GENTEXT/REMARKS/1.  THE PURPOSE OF THIS MARADMIN IS TO ANNOUNCE THE RECLASSIFICATION OF THE ACQUISITION MANAGEMENT PROFESSIONAL PRIMARY MOS (PMOS) INTO TWO SEPARATE MOS CLASSIFICATIONS, PMOS 8061 ACQUISITION MANAGEMENT PROFESSIONAL (MAJGEN TO MAJ) AND PMOS 8059 AVIATION ACQUISITION MANAGEMENT PROFESSIONAL (MAJGEN TO MAJ).  THIS MARADMIN REPLACES IN ITS ENTIRETY MARADMIN 293/12 AND MEETS THE MCTFS CODING AUTHORITIES/ENTRIES REQUIRED BY HQMC.  IN ACCORDANCE WITH REF A, B, D, AND E, THE OBJECTIVE OF THE ACQUISITION PRIMARY MOS RECLASSIFICATION PROCESS IS TO DEVELOP A POPULATION OF AVIATION ACQUISITION PROFESSIONAL OFFICERS WHO MEET STATUTORY DUTY INVOLVING FLIGHT OPERATIONS (DIFOP) REQUIREMENTS AND ARE HIGHLY COMPETITIVE FOR PROGRAM MANAGEMENT POSITIONS OF MAJOR DEFENSE ACQUISITION PROGRAMS WHILE MAINTAINING THE STATUTORY LEGAL DISTINCTION OF QUALIFICATION FOR AVIATION CAREER INCENTIVE PAY.  THE FOLLOWING APPLIES:
A.  THE FY12 AVIATION ACQUISITION PRIMARY MOS RECLASSIFICATION (8059/8061) BOARD WILL CONVENE ON OR ABOUT 21 JUN 2012 IN QUANTICO.
B.  DESIGNATED NAVAL AVIATORS PREVIOUSLY ELIGIBLE FOR AVIATION CAREER INCENTIVE PAY (ACIP-FLIGHT PAY) OR AVIATION CONTINUATION PAY (ACP-BONUS) THAT ARE SELECTED TO RETAIN THE CLASSIFICATION OF PMOS 8059 WILL CONTINUE TO BE ELIGIBLE FOR AVIATION CAREER INCENTIVE PAY (ACIP-FLIGHT PAY) AND AVIATION CONTINUATION PAY (ACP-BONUS) PER THE PROVISIONS OF REF C.  WAIVERS FOR FLIGHT GATES WILL NOT BE APPROVED.
C.  OFFICERS SELECTED FOR RECLASSIFICATION FROM PMOS 8059 TO PMOS 8061 WILL NOT INCUR ANY ADDITIONAL SERVICE OBLIGATION AS A DIRECT RESULT OF THE PMOS (8059/8061) RECLASSIFICATION.
D.  OFFICERS NOT SELECTED TO REMAIN CLASSIFIED AS pmos 8059 WILL NO LONGER MEET THE PROVISIONS OF REF C, AND WILL NO LONGER BE ENTITLED TO AVIATION CAREER INCENTIVE PAY (ACIP-FLIGHT PAY) OR AVIATION CONTINUATION PAY (ACP-BONUS).
E.  MARINE CORPS SYSTEMS COMMAND (MCSC), AS THE EXECUTIVE AGENT FOR ACQUISITION TRAINING AND EDUCATION, AND MAD PAX RIVER, AS THE AVIATION ACQUISITIONS OCCFLD MANAGER WILL VERIFY ALL ACQUISITION CERTIFICATIONS, WORKFORCE EXPERIENCE, AND ACADEMIC QUALIFICATIONS PRIOR TO THE RECLASSIFICATION BOARD.  ALL CURRENT OFFICERS WITH THE PRIMARY MOS OF 8059 THAT ARE DESIGNATED NAVAL AVIATORS OR NAVAL FLIGHT OFFICERS WILL BE CONSIDERED BY THE BOARD FOR RECLASSIFICATION TO THE (8059/8061) PRIMARY MOS. INDIVIDUALS NEED NOT APPLY IN ORDER TO BE CONSIDERED FOR PMOS 8059 RECLASSIFICATION.  ALL PMOS 8059 AVIATORS WHO DESIRE TO RETAIN PMOS OF 8061, MUST OPT OUT OF CONSIDERATION FOR RECLASSIFICATION VIA NAVAL LETTER TO THE PRESIDENT OF THE BOARD, EXPRESSING THOSE DESIRES.
2.  ELIGIBILITY REQUIREMENTS FOR PMOS 8059 ARE:
A.  UNRESTRICTED OFFICERS WITH THE PRIMARY MOS OF 8059, RANK OF MAJOR THROUGH COLONEL, WHO ARE DESIGNATED NAVAL AVIATORS OR NAVAL FLIGHT OFFICERS.
B.  INDIVIDUALS WHO DESIRE NOT TO RETAIN PMOS 8059 MUST FORWARD REQUESTS IN NAVAL LETTER FORMAT TO THE BOARD VIA EMAIL(SIGNED PDF) OR HARD COPY NLT 18 JUN 2012.  MAIL LETTERS TO THE ADDRESS IN PARA 3. ALL INDIVIDUALS THAT ELECT  NOT TO RETAIN PMOS 8059 WILL NO LONGER MEET THE PROVISIONS OF REF C, AND WILL NO LONGER BE ENTITLED TO AVIATION CAREER INCENTIVE PAY(ACIP-FLIGHT PAY) OR AVIATION CONTINUATION PAY (ACP-BONUS).  THESE PAYMENTS WILL STOP EFFECTIVE 31 JUL 2012.
C.  DESIGNATED NAVAL AVIATORS PREVIOUSLY ELIGIBLE FOR AVIATION CAREER INCENTIVE PAY (ACIP-FLIGHT PAY) OR AVIATION CONTINUATION PAY (ACP-BONUS) WILL CONTINUE TO BE ELIGIBLE FOR AVIATION CAREER INCENTIVE PAY (ACIP-FLIGHT PAY) AND AVIATION CONTINUATION PAY (ACP-BONUS) AFTER THE PMOS RECLASSIFICATION. PER THE PROVISIONS OF REF C.  WAIVERS FOR FLIGHT GATES WILL NOT BE APPROVED.
D.  OFFICERS RECLASSIFIED FROM PMOS 8059 TO PMOS 8061 WILL NOT INCUR ANY ADDITIONAL SERVICE OBLIGATION AS A DIRECT RESULT OF THE PMOS 8061 RECLASSIFICATION.

5.  THE ANNUAL ACQUISITION PRIMARY MOS SELECTION (8059/8061) CONVERSION BOARD WILL CONTINUE TO PROVIDE ACCESSION INTO THE ACQUISITION WORKFORCE. THE OBJECTIVE OF THE ACQUISITION PRIMARY MOS 8059/8061 SELECTION PROCESS IS TO DEVELOP A POPULATION OF ACQUISITION PROFESSIONAL OFFICERS WHO MEET STATUTORY REQUIREMENTS AND ARE HIGHLY COMPETITIVE FOR PROGRAM MANAGEMENT POSITIONS OF MAJOR DEFENSE ACQUISITION PROGRAMS. THE FY13 ACQUISITION PRIMARY MOS SELECTION (8059/8061) CONVERSION BOARD WILL CONVENE FEB 2013 IN QUANTICO, VA.
6.  THIS MARADMIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
