GENTEXT/REMARKS/1.  PURPOSE.
1.A.  THIS MARADMIN REITERATES REQUIREMENTS ESTABLISHED IN REF A AND STRESSES THE DUTY OF FUNCTIONAL AREA MANAGERS (FAM) TO IDENTIFY AREAS FOR INCREASED IT EFFICIENCIES AND CONSOLIDATION IN SUPPORT OF REFERENCES B THROUGH E.
2.  BACKGROUND.
2.A.  REF B ESTABLISHED POLICY FOR MANAGING IT INVESTMENTS AS PORTFOLIOS AND PROVIDED REQUIREMENTS FOR CONDUCTING PORTFOLIO MANAGEMENT. IT PORTFOLIO MANAGEMENT CONSISTS OF, BUT IS NOT LIMITED TO, ESTABLISHING PROCESSES AND CRITERIA USED FOR ASSESSING IT INVESTMENTS FOR ALIGNMENT WITH ORGANIZATIONAL STRATEGY, IMPROVING OPERATIONAL EFFECTIVENESS AND ACHIEVING COST SAVINGS AND/OR AVOIDANCE. PER REF B, FAMS ARE TASKED WITH MANAGING IT PORTFOLIOS AND ARE REQUIRED TO CONDUCT ANNUAL REVIEWS OF PORTFOLIOS.
2.B.  PURSUANT TO REF C AND IN SUPPORT OF MAXIMIZING EFFICIENCIES AND CONTRIBUTING TO DOD CONSOLIDATION EFFORTS, MIGRATION OF ENTERPRISE APPLICATIONS AND SYSTEMS TO MCEITS IS MANDATORY.
2.C.  MCEITS IS THE FOUNDATION OF THE MARINE CORPS CLOUD COMPUTING STRATEGY, WHICH ENVISIONS ACCESS TO IT SERVICES AND RESOURCES IN A SEAMLESS MANNER, ENHANCING OPERATIONAL EFFECTIVENESS. MCEITS DELIVERS AN IT INFRASTRUCTURE THAT CAN QUICKLY ADAPT TO EVOLVING SOFTWARE, HARDWARE, DATA, SERVICES AND MANAGEMENT REQUIREMENTS. MCEITS PROVIDES SYSTEM AND APPLICATION NET-CENTRIC INTEROPERABILITY, INFORMATION ACCESS, DATA EXCHANGE, COLLABORATION TOOLS, DOMAIN SECURITY, SINGLE POINT AUTHENTICATION, AND IT SERVICE MANAGEMENT CAPABILITIES.
2.D.  IN SUPPORT OF MIGRATION TO MCEITS, REF A TASKED FAMS WITH THE FOLLOWING ACTIONS:
2.D.1.  COORDINATE WITH MARINE CORPS SYSTEMS COMMAND'S APPLICATION INTEGRATION PROCESS (AIP) TEAM TO PLAN AND PREPARE FOR MIGRATION TO MCEITS.
2.D.2.  DOCUMENT IN DON APPLICATION AND DATABASE MANAGEMENT SYSTEM (DADMS) AND DEPARTMENT OF DEFENSE (DOD) IT PORTFOLIO REPOSITORY (DITPR)-DON WHICH SYSTEMS AND/OR APPLICATIONS ARE SCHEDULED TO MIGRATE TO MCEITS BY INSERTING DESIGNATED TO MOVE TO MCEITS IN FY(YEAR) IN THE NOTES SECTION OF THE DADMS RECORD.
2.E.  FIFTY FIVE (55) APPLICATIONS AND/OR SYSTEMS ARE CURRENTLY SCHEDULED TO MIGRATE TO MCEITS BETWEEN FY12 AND FY15.
3.  ACTIONS.  IN ORDER TO EFFECTIVELY ASSESS THE MARINE CORPS PORTFOLIO OF IT APPLICATIONS AND SYSTEMS, FAMS SHALL DEVELOP FUNCTIONAL AREA SPECIFIC CRITERIA TO ADDRESS THE APPLICATION RATIONALIZATION PROCESS WITHIN THEIR PORTFOLIO. FAMS SHALL ALSO REVIEW REGISTERED APPLICATIONS AND SYSTEMS WITHIN THEIR FUNCTIONAL AREA AS PART OF THEIR REQUIRED ANNUAL REVIEWS AND IDENTIFY APPLICATIONS AND SYSTEMS FOR POTENTIAL TRANSITION TO MCEITS.
3.A.  FAMS SHALL PROVIDE FEEDBACK TO HQMC C4 NO LATER THAN (NLT) 31 AUG 2012 AS TO WHAT ADDITIONAL APPLICATIONS AND SYSTEMS THEY RECOMMEND FOR MIGRATION TO MCEITS. 
3.B.  MCSC AIP TEAM WILL COORDINATE WITH FAMS TO DETERMINE MIGRATION FEASIBILITY.  MCSC AIP TEAM WILL FURTHER COORDINATE WITH FAM LEADS TO SCHEDULE AND PLAN MIGRATION OF ADDITIONAL APPLICATIONS AND SYSTEMS SELECTED AS MIGRATION CANDIDATES.
3.C.  ALL FAMS SHALL DEVELOP APPLICATION AND SYSTEM ROADMAPS INDICATING THEIR PORTFOLIO STRATEGY, AS WELL AS APPLICATION AND SYSTEM WAY-FORWARD.  ROADMAPS SHALL PROVIDE THE AS-IS AND TO-BE STATES AND BE ALIGNED WITH THE MARINE CORPS INFORMATION ENTERPRISE (MCIENT) AND MARINE CORPS ENTERPRISE ARCHITECTURE.  ROADMAPS SHOULD INCLUDE DOCUMENTATION OF MIGRATION TO MCEITS WHERE APPLICABLE.
3.D.  FAMS SHALL PROVIDE PORTFOLIO ROADMAPS TO HQMC C4 NLT 28 SEP 2012.  ROADMAPS SHALL BE UPDATED NO LESS THAN SEMI-ANNUALLY, BASED ON CHANGES IN FUNDING, TECHNOLOGY, CAPABILITY REQUIREMENTS, OR SCHEDULE.
3.E.  C4 CIO WILL ASSESS FAM FEEDBACK AND PROVIDE RECOMMENDATIONS TO DIRECTOR C4 VIA THE IT STEERING GROUP (ITSG).
4.  APPLICABILITY.  THIS INITIATIVE IS APPLICABLE TO THE TOTAL FORCE.
