GENTEXT/REMARKS/1.  THE EXECUTIVE FORCE PRESERVATION BOARD (EFPB) ESTABLISHES SAFETY AND FORCE PRESERVATION POLICY AND GUIDANCE FOR THE MARINE CORPS.  PER THE REFERENCE, THE EFPB CONVENED ITS 26TH MEETING AT THE SHERATON NATIONAL HOTEL, ARLINGTON, VA, ON 28 MARCH 2012.

D.  FORCE LAY DOWN BRIEF PRESENTED BY COMMARFORCOM. 
E.  COHESION BRIEFS PRESENTED BY I MEF, II MEF, AND III MEF.
F.  FY12 ALCOHOL CAMPAIGN BRIEF PRESENTED BY MF DIVISION.
G.  BEHAVIORAL HEALTH ADVISORY COMMITTEE UPDATE PRESENTED BY MF DIVISION.
H.  EXECUTIVE SESSION.
4.  THE 26TH EFPB IDENTIFIED THAT LEADERSHIP GAPS AND LACK OF COHESIVENESS CONTRIBUTED TO MANY PROBLEMS SUCH AS MISHAPS, SUICIDES, SUBSTANCE ABUSE, HAZING, AND SEXUAL ASSAULTS.  THESE LEADERSHIP GAPS ARE DUE TO THE FOLLOWING, BUT NOT ALL INCLUSIVE:  INDIVIDUAL AUGMENTED BILLETS, COMBATANT COMMANDER REQUIREMENTS, SCHOOL QUOTAS, AND PERMANENT CHANGE OF STATION ORDERS.  ADDITIONALLY, MOST INCIDENTS OCCUR DURING THE SECOND 90-DAY POST-DEPLOYMENT STABILIZATION PERIOD.  THE FORCE LAY DOWN AND MEF COHESION BRIEFS SET THE FRAMEWORK FOR IDENTIFYING MANPOWER LEADERSHIP REQUIREMENTS TO SUPPORT OPERATIONS AND EXERCISES.  IT WAS DISCUSSED THAT STRUCTURE IS NOT BASED ON "HIGH DEMAND/HIGH DENSITY MILITARY OCCUPATIONAL SKILLS."  THE MARINE CORPS CONTINUES TO OPERATE IN A HIGH OPERATIONAL TEMPO WHILE NOT ADDRESSING LOW DENSITY MILITARY OCCUPATIONAL SKILLS OR MAINTAINING THE MINIMUM MANPOWER LEADERSHIP REQUIREMENTS TO ENSURE UNIT COHESION.  ONE ISSUE CONTINUALLY AROSE DURING THE DISCUSSIONS - THAT IS HOW TO STABALIZE AND PROVDE CONTINUITY OF LEADERSHIP THROUGHOUT THE LIFECYCLE OF THE OPERATING FORCES, SPECIFICALLY DURING THE TIME BETWEEN POST DEPLOYMENT AND THE NEXT DEPLOYMENT PERIOD.           
5.  THE FOLLOWING ACTIONS ARE DIRECTED.  TASK TRACKING NUMBERS ARE INCLUDED IN PARENTHESES AFTER THE ASSIGNED COMMANDS.
A.  DC MRA (EFPB 26-01) - REVIEW CURRENT MANPOWER POLICIES AND PROCESSES THAT DETRACT FROM UNIT READINESS (I.E. CONTINUITY OF LEADERSHIP, TOUR LENGTHS FOR JAPAN, ENLISTMENT LENGTH, INVENTORY/REQUIREMENTS).  REPORT YOUR RECOMMENDATIONS AND THOSE ACTIONS TO BE TAKEN TO 27TH EFPB.
B.  PPO/MARFORCOM/MARFORPAC (EFPB 26-02) - DEVELOP MANNING "REDLINES" BY GRADE, MOS, AND TYPE OF UNIT IN ORDER TO IDENTIFY THE MINIMUM STRUCTURE REQUIRED TO SUPPORT UNIT COHESION.  REPORT YOUR RECOMMENDATIONS AND THOSE ACTIONS TO BE TAKEN TO 27TH EFPB.
C.  SD (EFPB 26-03) - UPDATE SERIOUS INCIDENT REPORTS/8-DAY REPORTS TO CAPTURE FIRST TWO LEVELS OF LEADERSHIP.
D.  SD (EFPB 26-04) - PROVIDE HIGH RISK DATA TO ALL COMMANDS DETAILING THE CORRELATION OF YEARLY MISHAP CYCLES AND THE OPERATIONAL LIFECYCLE (101 DAYS OF SUMMER, ETC.)
E.  SD (EFPB 26-05) - PROVIDE TO THE MEDICAL OFFICER OF THE MARINE CORPS ALL 8-DAY REPORTS IN WHICH MEDICATIONS (PSYCHOTROPIC DRUGS) WERE A CONTRIBUTING FACTOR IN ORDER TO SUPPORT EFPB TASK EFPB 26-06.
F.  HQMC (HS) (EFPB 26-06) - REVIEW CURRENT POLICIES AND PROCESSES FOR MARINES AND SAILORS BEING PRESCRIBED MULTIPLE MEDICATIONS.  MAKE RECOMMENDATION ON HOW THE HEALTH SERVICES COMMUNITY WILL CONDUCT A RECONCILIATION OF ALL MEDICATION PRESCRIBED TO A MARINE/SAILOR BEFORE ANY NEW MEDICATIONS ARE PRESCRIBED AND HOW HEALTH SERVICES PROFESSIONALS WILL KEEP THE MARINE'S/SAILOR'S LEADERSHIP PROPERLY INFORMED.  REPORT YOUR RECOMMENDATIONS AND THOSE ACTIONS TO BE TAKEN TO 27TH EFPB.
6.  PUBLICATION OF THIS MESSAGE CONSTITUTES OFFICIAL TASKING.  ORGANIZATIONS IDENTIFIED IN PARAGRAPH 5 ABOVE WILL ASSIGN A POINT OF CONTACT FOR EACH TASK AND PROVIDE CONTACT INFORMATION TO SD WITHIN 14 DAYS OF RELEASE OF THIS MESSAGE.
7.  THE 27TH EFPB IS SCHEDULED FOR 11 SEPTEMBER 2012 IN THE NATIONAL CAPITAL REGION.  PLAN OF ACTION AND MILESTONES, SUBJECT MATTER, AND LOGISTICAL SPECIFICS WILL BE ANNOUNCED VIA SEPARATE CORRESPONDENCE.
