GENTEXT/REMARKS/1.  THIS MARADMIN APPLIES TO ALL MARINE CORPS COMMANDS CONTAINING APPROPRIATED FUND CIVILIAN POSITION REQUIREMENTS.  FOR THE PURPOSES OF THIS MARADMIN, A COMMAND IS DEFINED AS A HEADQUARTERS STAFF AGENCY OR ORGANIZATION IDENTIFIED BY A SEPARATE UNIT IDENTIFICATION CODE (UIC).
2.  THE NEED TO LINK AUTHORIZED CIVILIAN WORKFORCE REQUIREMENTS TO ONBOARD EMPLOYEE DATA AND FUNDING ASSOCIATED WITH EACH REQUIREMENT PROMPTED A SYSTEMS INTEGRATION REVIEW BY THE DEPUTY COMMANDANT, COMBAT DEVELOPMENT AND INTEGRATION (CDI), TOTAL FORCE STRUCTURE DIVISION (TFSD); DEPUTY COMMANDANT, PROGRAMS AND RESOURCES (PR); AND DEPUTY COMMANDANT, MANPOWER AND RESERVE AFFAIRS (MRA).  BASED ON THE RESULTS OF THIS REVIEW, DATA FROM THE TOTAL FORCE STRUCTURE MANAGEMENT SYSTEM (TFSMS), THE DEFENSE CIVILIAN PERSONNEL DATA SYSTEM (DCPDS) AND THE PROGRAMMING AND BUDGETING DOCUMENTATION DATABASE (PBDD) IS NOW INTEGRATED INTO A LYNCHPIN PROGRAM CALLED THE TOTAL WORKFORCE MANAGEMENT SERVICES (TWMS) SYSTEM.  TWMS WILL SUPPLY A MANPOWER INTERFACE TO ACCOMPLISH LINKAGE OF CIVILIAN PERSONNEL TO BILLET IDENTIFICATION CODES (BIC), PERFORM NECESSARY VALIDATION, AND PROVIDE APPROPRIATE REPORTING CAPABILITY.  PER REFERENCE (A), TWMS HAS BEEN AUTHORIZED FOR USE THROUGHOUT THE MARINE CORPS.
3.  CIVILIAN BILLET ATTRIBUTES HAVE BEEN MODIFIED WITHIN TFSMS TO CONTAIN COMMAND FINANCIAL UICS/EMPLOYING ACTIVITY CODES (EAC) AND COST CENTER CODES (CCC) PROVIDED DURING THE DATA COLLECTION EFFORT OF REFERENCE (B).  A WEEKLY EXPORT FROM TFSMS TO TWMS OF ALL AUTHORIZED CIVILIAN BILLET INFORMATION REFLECTING ASSOCIATED FUNDING INFORMATION BY BIC HAS BEEN ESTABLISHED.   THIS ACTION WILL ENABLE COMMAND MANPOWER DIRECTORS (G-1) TO ASSIGN ALL CIVILIAN EMPLOYEES WITHIN TWMS TO A BIC THAT IS PROVIDED BY TFSMS' AUTHORITATIVE LIST OF VALUES WHICH ARE ALIGNED TO COMMAND UIC/EAC.  BICS CANNOT BE CREATED OR MODIFIED USING TWMS AND EDITS TO EMPLOYEE DATA IN TWMS WILL NOT CHANGE BILLET DATA CONTAINED IN TFSMS.  CHANGES TO CIVILIAN BILLET DATA REQUIRE SUBMISSION OF CIVILIAN TABLE OF ORGANIZATION AND EQUIPMENT CHANGE REQUESTS PER REFERENCE (C).  
4.  ALL APPROPRIATED FUND EMPLOYEES MUST BE ASSIGNED TO A BIC.  THE FOLLOWING UNIQUE CIRCUMSTANCES ARE DISCUSSED TO PROVIDE ADDITIONAL CLARIFICATION FOR BIC ASSIGNMENTS:
    A.  OVERSTAFF-THOSE EMPLOYEES IDENTIFIED AS "OVERSTAFF" DURING THE 2011 CIVILIAN STRATEGIC REVIEW, MUST BE ASSIGNED TO BICS USING AVAILABLE VACANT BILLETS.  AS EMPLOYEE SERIES, GRADE, CCC AND PROGRAM ELEMENT NUMBER (PEN) ARE ASSOCIATED WITH EACH BIC, COMMANDS MUST ENSURE BICS ARE APPROPRIATE FOR THE EMPLOYEE ASSIGNED.
    B.  TEMPORARY/TERM-COMMANDS ARE REQUIRED TO REQUEST BICS IAW REFERENCE (C) PRIOR TO INITIATING ANY RECRUITING ACTION WITH THE EXCEPTION OF STUDENT EMPLOYEES (SUMMER HIRES).
    C.  TURNOVER (DOUBLE-STUFF)-TWO EMPLOYEES CAN RESIDE ON THE SAME BIC WHEN HIRING IS PERFORMED IN ADVANCE OF A DEPARTING INCUMBENT.  COMMANDS SHOULD MAKE EVERY EFFORT TO ENSURE THE DURATION OF A DOUBLE-STUFFED BIC DOES NOT EXCEED 45 DAYS.
5.  G-1S WILL DESIGNATE A PRIMARY AND ALTERNATE MANPOWER POC WITHIN THEIR UIC AND HAVE THEM REQUEST A TWMS POSITION/MANPOWER MANAGEMENT ACCOUNT PER REFERENCE (A).   TO ACCESS TWMS, GO TO: HTTPS:SLASHSLASHTWMS.NMCI.NAVY.MIL/LOGIN.ASP.  TO ENSURE PROPER ACCOUNTABILITY AND HANDLING OF PERSONALLY IDENTIFIABLE INFORMATION (PII) PER REFERENCE (D), ACCESS MUST BE REQUESTED BASED ONLY ON A STRICT NEED-TO-VIEW BASIS.  DATA VIEWED IN TWMS WILL BE LIMITED TO INFORMATION REQUESTORS CURRENTLY ARE AUTHORIZED TO VIEW BASED ON THEIR POSITION.  ANY MISUSE OF ACCESS WILL RESULT IN IMMEDIATE TERMINATION OF ACCESS AND APPROPRIATE ADMINISTRATIVE OR DISCIPLINARY ACTION.
6.  UPON ACCOUNT APPROVAL, COMMANDS WILL PERFORM AN INITIAL MASS ASSIGNMENT OF CIVILIAN EMPLOYEES TO BICS IN TWMS.  TO ACCOMPLISH THIS, COMMANDS WILL USE THE TWMS MASS UPLOAD STANDARD SPREADSHEET FOUND UNDER THE REPORT SERVICES MENU SELECTION FOR INITIAL BIC ASSIGNMENTS.  THIS MENU SELECTION WILL GENERATE AN ALPHABETICAL LISTING OF ALL ONBOARD EMPLOYEES IN AN EXCEL SPREADSHEET.  FOREIGN NATIONAL INDIRECT HIRE (FNIH), NAVY WORKING CAPITAL FUND (NWCF), AND NON APPROPRIATE FUND (NAF) EMPLOYEES ARE EXEMPT FROM BIC ASSIGNMENTS.  G-1S WILL ADD A BIC COLUMN TO THE END OF THE SPREADSHEET AND COPY BIC ASSIGNMENT DATA FROM LOCAL RECORDS.  THE MASS UPLOAD SPREADSHEET GENERATED FROM TWMS WITH AN ADDITIONAL BIC COLUMN IS THE ONLY AUTHORIZED METHOD FOR PERFORMING THE INITIAL MASS ASSIGNMENTS.  FOR STEP-BY-STEP GUIDANCE, GO TO HTTPS:SLASHSLASHWWW.MANPOWER.USMC.MIL/CWPD/TWMS.
7.  MASS UPLOADS WILL BE VALIDATED AGAINST THE AUTHORITATIVE FEED OF AUTHORIZED BICS FROM TFSMS BEFORE ASSIGNMENTS CAN TAKE PLACE IN TWMS.  ONCE THE INITIAL ASSIGNMENT OF EMPLOYEES TO BICS HAS BEEN PERFORMED IN TWMS, G-1S WILL REVIEW MANPOWER/BILLET MANAGEMENT REPORTS IN TWMS TO VALIDATE THE MASS UPLOAD CORRECTLY PROCESSED.  AS APPROPRIATE, G-1S WILL ASSIGN BICS TO ANY EMPLOYEE NOT ASSIGNED DURING THE MASS PROCESS AND CORRECT ANY DISCREPANCIES RESULTING FROM THE MASS UPLOAD.  INITIAL ASSIGNMENT ACTIONS MUST BE COMPLETED NO LATER THAN 12 JULY 2012.  AS BICS ARE ASSIGNED IN TWMS, TWMS WILL PROVIDE A MONTHLY FEED TO DCPDS TO UPDATE CIVILIAN EMPLOYEE PERSONNEL RECORDS.  ONCE INITIAL ASSIGNMENTS ARE COMPLETE, MRA WILL COORDINATE WITH DON TO CONDUCT AN INITIAL ONE-TIME MASS UPDATE OF CCC INFORMATION IN DCPDS BASED ON BIC ASSIGNMENTS IN TWMS.  THE SCOPE OF DCPDS MASS UPDATE OF CCCS ENCOMPASSES ONLY US DIRECT HIRE APPROPRIATED FUND EMPLOYEES.
8.  G1S ARE RESPONSIBLE FOR MAINTAINING ACCURACY OF BILLET ASSIGNMENT DATA IN TWMS BY UPDATING BIC ASSIGNMENTS AS CHANGES OCCUR AND SUBMITTING TOECRS TO CORRECT BILLET INFORMATION AS NEEDED.  ONLINE TRAINING ON THE USE OF TWMS FOR BILLET MANAGEMENT WILL BE PROVIDED VIA DEFENSE CONNECT ONLINE (DCO).  SPECIFIC DATES AND TIMES WILL BE ANNOUNCED FOLLOWING THIS MARADMIN.
