GENTEXT/REMARKS/1. SITUATION
    A.  PURPOSE.  THIS MARADMIN ESTABLISHES PROCEDURES FOR FISCAL YEAR (FY) 2013 ENLISTED RETENTION EFFORTS FOR BOTH THE FIRST TERM ALIGNMENT PLAN (FTAP) AND SUBSEQUENT TERM ALIGNMENT PLAN (STAP).
    B.  BACKGROUND.  RETAINING OUR BEST MARINES IS VITAL TO BUILDING AND SUSTAINING THE MARINE CORPS' ENLISTED CAREER FORCE.  THE MARINE CORPS' EMPHASIS ON RETENTION AS A FUNCTION OF COMMAND AND THE DEMONSTRATED WILLINGNESS OF PROVEN PERFORMERS TO STAY MARINE HAS YIELDED AN UNPRECEDENTED LEVEL OF RETENTION ACHIEVEMENT SINCE FY07. THIS ACHIEVEMENT HAS BEEN CRITICAL TO SHAPING THE ENLISTED CAREER FORCE WHILE ALSO CONTRIBUTING TO MEETING KEY END STRENGTH MISSIONS. IN THE 35TH COMMANDANT OF THE MARINE CORPS PLANNING GUIDANCE, GENERAL AMOS MADE COURSE CORRECTIONS IN THE MANNER IN WHICH THE MARINE CORPS RETAINS ITS ENLISTED MARINES WITH AN EMPHASIS ON RETAINING THE MOST QUALIFIED MARINES.  THOSE MODIFICATIONS TO THE RETENTION PROCESS ARE INCORPORATED INTO THESE GUIDELINES.
2.  MISSION.  ON 1 JULY 2012, THE MARINE CORPS BEGINS EXECUTION OF THE FY13 ENLISTED RETENTION MISSION IN ORDER TO MEET THE REQUIREMENTS OF THE ENLISTED CAREER FORCE.
3.  EXECUTION
    A.  COMMANDER'S INTENT.  THE PURPOSE OF OUR ENLISTED RETENTION EFFORTS IS TO MEET THE REQUIREMENTS OF OUR ENLISTED CAREER FORCE BY RETAINING MARINES WITH PROVEN PERFORMANCE AND DEMONSTRATED POTENTIAL.  WE WILL ACCOMPLISH THIS BY FOCUSING ON THE RETENTION PROCESS AT EVERY LEVEL OF COMMAND WITH EACH COMMAND'S RETENTION PROCESS AIMED AT PROVIDING ALL ELIGIBLE MARINES WITH COMPREHENSIVE INFORMATION AND LEADERSHIP REGARDING OPPORTUNITIES FOR FURTHER SERVICE.  THE DESIRED END STATE IS TO MEET ALL RETENTION REQUIREMENTS WITH THE MOST QUALIFIED MARINES AND TO PROVIDE ALL MARINES ELIGIBLE TO REENLIST IN FY13 WITH PERSONAL INTERACTION THROUGHOUT THEIR CHAIN OF COMMAND REGARDING OPPORTUNITIES FOR FURTHER SERVICE. THIS INTERACTION IS PARTICULARLY IMPORTANT FOR FIRST TERM MARINES WITH SPECIFIC EMPHASIS ON MOS MATCH, HIGH DEMAND-LOW DENSITY (HD-LD) MOS(S) AND SPECIAL DUTY ASSIGNMENTS.
    B.  CONCEPT OF OPERATIONS.  WE WILL CONDUCT FY13 RETENTION EFFORTS IN TWO PHASES:  PHASE I IS RETENTION PREPARATION AND INVOLVES INTERVIEWS WITH EACH ELIGIBLE MARINE, RESEARCH INTO OPPORTUNITIES, AND ADMINISTRATIVE ACTIONS ASSOCIATED WITH DEVELOPING A REENLISTMENT REQUEST FOR SUBMISSION TO HQMC.  PHASE I IS ALREADY UNDERWAY.  PHASE II IS RETENTION EXECUTION.  PHASE II BEGINS FOR THE FIRST TERM MARINE ON 1 JULY 2012.  FOR THE SUBSEQUENT TERM MARINE, PHASE II IS ALREADY UNDERWAY FOR THOSE CAREER MARINES WITHIN12 MONTHS OF THEIR END OF CURRENT CONTRACT (ECC).
    C.  TASK
        (1) UNIT COMMANDERS AND SENIOR ENLISTED LEADERS
            (A) EXECUTE A COMMAND RETENTION PROGRAM THAT ENSURES 100 PERCENT CONTACT WITH MARINES ELIGIBLE TO REENLIST DURING FY13. FIRST TERM MARINES ARE A PARTICULAR FOCUS AS THEY WILL REQUIRE MORE INFORMATION ON OPPORTUNITIES DURING A SECOND ENLISTMENT TO INCLUDE THE REDUCED WINDOW OF OPPORTUNITY TO COMPLETE A SPECIAL DUTY ASSIGNMENT DUE TO REVISED SERVICE LIMITATIONS FOR SERGEANTS.
            (B) PROVIDE COMMAND SUPPORT TO ASSIST IN THE SUBMISSION OF TIMELY, ACCURATE AND COMPLETE REENLISTMENT REQUESTS IAW REF (A) TO HQMC.
            (C) SCREEN MARINES FOR HD-LD LATERAL MOVE ELIGIBILITY AND ASSIST IN FILLING THESE CRITICAL MOS NEEDS AS LISTED IN PARA 3D(5)(B).
            (D) SEEK OUT QUALITY MARINES FOR RETENTION AND PERSONALLY ASSIST THEM IN THEIR RETENTION CHOICES.
            (E) ENCOURAGE FY13 FTAP MARINES TO PURSUE SPECIAL DUTY ASSIGNMENTS.
            (F) SCREEN ALL ENLISTED MARINES THAT ARE REQUIRED TO MAINTAIN SECURITY CLEARANCE ELIGIBILITY FOR THEIR PMOS TO ENSURE REQUIRED ELIGIBILITY EXISTS. 
        (2) CAREER PLANNER
            (A) IDENTIFY, SCREEN AND INTERVIEW ALL MARINES ELIGIBLE TO REENLIST IN FY13 IN YOUR RESPECTIVE UNIT.
            (B) SOLICIT QUALIFIED FY13 FTAP MARINES TO CONSIDER A SPECIAL DUTY ASSIGNMENT AS THEIR DUTY STATION PREFERENCE.  ENSURE MARINES ARE AWARE OF THE 100 POINT COMPOSITE SCORE BONUS FOR COMPLETING A SDA SCHOOL.
            (C) GAIN AND MAINTAIN SITUATIONAL AWARENESS OF CURRENT FTAP-STAP BOAT SPACE STATUS.
            (D) ENSURE UNIT COMMANDERS AND SENIOR ENLISTED LEADERS ARE AWARE OF ALL RETENTION INFORMATION DISTRIBUTED VIA THE TOTAL FORCE RETENTION SYSTEM (TFRS).
            (E) ENSURE TIMELY ACKNOWLEDGEMENT OF APPROVED REENLISTMENT REQUESTS IN TFRS.  THIS IS PARTICULARLY IMPORTANT FOR FIRST TERM MARINES IN RECEIPT OF A BOAT SPACE ALLOCATION.
            (F) EDUCATE MARINES ON THE BENEFITS OF LATERAL MOVES TO HD-LD MOS(S) AND ASSIST THEM IN THE LATERAL MOVE PROCESS.
    D.  COORDINATING INSTRUCTIONS
        (1) CMC (MMEA) IS THE SOLE REENLISTMENT DECISION AUTHORITY.
        (2) THE FOLLOWING DEFINITIONS ARE ESTABLISHED:
            (A) FTAP MARINE: A MARINE ON HIS-HER INITIAL CONTRACT OF ENLISTMENT.  FY13 FTAP MARINES HAVE AN ECC BETWEEN 1 OCTOBER 2012 AND 30 SEPTEMBER 2013.
            (B) STAP MARINE:  A MARINE IN THE GRADE OF CORPORAL TO MASTER SERGEANT WHO HAS PREVIOUSLY REENLISTED, WHO HAS TAKEN A FTAP BOAT SPACE, AND WHO HAS LESS THAN 18 YEARS OF ACTIVE SERVICE ON THE DATE OF REENLISTMENT.  FY13 STAP MARINES HAVE AN ECC BETWEEN 1 OCTOBER 2012 AND 30 SEPTEMBER 2013.
            (C) PRIOR SERVICE ENLISTMENT PROGRAM (PSEP) MARINE:  A MARINE WHO HAS PREVIOUS ACTIVE MARINE CORPS SERVICE OR IS CURRENTLY SERVING IN A MARINE CORPS RESERVE COMPONENT, BUT HAS NO PRESENT ACTIVE SERVICE COMMITMENT.  PSEP MARINES MAY BE CONSIDERED PSEP FTAP OR PSEP STAP.
            (D) BOAT SPACE:  AN AVAILABLE REENLISTMENT OPPORTUNITY SPECIFIED BY MOS.  ANNOUNCED VIA SEPCOR.
            (E) OPEN MOS:  AN MOS IN WHICH REENLISTMENT OPPORTUNITIES (BOAT SPACES) EXIST.
            (F) CLOSED MOS:  AN MOS IN WHICH NO REENLISTMENT OPPORTUNITIES (BOAT SPACES) REMAIN.
            (G) FAST FILLING MOS (FFM):  AN MOS THAT RECEIVES MOREFY13 FTAP REENLISTMENT REQUESTS THAN AVAILABLE FY13 BOAT SPACES DURING THE SUBMISSION PERIOD (1 JULY 2012 - 30 SEPTEMBER 2012).
        (3) FTAP SUBMISSION GUIDELINES
            (A) FY13 FTAP BOAT SPACES ARE ONLY AVAILABLE TO FY13 FTAP MARINES.  PER REF A, ALL FTAP MARINES MUST COMPETE FOR A BOAT SPACE DURING THE FISCAL YEAR OF THEIR ORIGINAL ECC.  ADDITIONALLY, FTAP MARINES WITH EXTENSIONS THAT HAVE TAKEN EFFECT MUST COMPETE FOR A BOAT SPACE IN THE FY OF THEIR ORIGINAL ECC.  THEY WILL NOT BE AUTHORIZED TO COMPETE FOR A BOAT SPACE IN THE FY OF THEIR NEW ECC UNLESS OTHERWISE SPECIFIED BY CMC (MMEA) IN THEIR PREVIOUS EXTENSION APPROVAL AUTHORITY.  MARINES THAT FAIL TO COMPETE FOR A BOAT SPACE WITHIN THEIR ORIGINAL FY AND ARE REQUESTING TO COMPETE IN ANOTHER FY WILL REQUIRE THEIR FIRST COMMANDING GENERALS ENDORSEMENT. MARINES THAT FALL WITHIN THIS CATEGORY WILL BE SUBJECT TO THE NEEDS OF THE MARINE CORPS ON DUTY STATION PLACEMENT AND PRIMARY MOS.
            (B) FY13 FTAP MARINES REQUESTING REENLISTMENT IN THEIR PRIMARY MOS (PMOS) MAY SUBMIT REQUESTS BEGINNING 1 JULY 2012.
            (C) CMC (MMEA-6) WILL RELEASE RESPONSES AND AUTHORIZATIONS TO FY13 FTAP REENLISTMENT REQUESTS BEGINNING IN OCTOBER 2012.
            (D) DUE TO THE NEED TO RETAIN HD-LD MOS(S) AND HIGH DEPLOYING MOS(S), CMC (MMEA-6) WILL RELEASE RESPONSES AND AUTHORIZATIONS FOR THE FOLLOWING MOS(S) BEGINNING AUGUST 2012:0211, 0231, 0241, 0261, 0311, 0313, 0321, 0331, 0341, 0351, 0352, 0372, 0431, 0451, 0481, 0612, 0621, 0651, 0689, 0811, 0844, 0861, 1142, 1161, 1171, 1345, 1361, 1371, 1391, 2147, 2336, 2621, 2631, 2651, 2676, 3044, 3531, 4133, 4671, 5821, 6048, 6062, 6072, 6073, 6112, 6113, 6116, 6132, 6152, 6153, 6156, 6174, 6176, 6212, 6213, 6214, 6217, 6218, 6252, 6253, 6257, 6258, 6276, 6282, 6283, 6287, 6288, 6312, 6313, 6314, 6317, 6322, 6323, 6324, 6326, 6332, 6333, 6337, 6338, 6386, 6433, 6531, 7212, 7236, 7314, AND 7372.
            (E) COMMANDERS ARE AUTHORIZED TO EXTEND FY13 FTAP MARINES WITH AN EAS BETWEEN 1 OCTOBER 2012 AND 31 DECEMBER 2012 UNTIL 31 JANUARY 2013 TO AWAIT A RESPONSE FOR A SUBMITTED REENLISTMENT REQUEST.  THIS WILL PROVIDE SUFFICIENT OPPORTUNITY TO DEVELOP AND DECIDE SUCH REQUESTS.
            (F) COMMANDERS ARE AUTHORIZED TO EXTEND FY13 FTAP MARINES WITH AN EAS BETWEEN 1 OCTOBER 2012 AND 31 MARCH 2013 WHO INTEND TO SUBMIT FOR LATERAL MOVE IN CONJUNCTION WITH REENLISTMENT UNTIL 31 MAY 2013.  THIS WILL PROVIDE SUFFICIENT OPPORTUNITY TO DEVELOP AND DECIDE SUCH REQUESTS.
            (G) FTAP REQUESTS FOR 24 MONTHS ARE NOT AUTHORIZED.
            (H) ALL MOS(S) THAT ARE NOT FFMS WILL BE PROCESSED TO ENSURE THAT THE MOST QUALIFIED MARINE IS RETAINED.  REQUESTS FOR RETENTION IN PMOS WILL BE GIVEN PRIORITY OVER REQUESTS FOR LATERAL MOVE INTO THAT MOS.
        (4) FFM GUIDELINES
            (A) EVERY MOS HAS THE POTENTIAL TO BECOME AN FFM.  FY13 FTAP MARINES IN EVERY MOS SHOULD SUBMIT FOR REENLISTMENT DURING THE SUBMISSION PERIOD TO MAXIMIZE THEIR OPPORTUNITY FOR RECEIVING A BOAT SPACE.
            (B) NO ADDITIONAL SUBMISSION PERIOD WILL BE OFFERED IF AN MOS IS NOT LISTED BELOW BUT DOES BECOME AN FFM DURING THE INITIAL SUBMISSION PERIOD.  IT IS IMPORTANT FOR CAREER PLANNERS TO MONITOR THE BOAT SPACE REPORT CLOSELY AND RETURN RELMS CATEGORIZED AS PENDING ADDITIONAL INFORMATION (PAI) WITHIN THE REQUIRED TIMEFRAME.
            (C) BASED ON HISTORICAL DATA, THE FOLLOWING MOS(S) ARE MOST LIKELY TO BE FFMS FOR FY13:0111, 0627, 1161, 1171, 1316, 1361, 1391, 2111, 2671, 2673, 2821, 2831, 2834, 2841, 2871, 3043, 3051, 3052, 3112, 3381, 3432, 3451, 3521, 4133, 4612, 4641, 4671, 5811, 5942, 5948, 5952, 5953, 5979, 6042, 6046, 6112, 6123, 6152, 6153, 6172, 6216, 6258, 6276, 6283, 6287, 6386, 6423, 6432, 6672, 6694, 7041.
            (D) ALL MOS(S) THAT BECOME FFMS WILL BE ANNOUNCED VIA SEPCOR.  MOS(S) THAT ARE "NOT" DEEMED FFM MAY CONTINUE TO SUBMIT DURING THE FISCAL YEAR.
        (5) REQUEST FOR FTAP LATERAL MOVES
            (A) LATERAL MOVE REQUESTS MUST INCLUDE MOS CHOICES FOR WHICH THE MARINE IS QUALIFIED AS OUTLINED IN REF B.
            (B) THE SUBMISSION PERIOD FOR MARINES REQUESTING LATERAL MOVES WILL BE 1 DECEMBER 2012.  HOWEVER, CMC (MMEA) WILL ACCEPT LATERAL MOVE REQUESTS BEGINNING 1 JULY 2012 FOR THE FOLLOWING 11 MOS(S): 0211, 0241, 0321, 0372, 0689, 2336, 2671, 3044, 4133, 4821, AND 5821.  CMC (MMEA) WILL BEGIN RELEASING DECISIONS ON THESE 11 MOS REQUESTS IN AUGUST 2012.
            (C) REQUESTS FOR LATERAL MOVE INTO MOS 6218, 6258, 6288, OR 6338 ARE ONLY OPEN TO MARINES IN THE FOLLOWING MOS(S) AND QUALIFIED MARINES MAY BEGIN SUBMITTING ON 1 JULY 2012:
                1.  6218 MOS(S):  6122, 6212, 6217, 6222, AND 6227
                2.  6258 MOS(S):  6252 AND 6257
                3.  6288 MOS(S):  6282 AND 6287

            (E) REQUESTS FOR LATERAL MOVE INTO CLOSED MOS(S) WILL NOT BE CONSIDERED.
            (F) FOR MOS(S) THAT REQUIRE FORMAL SCHOOL TRAINING, INFORMATION REGARDING SCHOOL SEAT DATES, ORDERS AND FUNDING GUIDANCE WILL BE SENT TO THE UNIT CAREER PLANNER VIA TFRS. IF THE CAREER PLANNER HAS NOT RECEIVED SCHOOL SEAT INFORMATION WITHIN 45 DAYS OF RELM ACCEPTANCE, CONTACT THE LATMOVE SECTION AT COMM 703-432-9036:9970 OR DSN 278-9036:9970.
            (G) MARINES WHO LATMOVE INTO MOS(S) THAT DO NOT REQUIRE SCHOOL WILL RECEIVE PCS-PCA ORDERS VIA WEB ORDERS AS APPROPRIATE FOR ON THE JOB TRAINING (OJT).
        (6) QUALITY REENLISTMENT PROGRAM (QRP)
            (A) QRP PROVIDES LIMITED BOAT SPACES FOR FTAP MARINES IN CLOSED MOS(S) UNDER THE FOLLOWING:
                1.  MUST HAVE THE COMMANDING OFFICER'S RECOMMENDATION; SPECIFICALLY FOR A QRP BOAT SPACE.
                2.  MUST BE IN THE GRADE OF CPL OR ABOVE.
                3.  MUST BE A TIER 1 OR TIER 2 MARINE (COMPUTED AND RECOMMENDED).
                4.  MUST HAVE NO ASSIGNMENT TO THE MARINE CORPS' BODY COMPOSITION PROGRAM OR MILITARY APPEARANCE PROGRAM.
                5.  MUST HAVE NO 6105(S), NJP(S), COURTS MARTIAL, OR CIVILIAN CONVICTIONS.
                6.  MUST HAVE AT LEAST ONE LETTER OF RECOMMENDATION FROM AN OFFICER OR SNCO IN THE MARINE'S CHAIN OF COMMAND.
            (B) QRP BOAT SPACES ARE INTENDED FOR FTAP MARINES IN CLOSED MOS(S) WITH EXCEPTIONAL PERFORMANCE RECORDS WHO WISH TO REMAIN IN THEIR PRIMARY MOS RATHER THAN REQUEST A LATERAL MOVE TO AN OPEN MOS.
            (C) QRP BOAT SPACES WILL NOT EXCEED 105 PERCENT OF THE FY13 FTAP BOAT SPACE ALLOCATION OR MORE THAN ONE BOAT SPACE WHERE AN ADDITIONAL REENLISTMENT WOULD EXCEED 105 PERCENT.
            (D) 100 FTAP QRP BOAT SPACES WILL BE AUTHORIZED IN FY13.
            (E) QRP BOARD TIMELINE WILL BE PUBLISHED VIA SEPCOR.
            (F) QRP REQUESTS MUST BE FOR 48 MONTHS.
            (G) QRP REQUESTS WILL NOT BE CONSIDERED FOR MOS(S) THAT HAVE REACHED 105 PERCENT.
            (H) LATERAL MOVE REQUESTS INTO QRP DESIGNATED MOS(S) WILL NOT BE CONSIDERED.  HQMC MAY REQUEST LATERAL MOVE OPTIONS FOR QRP MARINES NOT SELECTED FOR THEIR PMOS IN ORDER TO RETAIN THE MOST QUALIFIED MARINES.
            (I) QRP WILL NOT BE AUTHORIZED SELECTIVE REENLISTMENT BONUS PROGRAM (SRBP).
        (7) QUALITY MARINE IDENTIFICATION (QMI)
            (A) COMMANDING GENERALS HAVE THE ABILITY TO REQUEST ADDITIONAL BOAT SPACES, IN A MARINE'S PMOS, FOR EMINENTLY QUALIFIED MARINES WHO DID NOT RECEIVE A BOAT SPACE IN THEIR PMOS.  THESE ALLOCATIONS SHOULD BE UTILIZED WITH THE GREATEST PREJUDICE AS THEY ARE NOT INTENDED TO BE UNLIMITED.
            (B) FINAL APPROVAL AUTHORITY FOR QMI IS DC MRA.
            (C) QMI IS NOT AUTHORIZED UNTIL QRP HAS BEEN EXECUTED.
            (D) REQUESTS MUST BE SUBMITTED VIA TFRS AND HAVE A FAVORABLE ENDORSEMENT FROM THE MARINE'S COMMANDING GENERAL.
        (8) FTAP REENLISTMENT INCENTIVE.
            (A) SELECTIVE REENLISTMENT BONUS PROGRAM.  FY13 SRBP INFORMATION WILL BE PUBLISHED VIA SEPCOR.
            (B) REENLISTMENT INCENTIVE SCHOOL SEATS.  FY13 INCENTIVE SCHOOL SEAT INFORMATION FORTHCOMING VIA SEPCOR.
            (C) DUTY STATION INCENTIVE.

                3.  FY13 FTAP MARINES WITH TWO OR MORE YEARS ON STATION WILL BE REQUIRED TO INDICATE THREE DUTY STATION PREFERENCES. ONE OF THE FOLLOWING MCC'S MUST BE SELECTED:
J9E - DRILL INSTRUCTOR DUTY (WEST)
J9F - RECRUITING DUTY

                4.  IN THE EVENT A FTAP MARINE HAS NOT REACHED THE MINIMUM REQUIRED TIME ON STATION FOR THEIR GEO LOCATION, NORMALLY 24 MONTHS OCONUS OR 36 MONTHS CONUS, THEY SHOULD REQUEST DEFERRAL (MCC YAB) OF THEIR DUTY STATION INCENTIVE UNTIL SIX MONTHS PRIOR TO COMPLETING THEIR CURRENT TOUR OF DUTY.  FOLLOW ON REQUEST FOR ASSIGNMENT OF THE DEFERRED DUTY STATION INCENTIVE SHOULD BE SENT VIA NAVAL MESSAGE TO CMC (MMEA-8).  IF A DUTY STATION IS NOT REQUESTED WITHIN 6 MONTHS OF MEETING TIME ON STATION REQUIREMENTS, THE DEFERRED DUTY STATION OPTION IS NO LONGER VALID.  DEFERRAL OF DUTY STATION PREFERENCE IS NOT INTENDED FOR FTAP MARINES WHO NEED TIME TO DECIDE THEIR DUTY STATION PREFERENCE.
                5.  CMC (MMEA-8) MAY NOT BE ABLE TO ASSIGN MARINES TO ONE OF THE MCC(S) LISTED AS A DUTY STATION INCENTIVE. WHEN THIS OCCURS, THE MONITOR WILL CORRESPOND WITH THE CAREER PLANNER WITH AVAILABLE MCC(S).
                6.  IF A REQUEST IS SUBMITTED WITHOUT DUTY STATION OPTIONS, CMC (MMEA-8) WILL ASSIGN A DUTY STATION PER THE NEEDS OF THE MARINE CORPS.
                7.  FTAP MARINES GRANTED LATERAL MOVE IN CONJUNCTION WITH REENLISTMENT WILL BE ASSIGNED PER THE NEEDS OF THE NEW MOS.
        (9) DUE TO SRB RECOUPMENT ISSUES, MARINES WHO DESIRE TO SUBMIT FOR AN OFFICER COMMISSIONING PROGRAM, BUT DO NOT MEET THE EAS CUTOFF, MAY REQUEST AN EXTENSION THROUGH SEPTEMBER 2013 IN ORDER TO MEET THE REQUIREMENT.  MARINES WHO ARE NOT SELECTED BY THE RESPECTIVE BOARD AND WHO DESIRE RETENTION ARE REQUIRED TO COMPETE FOR A BOAT SPACE IN THEIR CURRENT FY.  MARINES MAY BE AUTHORIZED BY CMC (MMEA-6) TO EXTEND ACROSS THE FY TO COMPETE FOR A BOAT SPACE.
        (10) ALL FTAP REENLISTMENT AUTHORITIES WILL BE GIVEN FROM 10 TO 20 DAYS FOR EXECUTION AS OUTLINED BELOW.  IN THE EVENT REENLISTMENT IS NOT EXECUTED BEFORE THE NO LATER THAN DATE, THE REENLISTMENT AUTHORITY WILL BE REVOKED.  UNIT CAREER PLANNER(S) MUST ENSURE TIMELY ACKNOWLEDGEMENT ACTION IN TFRS.
             (A) FAST FILLING MOS(S) WILL RECEIVE 10 DAYS TO EXECUTE.
             (B) REENLISTMENT AUTHORITY GRANTED BETWEEN AUGUST - DECEMBER (NON-FFM) WILL RECEIVE 20 DAYS TO EXECUTE.
             (C) REENLISTMENT AUTHORITY GRANTED BETWEEN JANUARY - MARCH WILL RECEIVE 15 DAYS TO EXECUTE.
             (D) REENLISTMENT AUTHORITY GRANTED BETWEEN APRIL - SEPTEMBER WILL RECEIVE 10 DAYS TO EXECUTE.
        (11) STAP SUBMISSION GUIDELINES
             (A) FY13 STAP MARINES REQUESTING REENLISTMENT MAY BEGIN SUBMITTING FOR REENLISTMENT IMMEDIATELY.  ONLY STAP MARINES WITH AN ECC BETWEEN 1 OCTOBER 2012 AND 30 SEPTEMBER 2013 WILL COUNT TOWARD THE FY13 STAP MISSION.
             (B) ALL STAP MARINES WILL BE GRANTED 30 DAYS TO EXECUTE REENLISTMENT AUTHORITY (IF REQUIRED FOR BUDGET CLOSURE, LESS THAN 30 DAYS TO EXECUTE REENLISTMENT APPROVALS MAY BE UTILIZED). REENLISTMENT MAY BE EXECUTED ANYTIME BETWEEN RECEIPT OF THE APPROVED RELM AND THE NO LATER THAN DATE.
             (C) EARLY REENLISTMENT MAY BE AUTHORIZED FOR STAP MARINES WHO MUST GAIN OBLIGATED SERVICE FOR ASSIGNMENTS, ONLY IF THEY HAVE LESS THAN 18 MONTHS OF SERVICE REMAINING ON CURRENT CONTRACT.  MARINES WITH MORE THAN 18 MONTHS ON CONTRACT WILL GAIN THE ADDITIONAL OBLIGATED SERVICE THROUGH AN EXTENSION.
             (D) CMC (MMEA) WILL ONLY MAKE DETERMINATIONS FOR INVOLUNTARY SEPARATION PAY WITHIN 90 DAYS OF MARINE'S EAS.
        (12) STAP REENLISTMENT INCENTIVES:
             (A) SELECTIVE REENLISTMENT BONUS PROGRAM (SRBP).  FY13 SRBP INFORMATION WILL BE PUBLISHED VIA SEPCOR.
             (B) TRANSFER OF EDUCATIONAL BENEFITS FOR ELIGIBLE MARINES PER REF C.
        (13) STAP LATERAL MOVES:
             (A) ALL (CURRENT FY AND OUT-FY) STAP REQUESTS FOR LATERAL MOVE MUST HAVE BOAT SPACES REMAINING IN THE REQUESTED MOS WITHIN THE CURRENT FY AND ZONE.  SERGEANTS WITH 8 YEARS OF ACTIVE MARINE SERVICE OR MORE WILL NOT BE CONSIDERED FOR LATERAL MOVE. MARINES THAT ARE NOT ABLE TO GAIN THE REQUIRED OBLIGATED SERVICE FOR REQUESTED MOS(S) DUE TO ECFC WILL NOT BE CONSIDERED FOR LATERAL MOVE TO THAT RESPECTED MOS.
        (14) MOS RECLASSIFICATION:  MARINES WHO WERE PREVIOUSLY APPROVED FOR LATERAL MOVE AND SUBSEQUENTLY FAILED TO COMPLETE THE REQUIRED TRAINING FOR THEIR NEW MOS OR MARINES WHOSE PMOS REQUIRES A SECURITY CLEARANCE AND FAILS TO GAIN OR LOSES THAT CLEARANCE MUST SUBMIT A TFRS REQUEST FOR MOS RECLASSIFICATION.
             (A) CMC (MMEA-6) WILL CONSIDER ALL MOS RECLASSIFICATION REQUESTS BASED ON THE NEEDS OF THE MARINE CORPS.  IN MOST CASES, MARINES WILL BE REVERTED BACK TO THEIR ORIGINAL MOS.  IF THERE IS NO VALID NEED IN THEIR ORIGINAL MOS, ADDITIONAL MOS(S) MAY BE CONSIDERED (IF THE MARINE IS QUALIFIED FOR THOSE MOS(S)).
             (B) IF IT IS DETERMINED THAT THERE IS NO REQUIREMENT IN ANY MOS WHICH THE MARINE IS QUALIFIED, THE MOS RECLASSIFICATION WILL BE SENT BACK TO THE COMMAND DIRECTING THAT THE MARINE BE PROCESSED FOR ADMINISTRATIVE SEPARATION IAW REF D.
             (C) MARINES SEPARATED UNDER THIS PROVISION MAY BE CONSIDERED FOR INVOLUNTARY SEPARATION PAY IAW REF D.  THIS WILL REQUIRE AN ADDITIONAL RELM SUBMISSION WITH THE ADMINISTRATION SEPARATION LETTER ATTACHED.  INVOLUNTARY SEPARATION PAY WILL NOT BE CONSIDERED FOR MARINES WITH LESS THAN 6 YEARS OF ACTIVE SERVICE.
        (15) COMBAT INJURED MARINES DESIRING RETENTION IN AN EXPANDED PERMANENT LIMITED DUTY (EPLD) STATUS ARE GUIDED BY REF E.
