NARR/REF A ANNOUNCED THE POLICY FOR FY97 CONCERNING THE LIMITING OF
INACTIVE DUTY TRAINING (IDT) PERIODS AND ANNUAL TRAINING (AT) FOR
SMCR AND IMA PERSONNEL. REF B IS THE MARINE CORPS RESERVE
ADMINISTRATIVE MANAGEMENT MANUAL (MCRAMM).//
RMKS/1. THE POSITIVE RESPONSE TO OUR RETENTION EFFORTS AND ATTAINING
AN END STRENGTH OF 42K HAS COME AT A COST. IN ORDER TO REMAIN WITHIN
THE TOTAL OBLIGATION AUTHORITY (TOA) OF THE RESERVE PERSONNEL, MARINE
CORPS (RPMC) APPROPRIATION, THE POLICY AS SET FORTH IN REF A WILL
REMAIN IN EFFECT FOR FY98 UNTIL OTHERWISE DIRECTED.
2. THE FOLLOWING GUIDANCE IS RE-PUBLISHED TO ENSURE THAT THE POLICY
IS CLEAR:
A. SMCR UNIT PERSONNEL AND CAT A IMA'S WILL NOT EXCEED 48 PAID
REGULAR IDT PERIODS.
B. CAT B IMA'S WILL NOT EXCEED 24 PAID DRILLS.
C. CAT C IMA'S WILL NOT EXCEED 12 PAID DRILLS.
D. CAT D IMA'S WILL NOT RECEIVE ANY PAID DRILLS.
E. AT PERIODS FOR SMCR UNIT PERSONNEL WILL NOT EXCEED 15 DAYS
(INCLUDING TRAVEL).
F. AT PERIODS FOR ALL IMA CATEGORIES WILL NOT EXCEED 13 DAYS
(INCLUDING TRAVEL)
3. WE RECOGNIZE THAT CURRENT AUTHORITY FOUND IN REF B (PARA 4504)
IS BEING SUPERCEDED BY THE DIRECTION CONTAINED IN THIS ALMAR.
HOWEVER, THE ADVERSE IMPLICATIONS OF OVER EXECUTING THE RPMC
APPROPRIATION REQUIRE THAT WE DO SO.
