GENTEXT/REMARKS/1. PURPOSE. THE PURPOSE OF THIS MESSAGE IS TO SOLICIT USMC NOMINATIONS FOR THE FY12 DOD CIO AWARDS PROGRAM.
2. BACKGROUND. THE DOD CIO AWARDS PROGRAM RECOGNIZES INDIVIDUALS AND GROUPS FOR OUTSTANDING ACHIEVEMENT IN THE KEY AREAS OF INFORMATION MANAGEMENT (IM), INFORMATION TECHNOLOGY (IT), INFORMATION ASSURANCE (IA), CYBER SECURITY (CS), AND INFORMATION RESOURCES MANAGEMENT (IRM).
3. JUDGING AND SELECTION. AWARD NOMINATIONS ARE JUDGED ON HOW NOMINEE ACTIONS SAVED MONEY, RESULTED IN IMPROVED ORGANIZATIONAL PERFORMANCE, OR POSITIVELY IMPACTED THEIR ORGANIZATION'S MISSION. OUTSTANDING ACHIEVEMENT MUST BE DEMONSTRATED IN AT LEAST ONE OF NINE (9) CIO AREAS UNDER ONE OR MORE OF SEVEN (7) JUDGING CRITERIA.
3.A. CIO AREAS. OUTSTANDING ACHIEVEMENT IN: ENTERPRISE IM/IT/IA/IRM SERVICES; ACQUISITION; ARCHITECTURE AND INTEROPERABLE INFRASTRUCTURE; IDENTITY AND INFORMATION ASSURANCE, AND CYBER SECURITY (INCLUDING MOBILITY); IT/IA/IRM EFFICIENCIES (INCLUDING DATACENTER CONSOLIDATION, CLOUD COMPUTING, ETC.); CAPITAL PLANNING AND INVESTMENT CONTROL; IM/IT/IA/CS/IRM WORKFORCE; IM/IT/IA/CS/IRM STANDARDS; AND DATA MANAGEMENT/INFORMATION SHARING.
3.B. JUDGING CRITERIA. EXCEPTIONAL POSITIVE IMPACT MUST BE DEMONSTRATED IN: INFORMATION DELIVERY/DISSEMINATION; MANAGEMENT EFFICIENCY/EFFECTIVENESS; COST AVOIDANCE/SAVINGS; A BROAD USER BASE (E.G., ENTERPRISE-WIDE); PROCESS(ES); MISSION; OR NET-CENTRICITY, REFERABLE TO THE CIO AREAS IN PARAGRAPH 7A.
4. ELIGIBILITY. NOMINEES MAY BE AN INDIVIDUAL GOVERNMENT EMPLOYEE (CIVILIAN OR MILITARY) OR A GROUP FROM ANY ORGANIZATION IN DOD OTHER THAN DOD CIO. GROUP LEAD MUST BE A GOVERNMENT EMPLOYEE (CIVILIAN OR MILITARY). TARGET IS BELOW THE SES AND FLAG OFFICER LEVEL.
5. NOMINATION SUBMISSION.
5.A. FORMAT: MICROSOFT WORD, 1 PAGE (8.5" BY 11"), ONE SIDE, 11 POINT TYPE MINIMUM, 0.75" MARGINS ALL AROUND MINIMUM, BULLETIZED POINT PAPER PER NOMINEE DESCRIBING THE WHO, WHAT, WHEN, WHERE, WHY AND HOW MUCH, IF APPLICABLE, AND IMPACT ON DOD'S MISSION AND/OR PEOPLE.  QUALIFIED ACHIEVEMENT(S) IS KEY. PROVIDE POC E-MAIL ADDRESS AND PHONE NUMBER AT THE BOTTOM OF SUBMISSION 5.B. USMC NOMINATION PACKAGES MUST INCLUDE NOMINATOR CONTACT INFORMATION AND MUST BE RECEIVED BY HQMC C4 BY COB ON 01 AUGUST 2012.  COMMAND (GENERAL OFFICER) ENDORSEMENTS ON NOMINATION PACKAGES ARE NOT REQUIRED.
