GENTEXT/REMARKS/1. THIS ALMAR ANNOUNCES THE ASSIGNMENT OF A
SECONDARY CIVIL-MILITARY OPERATIONS (CMO) MISSION TO THE ARTILLERY
REGIMENTS/BATTALIONS.
2. I HAVE SIGNED NEW TABLE OF ORGANIZATION MISSION STATEMENTS FOR
THE ACTIVE AND RESERVE COMPONENT ARTILLERY REGIMENTS/
BATTALIONS. THE NEW MISSION STATEMENTS ASSIGN EACH ARTILLERY
REGIMENTAL HEADQUARTERS AND EACH CANNON BATTALION WITH A SECONDARY
CMO MISSION. THOSE ARTILLERY BATTALIONS EQUIPPED WITH THE HIGH
MOBILITY ARTILLERY ROCKET SYSTEM (HIMARS) ARE NOT ASSIGNED THE
SECONDARY CMO MISSION.
3. WHILE EVERY UNIT MUST BE ABLE TO CONDUCT CMO, THE MARINE CORPS
REQUIRES A DESIGNATED UNIT THAT IS STAFFED AND TRAINED TO LEAD CMO
IN THE DIVISION'S BATTLESPACE. I HAVE ASSIGNED THE SECONDARY CMO
MISSION TO THE ARTILLERY UNITS TO FOCUS RESPONSIBILITY FOR:
A. ESTABLISHMENT AND OPERATION OF THE DIVISION'S CIVIL-MILITARY
OPERATIONS CENTERS (CMOC); AND
B. THE PRIMARY EXECUTION OF THE DIVISION'S CMO. IN SHORT, THE
ACTIVITIES OF THE COMMANDER THAT ESTABLISH, MAINTAIN, INFLUENCE, OR
EXPLOIT RELATIONS BETWEEN MILITARY FORCES, GOVERNMENT AND CIVILIAN
ORGANIZATIONS AND THE CIVILIAN POPULACE.
4. THE DEPUTY COMMANDANT FOR COMBAT DEVELOPMENT AND INTEGRATION
(DC, CD&I) WILL ESTABLISH A TRANSITION TASK FORCE (TTF) BY SEPARATE
MESSAGE. THE TTF WILL MEET PRIOR TO THE END OF THE CALENDAR YEAR
AND WILL BE COMPRISED OF REPRESENTATIVES FROM EACH ARTILLERY
REGIMENT, EACH CIVIL AFFAIRS GROUP (CAG); DC, CD&I; DC, PP&O; AND
MARINE FORCES RESERVE (MFR). IN ADDITION TO CRITICAL TASKS AND
SUPPORTING TASKS, THE TTF WILL DEVELOP A PLAN OF ACTION AND
MILESTONES TO ADDRESS:
A. INITIAL OPERATIONAL CAPABILITY;
B. CMO MISSION READINESS;
C. IDENTIFICATION OF CIVIL AFFAIRS (CA) PERSONNEL;
D. FY06 ARTILLERY TEEP REQUIREMENTS;
E. THE HABITUAL RELATIONSHIP BETWEEN THE SUPPORTING CAGS AND THE
SUPPORTED ARTILLERY UNITS; AND
F. A CMO COMMANDERS SEMINAR.
5. THE RESERVE COMPONENT CAG WILL PROVIDE CA PERSONNEL TO THE
ARTILLERY REGIMENTAL HEADQUARTERS AND CANNON BATTALIONS THROUGH
CODED TABLE OF ORGANIZATION (T/O) LINE NUMBERS MAPPED TO SPECIFIC
T/O LINE NUMBERS IN THE DESIGNATED SUPPORTED ARTILLERY UNIT. 4TH
CAG SUPPORTS 10TH MARINES AND 14TH MARINES; 3D CAG SUPPORTS 11TH
MARINES AND 12TH MARINES.
6. DESIGNATED CA PERSONNEL WILL PLAN, COORDINATE AND CONDUCT THE CA
SEGMENT OF THE SUPPORTED ARTILLERY UNIT'S CMO MISSION.
7. CAGS WILL MAINTAIN ADMINISTRATIVE CONTROL (ADCON) OF DESIGNATED
CA PERSONNEL UNTIL THEY REPORT TO THE SUPPORTED ARTILLERY UNIT
FOLLOWING MOBILIZATION.
8. PRIOR TO MOBILIZATION, THE SUPPORTED ARTILLERY UNITS AND THE
SUPPORTING CAGS WILL COORDINATE TRAINING FOR CA PERSONNEL. WHEN
TRAINING WITH THE SUPPORTED ARTILLERY UNIT, THE ARTILLERY UNIT WILL
HAVE OPERATIONAL CONTROL (OPCON) OF THE CA PERSONNEL WHILE ADCON
WILL REMAIN WITH THE SUPPORTING CAG. FOLLOWING MOBILIZATION AND
UPON REPORTING TO THE SUPPORTED ARTILLERY UNIT, THE ARTILLERY UNIT
WILL HAVE BOTH ADCON AND OPCON OF DESIGNATED CA PERSONNEL.
9. THE FOLLOWING POINTS OF CONTACT ARE READY TO ASSIST ON ANY
ISSUES ARISING FROM THIS ACTION.
