AND MCB PENDLETON, PROVIDE A COMPREHENSIVE REVIEW OF POTENTIAL
"SAFETY SECTION" IN MEF HQ T/O TO INCLUDE SUPPORTED/SUPPORTING
RELATIONSHIP WITH BASES/STATIONS AS RELATES TO CURRENT
REGIONALIZATION PLANS.
D. DC, M&RA. REVIEW USE OF PRB CONSTRUCT FROM HS BRIEF ON STRESS
AS A POSSIBLE CONSTRUCT TO ASSIST WITH THE DEVELOPMENT,
STANDARDIZATION AND IMPLEMENTATION OF OUR CORPS-WIDE WARRIOR RETURN

IMPLEMENTATION WITHIN THE MARINE CORPS PLANNING PROCESS.
(3) BALANCE REQUIREMENTS FOR ARMORED VEHICLES BETWEEN
PAC/LANT/RES/EAP FOR TRAINING.

(1) PROVIDE ASSISTANCE FOR INCORPORATION OF ORM INTO TROOP LEADING
STEPS AND FIVE PARAGRAPH ORDER (MARINE CORPS PLANNING PROCESS).
(2) IN ADDITION TO ADDRESSING ORM IN FIVE PARAGRAPH ORDER, LOOK ALSO
AT INCLUSION OPTIONS IN TRANSITION BRIEF, AS PER MSTP.
(3) LOOK INTO THE FEASIBILITY OF DEVELOPING OR BUYING A NEW
MINE-RESISTANT TACTICAL VEHICLE IN ORDER TO REPLACE THE HMMWV.
INCORPORATE INTO TACTICAL WHEELED VEHICLE STUDY.
G. CG, MARCORSYSCOM. PROVIDE ASSISTANCE WITH HQMC SD AND N75
(DASN) ON THE DEVELOPMENT AND STANDARDIZATION OF NEW CRANIALS.
H. CG, MCCDC (TFSD)
(1) AS PART OF FY05 FSRG, INCLUDE T/O VALIDATION AND ADDRESS
POSSIBLE RATIONALE FOR SAFETY OFFICERS IN ALL GROUND UNITS, IAW
MARINE CORPS POLICY.
(2) DETERMINE MANNING REQUIREMENTS AT BN LEVEL FOR ADDING A
DEDICATED SAFETY OFFICER BILLET UPON COMPLETION OF T/O OR FSRG
REVIEW AND OBTAIN METRICS.
(3) PROVIDE SOLUTIONS FOR CHANGING T/O END-STRENGTH.

(1) WORK WITH HQMC SD ON LINE OF DUTY (LOD) POLICY.
(2) RESEARCH/COMPARE USAF AND USN LOD DEFINITIONS.
(3) ASSIST IN DEVELOPMENT OF CULTURE WORKSHOP (CW) PROGRAM FOR
INITIAL ROLLOUT IN II MEF.
J. HQMC SD
(1) WORK WITH N75, DASN, AND MARCORSYSCOM ON SOLUTIONS TO IMPROVE
AND STANDARDIZE CRANIALS. DETERMINE REQUIREMENT FOR CRANIAL USE IN
GROUND UNITS.
(2) ASSIST IN DEVELOPMENT OF GROUND CW PROGRAM.
(3) ASSIST AND SUPPORT COMMARFORRES WITH CW BILLETING REQUIREMENTS.
(4) DETERMINE WAY AHEAD FOR GROUND UNIT CULTURE TOOL AND COMMON TOOL
WITH DON. 2D FSSG WILL BE TESTBED FOR GROUND CULTURE.
(5) WORK WITH COMNAVSAFECEN ON LOD POLICY.
(6) ADDRESS REQUIREMENTS FOR ADDING SAFETY OFFICER BILLET UNDER
SPECIAL STAFF.
(7) PROVIDE ASSISTANCE TO II MEF CONCERNING DSS MANNING REQUIREMENTS
AT MEF-LEVEL.
(8) WORK WITH TECOM FOR A RESIDENT OR MTT COURSE FOR GROUND
COMMANDER SAFETY COURSE OR IN COMBINATION WITH A DISTANT LEARNING
COURSE.
(9) DETERMINE IMPLEMENTATION OF SPECIAL STAFF "SAFETY OFFICER" UNDER
COGNIZANCE OF COS/XO AND COORDINATE WITH MEF'S. (II MEF AS TESTBED.)
(10) PROVIDE PROPOSED CHANGE OF MCWP 3.40-1 (SAFETY OFFICER AS
SPECIAL STAFF) TO DOCTRINE DIVISION.
(11) MONITOR AND TRACK THE FEASABILITY OF MINE-RESISTANT VEHICLES.
(12) REVIEW REQUIREMENT FOR HEARING PROTECTION WITH HS. DISCUSS
"UNIFORM POLICY" FOR HEARING PROTECTION WITH SMMC AND UNIFORM BOARD.

5. I APPLAUD THE EFFORTS BY ALL WHO PARTICIPATED IN THE ELEVENTH
ESB. WE MUST CONTINUE TO STRIVE TO ELIMINATE UNNECESSARY RISKS THAT
CAN LEAD TO UNFORTUNATE MISHAPS. OUR MARINES AND SAILORS ARE THE
BEST IN THE WORLD - TAKE CARE OF THEM, KNOW THEM, INSTILL LEADERSHIP
IN THEM. WE MUST ALWAYS BE READY. SAFETY SHOULD NOT BE THOUGHT OF
