAGE THAT MIGHT INCORPORATE BACK
BRACES/PPE.  EXAMINE CURRENT CIVILIAN BUSINESS PRACTICES AND
INSURANCE COMPANY POLICIES WITH REGARD TO BACK BRACES/PPE.  
EXAMINE WHETHER CURRENT DATA EXISTS AT MCLB ALBANY TO VERIFY
THE EFFECTIVENESS OF BACK BRACES.
(6) CONSIDER A TEST BASE IN WHICH TO CONDUCT A COMPREHENSIVE
BACK INJURY PREVENTION PROGRAM USING BACK BRACES.
(7) DISTRIBUTE THE REVISED MARINE CORPS SAFETY CAMPAIGN
PLAN TO ALL ESB MEMBERS VIA CD.
(8) CONDUCT A MARKETING/DISTRIBUTION PLAN FOR INFORMATION
AND DISTRIBUTION OF THE REVISED MARINE CORPS SAFETY CAMPAIGN
PLAN.
(9) IN ORDER TO IMPROVE THE GROUND SAFETY FOR MARINES
COURSE, THE FOLLOWING MUST BE ACCOMPLISHED:  IDENTIFY THE
REQUIREMENTS TO CENTRALLY MANAGE AND FUND THE COURSE;
ESTABLISH A SEMI-ANNUAL COURSE REVIEW; ENSURE THE COURSE
PROVIDES A COPY OF THE REVISED MARINE CORPS SAFETY CAMPAIGN
PLAN TO ALL ATTENDEES.
(10) SUBMIT A REVISED POM 04 FUNDING REQUIREMENT THAT
INCORPORATES CORE SAFETY SERVICE REQUIREMENTS FOR THE ENTIRE
MARINE CORPS, INCLUDING MARFORRES.
(11) DEVELOP A PRIORITIZED "TOP TEN" LIST OF CORE SAFETY
SERVICES BASED ON INCREMENTAL FUNDING.  
(12) PRODUCE AN AFTER ACTION MESSAGE OUTLINING THE TASKERS
FROM THE ESB CONFERENCE.
(13) DEVELOP A CHART COMPARING CIVILIAN LOST WORK DAYS FOR
ALL SERVICES AND PROVIDE IT TO ALL ESB MEMBERS.
(14) DRAFT AN ALMAR ANNOUNCING THE WINNERS OF THE NEW
SAFETY AWARDS PROGRAM.
(15) PROVIDE TO THE ACMC THE COST OF MAINTAINING A GROUND
SAFETY MOBILE TRAINING TEAM, (MTT).
(16) ENSURE A SECONDARY MOS IS ASSIGNED TO GRADUATES OF THE
GROUND SAFETY FOR MARINES/MTT COURSE.
J.  BASE AND STATION COMMANDING GENERALS: ESTABLISH THE
FOLLOWING PROCEDURES FOR HOSTING THE GROUND SAFETY MANAGERS
COURSE; PROVIDE A SENIOR OFFICER TO CONDUCT THE OPENING
REMARKS FOR EACH GROUND SAFETY FOR MARINES COURSE; PROVIDE
THE BEST POSSIBLE FACILITY IN WHICH TO CONDUCT THIS TWO WEEK
COURSE; INTRODUCE THE SENIOR BASE/STATION SAFETY OFFICER AND
DISCUSS THE ROLE OF THE GROUND SAFETY OFFICER/MANAGER IN THE
REVISED MARINE CORPS SAFETY CAMPAIGN PLAN.
5.  THE NEXT ESB THEME WILL BE: "SAFETY EDUCATION, TRAINING AND
MANPOWER".  THIS CONFRENCE WILL TAKE PLACE IN QUANTICO, VIRGINIA
IN JUNE 2002.
6.  THE PUBLISHING OF THIS MESSAGE CONSTITUTES OFFICIAL TASKING
FOR THOSE COMMANDS IDENTIFIED IN THIS MESSAGE.  REPORT THE
COMPLETION OF YOUR SPECIFIC TASKERS TO HQMC SAFETY DIVISION.
