RMKS/1.  AS ESTABLISHED BY THE REF, THE EXECUTIVE SAFETY BOARD (ESB)
HELD ITS 8TH SEMI-ANNUAL CONFERENCE JULY 15-16 2003.  THE CONFERENCE
WAS HOSTED BY MARINE CORPS AIR STATION, CHERRY POINT, NC.  ESB MEMBERS
AND INVITED BRIEFERS DISCUSSED MANY ISSUES AIMED AT REDUCING THE TOLL
MISHAPS TAKE ON OUR CORPS.  IN ADDITION TO THE TASKS IDENTIFIED BELOW,
ESB MEMBERS HELD NUMEROUS DISCUSSIONS DURING BOTH THE ROUNDTABLE AND
EXECUTIVE SESSION.  TOGETHER, THE IDEAS SHARED FOR FUTURE INITIATIVES
AND TASKS ASSIGNED BELOW WILL CONTINUE THE DRIVE TO FIRMLY EMPLACE
SAFETY INTO OUR ETHOS.

4.  IN KEEPING WITH THE FOURTH QUARTER SAFETY THEME, THE THEME FOR
THE EIGHTH ESB WAS "SETTING THE FORCE."  THE ESB FOCUSED ON METHODS
TO ARREST RISING MISHAP RATES AND MEET THE MISHAP REDUCTION GOALS SET
FORTH BY THE SECRETARY OF DEFENSE.  IN SUPPORT OF THIS FOCUS, SAFETY
PROFESSIONALS FROM THE OPERATING FORCES PROVIDED BRIEFS ON VARIOUS TOPICS
AFFECTING ON-DUTY AND OFF-DUTY SAFETY.
5.  BASED ON THE AGENDA, THE FOLLOWING ACTIONS ARE DIRECTED:
A.  ACMC
(1) TAKE FECA FRAUD INVESTIGATION ISSUE TO THE SECRETARIAT FOR ACTION.  
(2) ADVOCATE THAT USMC REMAIN A SITTING MEMBER OF THE DOD EXPLOSIVE
SAFETY BOARD (DDESB).
(3) DISCUSS WITH DC AVIATION PROCUREMENT OF COOL CARTRIDGES FOR MK76.
(4) DETERMINE FEASIBILITY OF REWRITING THE GSA VEHICLE PROCUREMENT
CONTRACT TO INCLUDE MANDATORY BLACK BOXES.
B.  DC M&RA
(1) ACQUIRE AND REPORT POPULATION DATA FOR ALL MARINE CORPS UNITS DOWN TO
BATTALION/SQUADRON LEVEL ANNUALLY TO THE NAVAL SAFETY CENTER.
(2) CHANGE MCO 1610.7E TO ENSURE A MANDATORY COMMENT REGARDING SAFETY
ACCOUNTABILITY IS INCLUDED IN SECTION I OF FITNESS REPORTS FOR ALL
EXECUTIVE OFFICERS, DEPUTIES AND MARINES SERVING IN EITHER FULL-TIME OR
COLLATERAL SAFETY BILLETS.
C.  CG TECOM
(1) PRESENT AN IPHABD TRAINING PLAN THAT COVERS APPROPRIATE MARFORRES UNITS.
(2) PRESENT A BREAK-DOWN OF PHASE I AND II RIFLE RE-QUALIFICATION.
(3) PROVIDE RECOMMENDATIONS ON IMPROVING INCIDENTAL DRIVERS TRAINING.
D.  COMMANDER, MARCORSYSCOM
(1) DETERMINE FEASIBILITY OF ADDING A HINGED LEDGE ON THE TAILGATE OF THE MTVR
(COST-BENEFIT ANALYSIS).
(2) STANDARDIZE SANDBAG USAGE IN MTVR.
(3) PROVIDE UPDATE ON SIMULATOR STATUS FOR NEW FLEET OF TACTICAL VEHICLES
INCLUDING NUMBER, LOCATION, FUTURE PLANS, AND FEEDBACK FROM USERS.
E.  SAFETY DIVISION
(1) PUBLISH HIGH RISK INDIVIDUAL TREND ANALYSIS DATA FROM CURRENT DATA AND
CNA STUDY.
(2) PROVIDE ASSISTANCE TO THE SINGLE MARINE PROGRAM (SMP) TO ENSURE THEY ARE
PROVIDED TOOLS TO STRESS OFF-DUTY SAFETY WITHIN THE SMP.
(3) EMPHASIZE TIMELY REPORTING OF SEATBELT AND ALCOHOL USE STATISTICS IN
INITIAL MISHAP REPORTING.
(4) STANDARDIZE GROUND SAFETY SOP/DESKTOP PROCEDURES AND COORDINATE WITH IGMC
TO ENSURE THEY ARE INCLUDED ON INSPECTION CHECKLISTS.
(5) ANALYZE CURRENT MTVR/5-TON/HMMWV MISHAP TRENDS AND INFORM ESB MEMBERS OF
PRIMARY CAUSES.
(6) DETERMINE REQUIREMENT FOR MARINES TO ATTEND A HALF-DAY DRIVERS SAFETY
REFRESHER COURSE.
F.  NAVAL SAFETY CENTER
(1) COORDINATE WITH DC M&RA TO PROVIDE ESB MEMBERS THE PERCENTAGE OF
OFF/ON-DUTY ACCIDENTS ATTRIBUTABLE TO MARINES IN THE OPERATING FORCES.
G.  ALL ESB MEMBERS
(1) NLT 15 SEP, PROVIDE YOUR THOUGHTS ON BENEFITS/DETRIMENTS OF THE 7-DAY
BACK-BRIEF POLICY TO THE FIRST GENERAL OFFICER IN THE CHAIN AFTER A CLASS A MISHAP.
(2) COMMENT ON FEASIBILITY OF AWARDING POINTS TOWARD COMPOSITE SCORES FOR MARINES
WHO HAD NO MOVING VIOLATIONS AS WELL AS OTHER OPTIONS TO RECOGNIZE/REWARD
ACHIEVEMENT IN SAFETY.
(3) NLT 1 OCT 2003, PROVIDE DIR SD WITH SUGGESTED AGENDA ITEMS FOR THE JANUARY
2004 ESB MEETING VIA EMAIL ADDRESS HQMCSD@HQMC.USMC.MIL.
6.  PUBLICATION OF THIS MESSAGE CONSTITUTES OFFICIAL TASKING TO COMMANDS/ACTIVITIES
AS IDENTIFIED IN PARAGRAPH 5 ABOVE.  REPORT COMPLETION OF SPECIFIC TASKS VIA EMAIL
TO POC IDENTIFIED ABOVE.  ALSO, NLT 1 SEPTEMBER 2003, PROVIDE POC AN UPDATE ON THE
STATUS OF ASSIGNED TASKS VIA EMAIL.
7.  THE ESB WAS CHARTERED TO ESTABLISH SAFETY POLICY AND GUIDANCE
FOR THE MARINE CORPS.  WE ARE STRIVING TO INCULCATE SAFETY IN OUR MARINES AND
TO EMBED IT IN OUR CULTURE.  THIS BEGINS WITH THE COMMANDER AND THE ENVIRONMENT
HE SETS, AND IT GOES RIGHT DOWN TO THE INDIVIDUAL MARINE WITH OUR SNCOS AND NCOS
GETTING THE MESSAGE THE LAST 10 YARDS INTO THE ENDZONE.  KEEP CHARGING.
