RMKS/1. THE EXECUTIVE SAFETY BOARD MET IN JANUARY THIS YEAR AND
DETERMINED THE NEED TO CLARIFY OUR CORPS GROUND SAFETY VISION AND
IDENTIFY THE RESOURCES NECESSARY TO MAKE THAT VISION A REALITY,
REFERENCE (A). IN RESPONSE, I ESTABLISHED A SAFETY STRATEGIC
PLAN WORKING GROUP, REFERENCE (B), AND SAFETY DIVISION (SD)
SPONSORED A MEETING OF THAT WORKING GROUP ON 7-9 MAY 2002. THE
SAFETY STRATEGIC PLAN DEVELOPED BY THAT WORKING GROUP WAS
REVIEWED AND APPROVED BY THE EXECUTIVE SAFETY BOARD IN JUNE OF
THIS YEAR, REFERENCE (C). THIS STRATEGIC PLAN WILL SUPPLEMENT MY
SAFETY CAMPAIGN PLAN 2002. I FULLY SUPPORT THE MISSION, VISION
AND GOALS OF OUR CORPS SAFETY STRATEGIC PLAN THAT ARE OUTLINED IN
THIS MESSAGE. I EXPECT EVERY COMMANDER TO PROGRAM AN ADEQUATE
BUDGET FOR SAFETY.
2. MARINE CORPS SAFETY STRATEGIC PLAN
A. MARINE CORPS SAFETY MISSION
TO ENHANCE THE WARFIGHTING CAPABILITY OF THE MARINE CORPS BY
PROVIDING THE TOOLS TO PREVENT MISHAPS, MANAGE RISKS, AND
PRESERVE RESOURCES.
B. MARINE CORPS SAFETY VISION
SAFETY IS FULLY INTEGRATED INTO THE CULTURE OF THE MARINE CORPS.
WE ARE COMMITTED TO AN AGGRESSIVE "TOTAL FORCE IN READINESS"
PROGRAM TO PROTECT OUR ASSETS ON AND OFF DUTY.
C. MARINE CORPS SAFETY STRATEGIC GOALS AND OBJECTIVES
STRATEGIC GOAL 1. PROVIDE RESOURCES AND ACCOUNTABILITY.
OBJECTIVE 1: LEADERSHIP PROVIDE ADEQUATE RESOURCES TO PERFORM
CORE SAFETY SERVICES.
1A. FILL ALL SAFETY BILLETS WITH QUALIFIED SAFETY PERSONNEL.
1B. PROVIDE FUNDING FOR ALL IDENTIFIED SAFETY BILLETS MEETING
REQUIREMENTS BY FY04.
OBJECTIVE 2: MAKE EVERY MARINE ACCOUNTABLE FOR SAFETY.
2A. DOCUMENT ADMINISTRATIVE ACTION FOR MISHAPS INVOLVING
NEGLIGENCE.
2B. DISCIPLINARY ACTIONS FOR MISHAPS INVOLVING NEGLIGENCE.
STRATEGIC GOAL 2: STANDARDIZE SAFETY TRAINING.
OBJECTIVE 1: STANDARDIZE OPERATIONAL RISK MANAGEMENT TRAINING
1A. DEVELOP A STANDARDIZED ORM COURSE.
1B. PROVIDE BOTH ENTRY LEVEL TRAINING AND CERTIFICATION FOR ALL
PERSONNEL ASSIGNED TO PROVIDE ORM INSTRUCTION, BY THE END OF
FY04.
OBJECTIVE 2: STANDARDIZE SPECIALIZED SAFETY TRAINING
2A. STANDARDIZE A GROUND SAFETY TRAINING COURSE THAT MEETS THE
REQUIREMENTS ESTABLISHED BY THE OPERATING FORCES.
2B. INSTALLATION SAFETY OFFICES ESTABLISH A TRAINING CURRICULUM
THAT PROMOTES BOTH STANDARDIZATION AND SKILL PROGRESSION.
STRATEGIC GOAL 3: IMPROVED TECHNOLOGY USE.
OBJECTIVE 1: OPTIMIZE INFORMATION TECHNOLOGY THROUGH STANDARDIZED
SYSTEMS AND SOFTWARE BY FY03.
1A. INITIATE WEB-BASED TECHNOLOGY CACHE TO SHARE IDEAS,
BREAKTHROUGHS, AND INITIATIVES.
1B. STANDARDIZE MISHAP REPORTING AND SAFETY INFORMATION
MANAGEMENT SYSTEMS.
OBJECTIVE 2: MAKE SAFETY A PERFORMANCE PARAMETER IN THE
ACQUISITION PROCESS BY FY05.
STRATEGIC GOAL 4: CHANGE THE SAFETY CULTURE WITHIN THE MARINE
CORPS.
OBJECTIVE 1: SUPPORT PROFESSIONALIZATION OF SAFETY
4A. COMMANDERS WILL BUDGET AND FUND SAFETY IN ACCORDANCE WITH
MCO P5100.8F. (SPECIFICALLY REQUIRED FOR FACILITIES, EQUIPMENT,
TRAINING AND SAFETY PROGRAM ADMINISTRATION.)
4B. ENSURE ESB RECOMMENDATIONS FOR STAFFING ARE IMPLEMENTED BY
1ST QTR FY 04.
4C. ESTABLISH A SAFETY INTERN PROGRAM (GS-7 TO-11) FOR CIVILIAN
SAFETY SPECIALISTS BY FY04.
4D. ENSURE SAFETY SPECIALISTS ARE AT THE JOURNEYMAN LEVEL
(GS-11) OR ARE IN AN ESTABLISHED INDIVIDUAL DEVELOPMENT PROGRAM
TO ACHIEVE THAT BY 3RD QTR FY03.
OBJECTIVE 2: CMC (SD) WILL IDENTIFY AND TRAIN GROUND SAFETY
CULTURE WORKSHOP FACILITATORS BY FY03.
3. WE MUST DO ALL IN OUR POWER TO PRESERVE OUR MOST PRECIOUS
ASSET: OUR INDIVIDUAL MARINES. I EXPECT THE ENTHUSIASTIC
COOPERATION OF ALL HANDS IN THE EXECUTION OF OUR STRATEGIC PLAN.
