RMKS/1.  PURPOSE.  TO ANNOUNCE CAREER OPPORTUNITIES WHICH WILL EXIST
FOR MARINES WITH PMOS 0151, 4653, 5914, 5915, AND 5918 FOLLOWING
THE ACTIVE DUTY FORCE STRUCTURE REVIEW GROUP (ADFSRG) STRUCTURE
REDUCTIONS.
2.  DURING FY97, THE ADFSRG DEVELOPED A PLAN TO REDUCE MARINE CORPS
STRUCTURE, PREDOMINANTLY NON-FMF, TO ACCOMMODATE END STRENGTH
REDUCTIONS MANDATED BY THE QUADRENNIAL DEFENSE REVIEW AND INCREASE
MANNING LEVELS IN THE FMF.  MOST STRUCTURE CHANGES WERE IMPLEMENTED
IN-YEAR (AFFECTING FY98 TABLES OF ORGANIZATION), WHILE THE
REMAINDER WERE IMPLEMENTED IN FY99 AND FY00 T/O'S.  AS A RESULT, THE
MATCH BETWEEN BILLET REQUIREMENTS AND ONBOARD STRENGTH OF MARINES BY
GRADE AND MOS WAS ALTERED.  IN SOME MOS'S, WE NOW HAVE MORE MARINES
THAN WE NEED AND CAN ACCOMMODATE FOR PROMOTION AND ASSIGNMENT
PURPOSES.
3.  AS A RESULT OF ADFSRG STRUCTURE REDUCTIONS, BEGINNING 1 OCT 98,
THERE WILL NO LONGER BE A REQUIREMENT FOR MARINES TO SERVE IN PMOS'S
4653, 5914, 5915, AND 5918, AND THE REQUIREMENT FOR MARINES IN PMOS
0151 HAS BEEN REDUCED.  FINDING A NEW PMOS FOR THESE MARINES, WHILE
MINIMIZING THE NEGATIVE IMPACT ON THE ENLISTED FORCE, WILL BE
CHALLENGING.  THIS ALMAR PRESENTS CAREER OPPORTUNITIES FOR THESE
MARINES AND PLACES MARINES WITH PMOS 4653, 5914, 5915, AND 5918
INTO ONE OF FIVE CATEGORIES:
   A.  FIRST TERM MARINE, END OF ACTIVE SERVICE (EAS) IN FY99.
   B.  FIRST TERM MARINE, EAS IN FY00.
   C.  FIRST TERM MARINE, EAS BEYOND FY00.
   D.  CAREER MARINES IN THE GRADE OF CORPORAL OR SERGEANT.
   E.  CAREER MARINES IN THE GRADE OF STAFF SERGEANT AND ABOVE.
4.  MARINES WITH PMOS 4653, 5914, 5915, AND 5918 HAVE THE FOLLOWING
OPTIONS:
   A.  FIRST TERM MARINES, EAS IN FY99.
       (1) NO BOATSPACE ALLOCATIONS EXIST FOR PMOS'S 4653, 5914,
5915, AND 5918.
       (2) THESE MARINES MUST LATERALLY MOVE TO A NEW PMOS.
       (3) PMOS'S WITH VACANCIES ARE CONTAINED IN THE FY99 FIRST
TERM ALIGNMENT PLAN PREVIOUSLY PUBLISHED TO ALL UNIT CAREER
PLANNERS.
       (4) THESE MARINES SHOULD WORK CLOSELY WITH THEIR CAREER
PLANNERS TO ENSURE THEY ARE AWARE OF POTENTIAL LATERAL MOVE
OPTIONS AND MAKE EVERY EFFORT TO ENHANCE THEIR COMPETITIVENESS
FOR THESE OPPORTUNITIES.
   B.  FIRST TERM MARINES, EAS IN FY00.
       (1) NO BOATSPACE ALLOCATIONS WILL EXIST FOR PMOS'S 4653,
5914, 5915, AND 5918 IN FY00.
       (2) THESE MARINES WILL BE RETAINED IN THEIR PMOS UNTIL THEY
HAVE AN OPPORTUNITY TO COMPETE FOR FY00 BOATSPACES.
       (3) LIMITED PROMOTION ALLOCATIONS WILL BE PROVIDED TO THESE
MARINES UNTIL FY00.
       (4) THESE MARINES SHOULD WORK CLOSELY WITH THEIR CAREER
PLANNERS TO ENSURE THEY ARE AWARE OF POTENTIAL LATERAL MOVE OPTIONS
AND MAKE EVERY EFFORT TO ENHANCE THEIR COMPETITIVENESS FOR THESE
OPPORTUNITIES.
   C.  FIRST TERM MARINES, EAS BEYOND FY00.
       (1) EFFECTIVE IMMEDIATELY, THESE MARINES SHOULD SUBMIT THREE
CHOICES FOR LATERAL MOVE NLT 30 NOV 98.  THE FOLLOWING PMOS IS
CRITICALLY SHORT AND MAY PROVIDE THE GREATEST OPPORTUNITY, PROVIDED
THE MARINE MEETS THE MOS REQUIREMENTS (LESS FORMAL SCHOOLS) WHICH
ARE OUTLINED IN REF A: 0211, 0241, 0251, 5952, 5962, AND 6030.
       (2) AN OPPORTUNITY EXISTS FOR SOME MARINES TO LATERAL MOVE
INTO THE 2800 OCCFLD.  SUCH MOVES WILL BE APPROVED ONLY ON A CASE BY
CASE BASIS AS MOST 2800 OCCFLD JUNIOR GRADES ARE NEARLY FULL AND ONLY
LIMITED NUMBERS OF MARINES FROM OTHER MOS'S WILL BE MOVED INTO THEM.
       (3) FINAL ASSIGNMENT WILL BE CONTINGENT UPON AVAILABLE
TRAINING, INDIVIDUAL CHARACTERISTICS (I.E., ASVAB SCORES, YEARS OF
SERVICE, GRADE, ETC.), AND CURRENT MOS INVENTORIES.
       (4) LATERAL MOVES WILL OCCUR AS SOON AS PRACTICAL BASED ON
SCHOOL SEAT AVAILABILITY.
       (5) NORMALLY, LATERAL MOVES REQUIRE A 2 YEAR OBLIGATION UPON
COMPLETION OF TRAINING.  MARINES UNWILLING TO INCUR ADDITIONAL
OBLIGATED SERVICE WILL ONLY BE MOVED TO OJT MOS'S AND WILL, UNLESS
REENLISTED IN AN MOS FOR WHICH THERE EXISTS A BOATSPACE IN THEIR
YEAR OF REENLISTMENT ELIGIBILITY, BE SEPARATED AT THEIR EAS.
       (6) MARINES IN THIS CATEGORY ARE ENCOURAGED TO CONSULT WITH
THEIR CAREER PLANNERS TO EXPLORE ALL OPPORTUNITIES AND TO MAXIMIZE
THEIR COMPETITIVENESS.
       (7) MARINES WHO HAVE NOT REQUESTED LATERAL MOVE BY 30 NOV 98
WILL BE DIRECTED BY HQMC TO LATERAL MOVE INTO ANOTHER MOS BASED ON
NEEDS OF THE MARINE CORPS.  MARINES WHO ARE DIRECTED TO LATERAL MOVE
WILL BE MOVED TO OJT MOS'S AND WILL NOT INCUR AN ADDITIONAL SERVICE
OBLIGATION.
   D.  CAREER MARINES (HAVE REENLISTED ONE OR MORE TIMES) IN THE
GRADE OF CPL OR SGT.
       (1) EFFECTIVE IMMEDIATELY, THESE MARINES SHOULD SUBMIT THREE
CHOICES FOR LATERAL MOVE NLT 30 NOV 98.  THE FOLLOWING PMOS'S ARE
CRITICALLY SHORT AND MAY PROVIDE THE GREATEST OPPORTUNITY, PROVIDED
THE MARINE MEETS THE MOS REQUIREMENTS (LESS FORMAL SCHOOLS) WHICH
ARE OUTLINED IN REF A: 0211, 0241, 0251, 5952, 5953 (SGT ONLY), AND
6030.
       (2) FINAL ASSIGNMENT WILL BE CONTINGENT UPON AVAILABLE
TRAINING, INDIVIDUAL CHARACTERISTICS (I.E, ASVAB SCORES, YEARS OF
SERVICE, GRADE, ETC.), AND CURRENT MOS INVENTORIES.
       (3) LATERAL MOVES WILL OCCUR AS SOON AS PRACTICAL BASED ON
SCHOOL SEAT AVAILABILITY.
       (4) NORMALLY, LATERAL MOVES REQUIRE A 2 YEAR OBLIGATION UPON
COMPLETION OF TRAINING.  HOWEVER, MARINES UNWILLING TO INCUR
ADDITIONAL OBLIGATED SERVICE WILL BE SEPARATED UPON EAS.
       (5) MARINES WHO HAVE NOT REQUESTED LATERAL MOVE BY 30 NOV
98 WILL BE DIRECTED BY HQMC TO LATERAL MOVE INTO ANOTHER MOS BASED
ON NEEDS OF THE MARINE CORPS.  MARINES WHO ARE DIRECTED TO LATERAL
MOVE WILL BE MOVED TO OJT MOS'S AND WILL NOT INCUR AN ADDITIONAL
SERVICE OBLIGATION.
       (6) MARINES IN THIS CATEGORY ARE ENCOURAGED TO CONSULT
WITH THEIR CAREER PLANNERS TO EXPLORE ALL OPPORTUNITIES AND TO
MAXIMIZE THEIR COMPETITIVENESS.
   E.  CAREER MARINES IN THE GRADE OF STAFF SERGEANT AND ABOVE.
       (1) SNCO'S WITH LESS THAN 15 YEARS OF SERVICE ARE ELIGIBLE TO
LATERAL MOVE.  BY 30 NOV 98, THESE MARINES SHOULD SUBMIT THREE
CHOICES FOR LATERAL MOVE TO A PMOS WHICH THEY MEET THE CRITERIA FOR,
PER REF (A). FINAL DETERMINATION OF LATERAL MOVE WILL BE BASED ON
NEEDS OF THE MARINE CORPS.
       (2) SNCO'S WITH GREATER THAN 15 YEARS OF SERVICE SHOULD NOT
EXPECT APPROVAL TO LATERALLY MOVE UNLESS PRIOR EXPERIENCE
(ADDITIONAL MOS QUALIFICATIONS) MAKES THIS TRANSITION FEASIBLE.
SNCO'S SHOULD EXPLORE CAREER TRACKS WHICH FEED THE CAREER RECRUITER
(PMOS 8412) PROGRAM.  GYSGT'S WHO CHOOSE NOT TO BECOME CAREER
RECRUITERS CAN INDICATE A PREFERENCE FOR PROMOTION CONSIDERATION TO
1STSGT ON ALL FUTURE FITNESS REPORTS.
       (3) INFORMATION ON PROGRAMS SUCH AS THE WARRANT OFFICER
PROGRAM AND OFFICER COMMISSIONING PROGRAMS IS AVAILABLE FROM UNIT
CAREER PLANNERS.
       (4) MARINES WITHOUT AN ADDITIONAL MOS AND WHO CHOOSE TO
REMAIN IN PMOS 4653 OR 5918 CAN EXPECT TO REMAIN ON ACTIVE DUTY
UNTIL FMCR ELIGIBLE.  THOSE MARINES WHO ARE CURRENTLY FMCR ELIGIBLE
MUST REQUEST TRANSFER TO THE FMCR UPON THEIR EAS IF THEIR EAS IS
LESS THAN 1 YEAR FROM THE RELEASE DATE OF THIS ALMAR.  THEY MAY
REQUEST AN EXTENSION TO REMAIN ON ACTIVE DUTY UP TO 1 YEAR FROM THE
RELEASE DATE OF THIS ALMAR.
       (5) THERE WILL BE NO PMOS PROMOTION ALLOCATIONS BEYOND
1 OCT 98 FOR THESE MARINES.  HOWEVER, SOME MERITORIOUS PROMOTION
OPPORTUNITIES EXIST FOR THESE MARINES IF THEY CHOOSE TO SERVE IN
B-BILLET ASSIGNMENTS SUCH AS RECRUITERS, DRILL INSTRUCTORS, AND
MARINE SECURITY GUARDS.
       (6) FOR SNCO'S IN PMOS 5918 WHO HAVE 15 OR MORE YOS AND ARE
NOT OTHERWISE ELIGIBLE FOR A LATERAL MOVE, AN OPPORTUNITY EXISTS TO
WORK WITH MARINE AIR CONTROL SQUADRONS TO ASSIST WITH THE
INTEGRATION AND TRAINING OF THE CWAR RADAR.  INTERESTED SNCO'S
SHOULD CONTACT MMEA-84 OR THE OCCFLD SPONSOR.
5.  IT IS CRUCIAL THAT MARINES BEGIN TALKING TO THEIR UNIT CAREER
PLANNERS AND CMC (MMEA) TO ENSURE THE GREATEST OPPORTUNITY FOR
TRANSITION FROM PMOS'S 4653, 5914, 5915, OR 5918.  CMC (MMEA-6)
WILL BEGIN ACCEPTING LATERAL MOVE REQUESTS IMMEDIATELY.  ALL
REQUESTS SHOULD BE SUBMITTED VIA TFRS, NAVAL MESSAGE, OR NAVMC 10842
AND IN ACCORDANCE WITH REF C.
6.  THERE EXISTS A NEED FOR 200 CAREER CPLS AND SGTS TO LATERALLY
MOVE OUT OF PMOS 0151.  TO REDUCE THE POPULATION OF CPLS AND SGTS
WITHIN THIS PMOS THE FOLLOWING CONDITIONS APPLY:
   A.  EFFECTIVE IMMEDIATELY, VOLUNTEERS SHOULD SUBMIT THREE
CHOICES FOR LATERAL MOVE NLT 30 NOV 98.  THE FOLLOWING PMOS'S ARE
CRITICALLY SHORT AND MAY PROVIDE THE GREATEST OPPORTUNITY, PROVIDED
THE MARINE MEETS THE MOS REQUIREMENTS (LESS FORMAL SCHOOLS) WHICH
ARE OUTLINED IN REF A: 0211, 0241, 0251, 5952, AND 6030.
   B.  FINAL ASSIGNMENT WILL BE CONTINGENT UPON AVAILABLE TRAINING,
INDIVIDUAL CHARACTERISTICS (I.E ASVAB SCORES, YEARS OF SERVICE,
