1.A.1. IAW REFERENCES A AND B, THIS DIRECTIVE PROVIDES POLICY AND GUIDANCE FOR THE FULFILLMENT STRATEGY OF CLASS VII PEI AND CHANGES CLASS VII PEI REQUISITIONING POLICY IDENTIFIED IN REFS C AND D.
1.A.2. WITH THE ADOPTION OF THE MARINE CORPS ENTERPRISE GROUND EQUIPMENT MANAGER POLICY, DEPUTY COMMANDANT, INSTALLATIONS AND LOGISTICS (DC IL) IS DEVELOPING A NEW MATERIEL MANAGEMENT APPROACH DESIGNED TO EFFECTIVELY AND EFFICIENTLY DISTRIBUTE AND REDISTRIBUTE MATERIEL TO SUPPORT OPERATIONAL REQUIREMENTS THROUGHOUT THE FULL SPECTRUM OF MILITARY OPERATIONS.  MOREOVER, THIS NEW MATERIEL MANAGEMENT APPROACH WILL FOSTER OPEN COMMUNICATION, IMPROVE COLLABORATION AND ELIMINATE REDUNDANCIES IN MATERIEL MANAGEMENT. THE CRITICAL FEATURE OF THIS NEW MATERIEL MANAGEMENT APPROACH IS THE DESIGNATION OF MARINE CORPS LOGISTICS COMMAND AS THE GROUND EQUIPMENT ASSET MANAGER TASKED WITH INTEGRATING ALL MATERIEL STAKEHOLDERS TO ENSURE THAT THE RIGHT EQUIPMENT IN THE RIGHT QUANTITY IS DELIVERED TO MEET CMC'S FULFILLMENT STRATEGY ACROSS THE ENTERPRISE.
1.B. BACKGROUND.
1.B.1. IN OCTOBER 2009, THE IMPLEMENTATION OF THE APPROVED ACQUISITION OBJECTIVE (AAO) AS THE TABLE OF EQUIPMENT (T/E) INITIATIVE, SOURCING OF  OVERSEAS CONTINGENCY OPERATIONS (OCO) EQUIPMENT REQUIREMENTS, MAGTF T/E REVIEW, AND THE FORCE STRUCTURE REVIEW GROUP EQUIPMENT REQUIREMENTS HIGHLIGHTED A GAP BETWEEN MARINE CORPS REQUIREMENTS FOR CLASS VII ITEMS AND ON HAND INVENTORY. THEREFORE, A MORE DELIBERATE AND DISCIPLINED PROCESS WAS NECESSARY TO ENSURE PROPER STRATIFICATION OF AVAILABLE INVENTORY TO SUPPORT OPERATIONAL REQUIREMENTS AND ACCURATELY REPRESENT CLASS VII SHORTFALLS.
1.B.2. AT THE DIRECTION OF DC IL, DEPUTY COMMANDANT PLANS, POLICIES, AND OPERATIONS (DC PPO); AND, IN COORDINATION WITH THE MARINE FORCES (MARFORS), A PROOF OF PRINCIPLE WAS CONDUCTED WHERE EQUIPMENT SOURCING SOLUTIONS WERE DEVELOPED BY MARINE CORPS LOGISTICS COMMAND (MCLC) AND PROVIDED TO THE MARINE EXPEDITIONARY FORCES (MEFS), MARINE FORCES RESERVE (MARFORRES), MARINE FORCES SPECIAL OPERATIONS COMMAND (MARFORSOC), AND SUPPORTING ESTABLISHMENT (SE) FOR VALIDATION OF REQUIREMENTS AND DISTRIBUTION OF CLASS VII PEI AND SUPPORTING ANCILLARY EQUIPMENT.
1.B.3. THIS NEW MATERIEL MANAGEMENT APPROACH PROVED THAT A PUSH-BASED EQUIPMENT SOURCING PROCESS ENSURED THAT CLASS VII PEI WERE SOURCED AND ALIGNED WITH CMC'S EQUIPPING STRATEGIES, SATISFIED VALIDATED T/E OPERATIONAL REQUIREMENTS, MINIMIZED FRICTION, REDUCED LATENCY IN DISTRIBUTION, IMPROVED VISIBILITY AND TRANSPARENCY OF THE MATERIEL DISTRIBUTION PROCESS, AND DISTRIBUTED IAW CMC ESTABLISHED PRIORITIES.
2.  MISSION. EFFECTIVE IMMEDIATELY, ALL CLASS VII INVENTORY MANAGERS (MARINE CORPS FORCES (MARFORS, MEF, SE), DEPOT MAINTENANCE FLOAT ALLOWANCE (DMFA), WAR RESERVE MATERIAL, MARITIME PREPOSITIONING SHIPS (MPS), AND NORWAY AIR LANDED MARINE EXPEDITIONARY BRIGADE PROGRAM (NALMEB)) WILL NO LONGER PROCESS REQUISITIONS FOR CLASS VII PEI. CLASS VII PEI WILL BE PUSHED TO CLASS VII INVENTORY MANAGERS (I.E., INITIAL ISSUE AND PROVISIONING (IIP), ACCOUNTABLE OFFICER/SUPPLY OFFICER) BASED UPON QUARTERLY EQUIPMENT (OR AS REQUIRED: MEF DIRECTED SHIP-TO DEPARTMENT OF DEFENSE ACTIVITY ADDRESS CODE (DODAAC)) SOURCING PROCESS AND EQUIPMENT AVAILABILITY.

3.A.1.  PURPOSE. CHANGE CLASS VII PEI REQUISITIONING PROCEDURES AND IMPLEMENT AN ENTERPRISE PUSH-SOURCING PROCESS.
3.A.2.  METHOD. APPLY, IN POLICY, THE EQUIPMENT SOURCING SOLUTION PROCESSES, PRINCIPLES, AND CONCEPT OF OPERATIONS (CONOPS) DEVELOPED BY THE TOTAL LIFE CYCLE MANAGEMENT EQUIPMENT ACCOUNTABILITY AND VISIBILITY - INTEGRATE PROCESS TEAM (TLCM EAV-IPT).

3.B.  CONCEPT OF OPERATIONS.
3.B.1.   USING UNIT SUPPLY ACTIVITIES WILL NO LONGER REQUISITION CLASS VII PEI T/E DEFICIENCIES. THIS EFFECTIVELY CANCELS THE REQUIREMENT TO HAVE ALL TYPE I SAC-3 ASSETS ON ORDER IF NOT ON HAND PER PARA 2001.1 OF REF C.
3.B.2.   UPON RELEASE OF THIS MESSAGE, MARCORLOGCOM WILL CANCEL ALL CLASS VII T/E PEI DEFICIENCY REQUISITIONS IN A BACK ORDER STATUS. USING UNIT SUPPLY ACTIVITIES WILL BE NOTIFIED BY RECEIVING A MILSTRIP CANCELLATION STATUS OF DOCUMENT IDENTIFIER CODE (DI CODE) AE1/CA ON THEIR SASSY DUE AND STATUS FILE AND GCSS-MC DOCUMENT MANAGEMENT FORM.
3.B.3.   MARCORLOGCOM WILL PUBLISH CLASS VII PEI RECOMMENDED SOURCING SOLUTIONS BASED ON UNIT PROPERTY RECORDS VIA NAVAL MESSAGE TO EACH MSC QUARTERLY DURING THE MONTHS OF JANUARY, APRIL, JULY, AND OCTOBER IN CONJUNCTION WITH SCHEDULED MATERIAL OBLIGATION VALIDATION (MOV);  REF G PERTAINS.
3.B.4.   MCLC (DMFA, BIC, NALMEB), MEF, MARFORRES, MARFORSOC, AND SE WILL VALIDATE THE SOURCING SOLUTIONS AND RESPOND WITHIN 30 DAYS VIA NAVAL MESSAGE.
3.B.5.   NON-ACCEPTANCE OF A CLASS VII PEI MAY RESULT IN THOSE PEI BEING OFFERED TO FILL OTHER T/E DEFICIENCIES MARINE CORPS WIDE.
3.B.6.   THE MARFORS AND SE WILL PROVIDE MARCORLOGCOM WITH SHIPPING INSTRUCTIONS (SHIP TO DODAAC) IF DIFFERENT FROM THE IIP DODAAC.
3.B.7.   MARCORLOGCOM WILL POST ADVANCE SHIPMENT NOTICES ON THE RECEIVING SUPPLY ACTIVITIES SASSY DASF OR GCSS-MC DOCUMENT MANAGEMENT FORM.
3.B.8.   SUPPLY ACTIVITIES WILL PROCESS RECEIPT TRANSACTIONS (DI CODE D6T) IAW REF F AND ARE RESPONSIBLE TO ENSURE THAT CLASS VII PEI CONTROLLED ITEM CONFIGURATION (PARENT-CHILD), SERIAL NUMBER(S), AND ITEM UNIQUE IDENTIFICATION (IUID) ARE CAPTURED WITHIN GCSS-MC.
3.B.9.   SUPPLY SYSTEM RESPONSIBILITY ITEMS (SSRI), COLLATERAL MATERIEL (CM), COMPONENTS OF END ITEMS, BASIC ISSUE ITEMS, AND ADDITIONAL AUTHORIZATION LIST (AAL) WILL BE ISSUED IAW REF C.
3.B.10.  CLASS VII PEI THAT ARE SUPPLY SYSTEM RESPONSIBILITY ITEMS (SSRI) OF MAJOR END ITEMS WILL CONTINUE TO BE REQUISITIONED WITH AN ADVICE CODE OF 4E. THESE REQUISITIONS WILL BE VALIDATED DURING THE QUARTERLY EQUIPMENT SOURCING SOLUTION PROCESS.
3.B.11.  CLASS VII PEI REQUISITIONS (DI CODE: AO1, AOA, AT_, OR AM_) WILL NO LONGER BE SUBMITTED WHEN REQUESTING DISPOSITION INSTRUCTIONS. ONLY DEPLOYED MARINE EXPEDITIONARY UNITS AND SPECIAL PURPOSE MARINE AIR GROUND TASK FORCES ARE AUTHORIZED TO IDENTIFY THE NEED FOR REPLACEMENT IN REMARKS BLOCK OF THE DI CODE WIR.  MCLC WILL INITIATE FULFILLMENT ACTIONS AFTER COORDINATION WITH THE PARENT OR GAINING FORCE COMMAND.
