2.  ELIGIBILITY REQUIREMENTS.  ELIGIBILITY REQUIREMENTS FOR RETENTION
ARE OUTLINED IN REF A.  THE FOLLOWING ADDITIONAL ELIGIBILITY
REQUIREMENTS PERTAINING TO UNRESTRICTED COMPANY GRADE OFFICERS WHO
DESIRE AUGM, EAD, OR RAD INCLUDE:
   A.  OFFICERS MUST HAVE AN EAS DATE ON OR AFTER 1 DEC 98.
OFFICERS NOT PREVIOUSLY ELIGIBLE TO APPLY MAY REQUEST AN EXTENSION TO
15 JAN 99 IF THEIR EAS IS BEFORE THE 1 DEC 98 CUTOFF DATE.  OFFICERS
NOT SELECTED FOR AUGM/EAD WILL NOT BE GRANTED EXTENSIONS TO ALLOW
MORE TIME FOR TRANSITION FROM THE MARINE CORPS.
   B.  ALL CATEGORIES ARE OPEN IN YCS 3 THROUGH 8.  THE CATEGORIES
INCLUDE GROUND, FIXED WING PILOT, HELICOPTER PILOT, NFO, AND JUDGE

THEIR DATE OF COMMISSION.  FOR EXAMPLE, A JUDGE ADVOCATE WITH A
COMMISSIONING DATE OF 1 OCT 92 AND 2 YEARS UNOBSERVED TIME BEFORE
STARTING TBS WILL HAVE A CALCULATED DATE OF 1 OCT 94 AND WILL BE
CONSIDERED IN YCS 4.
   D.  RESERVE OFFICERS WHO HAVE SERVED CONTINUOUSLY ON ACTIVE DUTY
SINCE APPOINTMENT AS A 2DLT MUST HAVE A MINIMUM OF 540 DAYS OBSERVED
FITNESS REPORTS IN THE CATEGORY TO WHICH THEY ARE APPLYING.  OBSERVED
TIME BEGINS WITH THE FIRST OBSERVED FITNESS REPORT AFTER GRADUATION
FROM THE PMOS SCHOOL.  OBSERVED FITNESS REPORTS MUST HAVE BLOCKS 15A,
B, AND C MARKED OTHER THAN NONOBSERVED.  PERIODS OF NONAVAILABILITY
(BLOCK 3D) ARE NOT SUBTRACTED TO DETERMINE OBSERVED TIME IF BLOCK 15A
IS MARKED OTHER THAN NONOBSERVED.  FOR AVIATORS, FITNESS REPORTS
RECEIVED WHILE IN FLEET REPLACEMENT SQUADRONS ARE COUNTED AS
OBSERVED TIME ONLY WHEN BLOCKS 15A, B, AND C ARE MARKED OTHER THAN
NONOBSERVED.  RESERVE OFFICERS ON ACTIVE DUTY WHO HAVE NOT SERVED
CONTINUOUSLY ON ACTIVE DUTY SINCE APPOINTMENT AS A 2DLT MUST HAVE AT
LEAST 540 DAYS OBSERVED FITNESS REPORTS SINCE RETURN TO ACTIVE DUTY.
APPLICATIONS THAT DO NOT MEET THE ABOVE CRITERIA FOR OBSERVED TIME
WILL NOT BE CONSIDERED.
   E.  CAREER DESIGNATED AR OFFICERS MUST HAVE SERVED A MINIMUM OF
2 YEARS IN THE AR PROGRAM BETWEEN THE DATE OF CAREER DESIGNATION AND
THE BOARD CONVENING DATE TO BE ELIGIBLE FOR AUGM.  AR OFFICERS WHO
ARE SERVING ON THEIR INITIAL AR ASSIGNMENT MAY APPLY FOR AUGM IF
THEY ARE OTHERWISE ELIGIBLE.  ELIGIBLE AR OFFICERS MAY APPLY ONLY FOR
AUGM.
   F.  ELIGIBLE COMPANY GRADE OFFICERS IN YCS 3, 4, AND 5 MAY BE
CONSIDERED FOR AN EAD IF NOT SELECTED FOR AUGM.  THE ORB WILL NOT
CONSIDER AN OFFICER FOR AN EAD UNLESS A REQUEST FOR EAD IS INCLUDED
IN THE APPLICATION.  AN EAD WILL BE FOR A MAXIMUM OF 3 YEARS BUT WILL
NOT EXTEND THE EAS BEYOND YCS 8.  OFFICERS WHO DO NOT REQUEST
CONSIDERATION FOR AN EAD WILL NOT BE ELIGIBLE FOR SEPARATION PAY.  AN
OFFICER WHO REQUESTED CONSIDERATION AND IS SELECTED FOR EAD WILL NOT
BE ELIGIBLE FOR SEPARATION PAY IF THE OFFICER DECLINES THE EAD.
   G.  OFFICERS WHO DID NOT HAVE 6 YEARS OF ACTIVE SERVICE PRIOR TO
THE PUBLICATION OF REF A (24 JUL 96) AND ARE NOT WITHIN 15 MONTHS OF
THEIR EAS (FROM THE PLANNED DATE OF THE ORB - 6 AUG 98) MUST APPLY
FOR UNCONDITIONAL RETENTION TO BECOME ELIGIBLE FOR SEPARATION PAY.
OFFICERS WHO HAD 6 YEARS OF ACTIVE SERVICE PRIOR TO THE PUBLICATION
OF REF A, AND WHO PREVIOUSLY APPLIED BUT WERE NOT SELECTED FOR AUGM,
ARE NOT REQUIRED TO APPLY FOR UNCONDITIONAL RETENTION TO RETAIN THEIR
SEPARATION PAY ELIGIBILITY.
   H.  ALL OFFICERS SELECTED FOR THE AVIATION FIELD ACCESSION
PROGRAM (MOS 7599 AND 7580, STUDENT NAVAL AVIATOR/NFO) ARE INELIGIBLE
TO APPLY FOR AUGM.  ONCE THESE OFFICERS GRADUATE AND ARE DESIGNATED
NAVAL AVIATORS, THEY WILL BE GIVEN A CONTRACT OBLIGATION THAT
PROVIDES SUFFICIENT OPPORTUNITY TO APPLY FOR AUGM AS A PILOT/NFO.
OFFICERS WHO FAIL TO COMPLETE FLIGHT TRAINING AND HAVE NOT HAD A
PREVIOUS OPPORTUNITY TO APPLY TO AN ORB WILL BE RETURNED TO THEIR
PRIMARY MOS AND WILL BE EXTENDED TO ALLOW AT LEAST ONE OPPORTUNITY TO
APPLY TO THE ORB.
3.  WARRANT OFFICER ELIGIBILITY.  ONLY WO1 AND CWO2 RESERVE WARRANT
OFFICERS WITH PRIMARY MOS OF 6004 ARE ELIGIBLE TO APPLY TO ORB 98 FOR
AUGMENTATION.
4.  LDO REDESIGNATION ELIGIBILITY.  SINCE NO RESTRICTED OFFICER MOS
IS CURRENTLY IN AN OVER STATUS, NO LDO WILL BE CONSIDERED FOR
REDESIGNATION BY ORB 98.
5.  FIELD GRADE ELIGIBILITY.  RESERVE MAJORS IN THE READY RESERVE
(I.E., DRILLING SMCR, AR, OR IRR) WITH A DATE OF RANK ON OR AFTER
960401 MAY APPLY FOR AUGM.  READY RESERVE MAJORS MAY APPLY FOR A
WAIVER OF THE 960401 DOR IF THEY HAVE AT LEAST 24 MONTHS OF OBSERVED
ACTIVE DUTY FITNESS REPORTS AS A MAJOR IN THEIR PMOS.  ONLY RESERVE
MAJORS WITH THE FOLLOWING PRIMARY MOS (IT MUST BE THE OFFICER'S
PRIMARY MOS - SECONDARY MOS DOES NOT QUALIFY, REQUESTING A LATERAL
MOVE DOES NOT QUALIFY) ARE ELIGIBLE TO APPLY FOR AUGM: 0180, 0202,
0402, 0602, 1302, 3002, 3404, 4302, 5803, 6602, 7509, 7543, 7557, AND
7565.
6.  INTERSERVICE TRANSFERS.  PER REF B, APPLICATIONS FOR TRANSFER
INTO THE MARINE CORPS WILL BE CONSIDERED BY THE BOARD.
RECOMMENDATIONS FOR INTERSERVICE TRANSFER WILL BE BASED SOLELY ON
SPECIFIC SKILL AND EXPERIENCE NEEDS OF THE MARINE CORPS AND FORWARDED
TO SECNAV VIA CMC FOR APPROVAL.
7.  RESERVE CAPTAINS SELECTED FOR MAJOR BY THE ACTIVE DUTY PROMOTION
BOARD WILL AUTOMATICALLY BE OFFERED AUGM.  HOWEVER, THESE OFFICERS
ARE REQUIRED TO VERIFY WITH CMC (MMOA-3) THAT THEIR RECORD WILL BE
PRESENTED TO THE ORB AND THEIR EAS HAS BEEN EXTENDED UNTIL 1 DEC 99
TO ALLOW ENOUGH TIME FOR SENATE CONFIRMATION OF THE PROMOTION LIST.
8.  AUGM/EAD, RAD, AND VOLUNTARY LATERAL MOVES ARE USED TO HELP
ACHIEVE OFFICER GRADE AND SKILL REQUIREMENTS.  THE MARINE CORPS
POLICY OF PMOS ASSIGNMENT TO OFFICERS AT THE BASIC SCHOOL IS BASED
UPON MEETING THE REQUIREMENT FOR LT'S IN EACH PMOS.  THE PURPOSE OF
THE VOLUNTARY LATERAL MOVE PROGRAM IS TO HELP BALANCE THE OFFICER
INVENTORY ABOVE THE GRADE OF 1STLT BUT DOES NOT PROVIDE SUFFICIENT
SKILL BALANCE IN THE UNRESTRICTED OFFICER INVENTORY.  ACCORDINGLY,
SOME RESERVE COMPANY GRADE OFFICERS MAY BE SELECTED FOR AUGM AND
TRANSITIONED TO A SHORT PMOS.  REF A ALLOWS FOR UP TO 70 PERCENT OF
ALL AUGMENTED OFFICERS IN AN OVER MOS, IN YCS 3-5, TO BE CAREER
TRANSITIONED TO A SHORT MOS.  ORB 95 TRANSITIONED 70 PERCENT OF THOSE
ELIGIBLE, ORB 96 TRANSITIONED 63 PERCENT AND ORB 97 TRANSITIONED 40
PERCENT.  THIS MEANS 6 OUT OF 10 OFFICERS ELIGIBLE FOR CAREER
TRANSITION OFF ORB 97 WERE ALLOWED TO REMAIN IN THEIR MOS.
9.  THE FOLLOWING IS A LIST OF OVER AND SHORT COMPANY GRADE PMOS AT

IN YCS 3-5 AND IN AN OVER PMOS SHALL LIST THREE SHORT PMOS IN ORDER
OF PREFERENCE.  IT WILL BE ASSUMED AN OFFICER'S PREFERENCE WILL BE TO
REMAIN IN HIS MOS.  IF AN OFFICER IN AN OVER MOS DESIRES TO BE
AUGMENTED AND TRANSITIONED INTO A SHORT MOS, HE SHOULD INDICATE THIS
BY ADDING THE LINE "I DESIRE TO BE CAREER TRANSITIONED" AFTER HIS
THREE CHOICES.  GROUND OFFICERS IN AN OVER PMOS WHO DO NOT LIST THREE
SHORT PMOS CHOICES IN THEIR APPLICATIONS WILL NOT BE CONSIDERED FOR
AUGM OR EAD.
11.  AUGM ALTERNATES WILL BE SELECTED FROM EACH CATEGORY/YCS THAT
HAVE LESS THAN A 100 PERCENT OPPORTUNITY.  IN CATEGORIES/YCS WITH EAD
VACANCIES, THE ALTERNATES WILL BE SELECTED FROM OFFICERS SELECTED FOR
EAD.  ALTERNATES WILL ONLY FILL VACANCIES THAT BECOME AVAILABLE IN
THEIR RESPECTIVE CATEGORY/YCS.  OFFICERS SELECTED FOR EAD AND AUGM
ALTERNATE MUST ACCEPT THE EAD TO REMAIN AN AUGM ALTERNATE.
12.  APPLICATION PROCEDURES
    A.  APPLICATIONS FOR AUGM, EAD, OR RAD WILL BE MADE ON AN AA
FORM (NAVMC 10274), OR NAVAL LETTER, AND SUBMITTED TO THE CMC
(MMOA-3) VIA THE CHAIN OF COMMAND.  APPLICATIONS WILL FOLLOW THE
FORMAT SHOWN IN ENCL (3) OF REF (A).  ADDITIONALLY, JUDGE ADVOCATES
WILL PROVIDE THE DATE REPORTED TO TBS AFTER THE DATE OF COMMISSION
ON THEIR APPLICATIONS.
    B.  MAJOR AND SEPARATE COMMANDS WILL SUBMIT, VIA MSG, A ROSTER
OF ALL APPLICANTS (NAME, GRADE, PMOS, SSN, YCS/CAT) TO CMC (MMOA-3)
BY 1 MAY 98.
    C.  OFFICERS APPLYING FOR INTERSERVICE TRANSFER SHOULD SUBMIT
APPLICATIONS IAW WITH REF B.
    D.  COMMANDING OFFICERS SHOULD NOT DISCOURAGE ELIGIBLE OFFICERS
FROM APPLYING FOR RETENTION ON ACTIVE DUTY, BUT SHOULD STATE THEIR
CONCERNS ABOUT AN OFFICERS QUALIFICATIONS IN THEIR ENDORSEMENTS.
    E.  ALL APPLICATIONS MUST ARRIVE AT CMC (MMOA-3) BY 1 JUN 98.
EXTENSIONS TO THIS DEADLINE WILL BE REQUESTED VIA MESSAGE AND WILL BE
GRANTED ONLY IN EXTREME CASES.  THE EXTENSION REQUEST WILL INCLUDE
THE NAME, SSN, AND REASON FOR THE DELAY.  APPLICATIONS FROM OFFICERS
GRANTED EXTENSIONS MUST ARRIVE BY 15 JUL 98 OR WILL NOT BE CONSIDERED
BY THE BOARD.  CMC (MMOA-3) WILL RELEASE AN ALMAR AFTER THE 1 JUN 98
APPLICATION DEADLINE WITH A BY NAME LISTING OF APPLICATIONS RECEIVED.
REF C REQUIRES SUBMISSION OF AN APPLICATION FOR AUGM MUST BE
REPORTED BY UNIT DIARY ENTRY.  COMMANDS WILL FOLLOW THE INSTRUCTIONS
OUTLINED IN PAR 5061.8 OF REF C.
    F.  OFFICERS WHO DECIDE TO WITHDRAW THEIR APPLICATIONS MAY DO SO
ANY TIME PRIOR TO THE ADJOURNMENT OF THE SELECTION BOARD.  REQUESTS
TO WITHDRAW APPLICATIONS SHOULD BE SUBMITTED TO CMC (MMOA-3).
13.  ENDORSEMENTS
    A.  APPLICATIONS WILL BE FORWARDED TO CMC (MMOA-3) VIA THE CHAIN
OF COMMAND.  COMPREHENSIVE RECOMMENDATIONS AND RANKINGS OF OFFICERS
BASED ON PERSONAL INTERVIEWS OR SCREENING BOARDS WILL NOT BE
SUBMITTED.  FORWARDING ENDORSEMENTS ONLY NEED TO PROVIDE ONE OF THE
FOLLOWING RECOMMENDATIONS:  RECOMMENDED WITH ENTHUSIASM; RECOMMENDED
WITH CONFIDENCE; RECOMMENDED WITH RESERVATION; OR NOT RECOMMENDED.
ENDORSEMENTS OTHER THAN RECOMMENDED WITH ENTHUSIASM WILL INCLUDE
AMPLIFYING COMMENTS ABOUT THE OFFICERS QUALIFICATIONS AND THE REASON
FOR THE ENDORSEMENT.
    B.  APPLICANTS FROM THE INDIVIDUAL READY RESERVE MUST FORWARD
THEIR APPLICATIONS VIA MCRSC, KANSAS CITY, MO FOR COMMAND
ENDORSEMENT.
14.  ALL OFFICERS ARE STRONGLY ENCOURAGED TO ORDER THEIR MBS AND OMPF
PER MCO 1610.13A.  TELEPHONIC REQUESTS CANNOT BE ACCEPTED.  THE OMPF
AND MBS PRESENTED TO THE BOARD IS NORMALLY DATED WITHIN 30 DAYS OF
THE BOARD CONVENING DATE.  CERTIFIED COPIES OF FITNESS REPORTS
MISSING FROM THE OMPF AND MBS WILL BE ACCEPTED BY CMC (MMOA-3).
HOWEVER, MISSING REPORTS MUST BE RECEIVED BY MMSB FOR INCLUSION IN
THE OFFICIAL RECORD PRIOR TO ADJOURNMENT OF THE SELECTION BOARD.
COMMANDS SHOULD EXPEDITE THE PROCESSING OF THE 30 JUN SEMI-ANNUAL
REPORT IF THAT REPORT IS EXPECTED TO BE INCLUDED IN THE OFFICIAL
RECORD PRESENTED TO THE BOARD.
15.  THE NAMES OF OFFICERS RECOMMENDED FOR AUGM MUST BE APPROVED BY
THE CMC AND NOMINATED BY THE PRESIDENT TO THE SENATE FOR
CONFIRMATION.  THE NAMES OF ALL OFFICERS RECOMMENDED FOR RETENTION
WILL BE RELEASED BY ALMAR AS SOON AS POSSIBLE AFTER CMC APPROVES THE
LIST.  CMC APPROVAL IS NOT ANTICIPATED UNTIL AFTER 15 SEP 98.  ALL
OFFICERS SELECTED BY THE ORB WILL BE REQUIRED TO CONFIRM ACCEPTANCE
OR DECLINATION BY 1 DEC 98.  OFFICERS IN THE READY RESERVE SELECTED
FOR AUGM/RAD WILL BE ORDERED TO ACTIVE DUTY DURING JAN 99.
16.  OBLIGATION
    A.  OFFICERS SELECTED FOR AUGMENTATION BY THE ORB WILL INCUR A
2 YEAR ACTIVE DUTY OBLIGATION IN THE MARINE CORPS FROM THE DATE OF
ACCEPTANCE OF APPOINTMENT AS A REGULAR OFFICER (AS DETERERMINED FROM
THE DATE THE INDIVIDUAL OFFICER SIGNS THE NAVMC 763).  OFFICERS HAVE
UNTIL 1 DEC 98 TO ACCEPT OR DECLINE THEIR SELECTION IN WRITING TO THE
CMC (MMOA-3) WITHOUT INCURRING ANY OBLIGATION.  OFFICERS WHO DECLINE
AUGMENTATION AFTER 1 DEC 98 WILL INCUR A NEW EAS OF 1 DEC 00.
THIS OBLIGATION WILL RUN CONCURRENTLY WITH ANY OTHER OBLIGATION AND
WILL NOT SERVE TO DECREASE ANY OTHER LEGAL OBLIGATION.
    B.  OFFICERS SELECTED FOR EAD WILL BE GIVEN A NEW EAS BY ADDING
THE LENGTH OF THE EAD RECOMMENDED BY THE ORB TO THE CURRENT EAS DATE.
AN EAD WILL EXTEND THE EAS FOR A MAXIMUM OF 3 YEARS BUT NOT BEYOND
THE 8TH YCS.  OFFICERS HAVE 30 DAYS AFTER RELEASE OF THE BOARD
RESULTS TO DECLINE THEIR SELECTION FOR EAD IN WRITING TO THE CMC
(MMOA-3) WITHOUT INCURRING ANY OBLIGATION.  OFFICERS WHO DECLINE EAD
SELECTION AFTER THE 30 DAY PERIOD WILL BE OBLIGATED TO SERVE 2 YEARS
ON ACTIVE DUTY FROM THE DATE THE ORB RESULTS ARE RELEASED.  THIS
OBLIGATION WILL RUN CONCURRENTLY WITH ANY OTHER OBLIGATION AND WILL
NOT SERVE TO DECREASE ANY OTHER LEGAL OBLIGATION.
17.  COMMANDING OFFICERS WILL ENSURE THIS BULLETIN IS BROUGHT TO THE
ATTENTION OF ALL OFFICERS ELIGIBLE FOR CONSIDERATION UNDER ITS
PROVISIONS.  THE COMMANDER, MARINE FORCES RESERVE, AND THE CG MCRSC,
WILL ENSURE ELIGIBLE OFFICERS IN THE READY RESERVE ARE INFORMED OF
THEIR OPPORTUNITY TO APPLY FOR RETURN TO ACTIVE DUTY.  RESERVISTS IN
THE IRR SHOULD SEND AN ADVANCE COPY OF THEIR REQUEST TO CMC (MMOA-3).
18.  THE FOLLOWING IS A SUMMARY OF DUE DATES/MILESTONES:
    A.  1 MAY 98 - LIST OF ALL APPLICANTS DUE TO CMC (MMOA-3) VIA
