RMKS/1.  REF A DETAILED THE PLAN FOR NIMA TO TRANSFER THE SUPPLY
AND DISTRIBUTION MISSION, TO INCLUDE WORLDWIDE HARD-COPY MEDIA
DISTRIBUTION, HARD COPY CATALOG PRODUCTION, INVENTORY MANAGEMENT, AND
REQUISITIONING PROCESSING TO DLA, EFFECTIVE 1 APR 98.  REF B IS AN
EMAIL PROVIDING BACKGROUND AND INFORMATION REGARDING THE EVENTUAL
SHIFT FROM OFF-LINE REQUISITIONING OF MC&G'S TO USE OF THE MARINE
CORPS SUPPLY SYSTEMS.  DETAILS OF THE NIMA MIGRATION WERE ALSO
CONTAINED IN REFS C AND D.  SINCE OCT 96, CONSUMER LEVEL GROUND
SUPPLY ACCOUNTS HAVE SUCCESSFULLY REQUISITIONED MC&G PRODUCTS BY
NATIONAL STOCK NUMBER (NSN).  THIS INCLUDED A TEST AT 2D FORCE
SERVICE SUPPORT GROUP THAT DEMONSTRATED AN IMPROVEMENT IN ORDER SHIP
TIME AS WELL AS ESTABLISHED CONSUMER REQUISITION VISIBILITY.
2.  PER REF E, OFF LINE REQUISITIONING OF MC&G PRODUCTS AS OF
15 FEB 98 WILL NOT BE PROCESSED BY NIMA.  ADDITIONALLY, REF E
DISCONTINUED THE "GET A MAP" PROGRAM FOR MC&G REQUISITIONING.  AS OF
15 FEB 98, NIMA WILL ONLY PROCESS REQUISTIONS FOR MC&G PRODUCTS
RECEIVED VIA THE RESPECTIVE COMPONENT SUPPLY SYSTEMS.  NOTE THAT
SUBSCRIPTION ORDERS WILL BE HANDLED AS THEY ARE NOW.  NIMA
PROCEDURES PUBLISHED IN REF E IN PREPARATION FOR THE 15 FEB 98
IMPLEMENTATION ARE AS FOLLOWS:
   A.  WHEN A CALL COMES INTO THE NIMA REQUISITIONING PROCESSING
OFFICE AND IT IS DETERMINED THE USER'S REQUIREMENT HAS NOT BEEN
PLACED INTO THE COMPONENT SUPPORTED SUPPLY SYSTEM, THEY WILL BE
REFERRED TO THEIR SERVICE SUPPLY SECTION FOR ORDERING MC&G PRODUCTS.
   B.  IF THE REQUISITIONING PROCESS OFFICE RECEIVES AN INQUIRY
FROM A CUSTOMER CONCERNING A VALID PENDING REQUISITION, THEY WILL
RESEARCH THE DOCUMENT NUMBER AS REQUIRED.
   C.  NORMAL PRODUCT ORDERS RECEIVED BY FAX OR MAIL WILL BE
RETURNED TO THE CUSTOMER AND THEY WILL BE ADVISED TO SUBMIT THROUGH
THE SUPPORTED SUPPLY SYSTEM.  (CMC (LPP) HAS REQUESTED THAT NIMA
MAKE CUSTOMER NOTIFICATION IN THESE INSTANCES BY PHONCON TO EXPEDITE
THE MECHANIZED REQUISITIONING PROCESS.)
3.  NIMA'S ESTABLISHED PROCEDURES FOR EMERGENCY SUPPORT ARE AS
FOLLOWS:
   A.  EMERGENCY SUPPORT IS PROVIDED TO MEET AN IMMEDIATE, ONE TIME
REQUIREMENT THAT IS MISSION CRITICAL.  FOR SUCH CASES, NIMA CRISIS
SUPPORT TEAMS LIAISON, AND/OR COMMAND MC&G OFFICERS WILL
COORDINATE OVER-NIGHT DELIVERY WITH THE NIMA INVENTORY CONTROL POINT
(ICP).  REQUIREMENTS WILL BE FAXED TO THE ICP AND WILL INCLUDE AN
ACCOUNT NUMBER (DODAAC), PRODUCT STOCK NUMBERS, QUANTITIES, A
SPECIFIC SHIP-TO ADDRESS (NO P.O. BOX), POC AND COMMERCIAL PHONE
NUMBER.
   B.  WHEN REQUIRED, COMPONENT SUPPORTING SUPPLY ACTIVITIES CAN
VALIDATE AN EMERGENCY REQUIREMENT FROM A CUSTOMER AND INFORM THE NIMA
ICP TELEPHONICALLY THAT THERE IS AN EMERGENCY REQUEST.  THE SUPPLY
ACTIVITY WILL FOLLOW-UP WITH A FAX TRANSMISSION TO THE SAME POC FROM
THE PHONCON.  THE NIMA REP WILL THEN EXPEDITE THE REQUIREMENT TO THE
DEPOT.  THE REQUEST SHOULD INCLUDE AN ACCOUNT NUMBER (DODAAC),
PRODUCT STOCK NUMBERS, QUANTITIES, A SPECIFIC SHIP-TO ADDRESS (NO
P.O. BOX), POC AND COMMERCIAL PHONE NUMBER.
4.  CRISIS SUPPORT PROCEDURES ARE AS PREVIOUSLY PUBLISHED WITHIN ALL
NIMA PRODUCT CATALOGS.
5.  NORMAL MARINE CORPS PROCEDURES:  REQUISITIONING WILL BE EXECUTED
THROUGH ASSET TRACKING LOGISTICS AND SUPPLY SYSTEM (ATLASS) AND
SUPPORTED ACTIVITIES SUPPLY SYSTEM (SASSY) FOR THE GROUND SUPPLY
SUPPORTED ACTIVITIES OR ANY OTHER SUPPLY SYSTEM MEDIUM THAT PROCESSES
A MILSTRIP FORMATTED TRANSACTION.  AS PER REF F, MC&G PRODUCTS MAY
ALSO BE PROCURED THROUGH NAVY SPONSORED SUPPLY SYSTEMS.  ALCON WILL
USE STANDARD DEFENSE LOGISTICS MANAGEMENT SYSTEM (DLMS) PASSING
INSTRUCTIONS THROUGH THE DEFENSE AUTOMATED ADDRESSING SYSTEM (DAAS)
FOR MILSTRIP REQUISTIONS AND STATUS.  TO PREVENT A STATISTICAL
CHARGE OF $0.01 PER PROCUREMENT AND RECORDING ON FINANCIAL RECORDS,
CUSTOMERS WILL USE SIGNAL CODE "D" DENOTING FREE ISSUE.  PREVIOUSLY,
A SABRS SYSTEM CHANGE WAS EXECUTED WHICH FACILITATED NO BILLING IN
THE MC&G FEDERAL SUPPLY CLASSES (FSC'S).  USE OF AOA/AO1 MILSTRIP
FORMAT AND STATUS CODES IN CURRENT SUPPLY REGULATIONS APPLY ALONG
WITH AN INCLUSION OF HM8 AS THE ROUTING IDENTIFIER CODE (RIC) IN MC&G
REQUISTIONS.  WHEN NIMA TRANSITIONS TO DLA ON 1 APR 98, THE RIC WILL
CHANGE TO HMS.  DAAS ROUTING RULES SHOULD TAKE CARE OF ANY
REQUISITION ROUTING PROBLEMS.
6.  MC&G NSN'S FALL UNDER FSC'S; 7641, 7642, 7643, AND 7644.  EACH
MC&G PRODUCT HAS AN ASSOCIATED NSN WITHIN THE FEDERAL LOGISTICS
INFORMATION SYSTEM (FLIS).  IF CONSUMERS AND/OR ORGANIC ACCOUNTS DO
NOT HAVE A NIMA SEMI-ANNUAL BULLETIN DIGEST THAT CROSS REFERENCES NEW
NSNS WITH OLD DEFENSE MAPPING AGENCY (DMA) STOCK NUMBERS, YOU MAY
QUERY FEDLOG FOR THE NSN BY INSERTING THE OLD DMA STOCK NUMBER INTO
THE PART NUMBER FIELD. THE SEARCH WILL BRING UP THE ASSOCIATED NSN.
CORRESPONDINGLY, THE SASSY MASTER HEADER INFORMATION FILE (MHIF) IS
LOADED WITH ASSOCIATED MC&G NSNS FOR REQUISITIONING THOSE PRODUCTS IN
SASSY.  IF ANY UNIT EXPERIENCES REJECTED STATUS ON THE ORDERING OF AN
MC&G PRODUCT, REPORT INVALID NSN CANCELATIONS TO COMMARCORLOGBASES
ALBANY, TECH DATA SECTION (CODE 853).  FOR SASSY SUPPORTED USERS,
REPORT THIS TO THE CUSTOMER SERVICE SECTION OF THE SMU WHO WILL
CONSOLIDATE AND FORWARD TO MARCORLOGBASES, ALBANY.  IN RELATION TO
PRODUCT INFORMATION, NIMA PROVIDES THE FOLLOWING SERVICES:
   A.  CROSS REFERENCE CATALOGS THAT SHOW THE NSN RELATIONSHIP TO
THE FORMER MC&G NUMBER TO ASSIST IN THE DETERMINATION OF PRODUCT
NSNS.
   B.  CATALOG UPDATES WITH ITEM DESCRIPTIONS THAT MAY BE ORDERED.
   C.  QUARTERLY AND SEMI-ANNUAL BULLETIN DIGESTS THAT PROVIDE
DMA/NIMA STOCK NUMBER-TO-NATIONAL STOCK NUMBER CROSS-REFERENCE LISTS.
   D.  SPECIAL PURPOSE CATALOGS, DIGITAL DATA PRODUCTS, AND SOFT
COPY CATALOGS.
7.  REQUEST CONTINUED FIELD INPUT REGARDING SUPPLY SYSTEM
REQUISITIONING OF MC&G PRODUCTS, TO INCLUDE ANY DIFFICULTIES
ENCOUNTERED.
8.  CMC (LPP) WILL PUBLISH FOLLOW-ON ALMARS WHEN REQUIRED PRIOR
TO THE DISTRIBUTION FUNCTION MIGRATION FROM NIMA TO DLA ON 01 APR 98.
REQUEST WIDEST DISSEMINATION OF THIS INFORMATION TO ENSURE
COORDINATION BETWEEN THE SUPPLY AND MC&G COMMUNITY.
