GENTEXT/REMARKS/1.  THIS MARADMIN OUTLINES THE HIGH-LEVEL PLAN OF ACTION AND MILESTONES TO TRANSITION THE REPORTING OF REQUIRED TRAINING INFORMATION FROM MOL TMS TO THE MCTIMS UTM MODULE.
2.  BACKGROUND.  HISTORICALLY, MCTIMS SUPPORTED USMC FORMAL LEARNING CENTERS IN THE APPLICATION OF THE SYSTEMS APPROACH TO TRAINING (SAT) THROUGHOUT THE EXECUTION OF ALL FORMAL SCHOOL MANAGEMENT FUNCTIONS.  RECENT DEVELOPMENT EFFORTS HAVE EXPANDED MCTIMS TO NOW INCLUDE CAPABILITIES THAT ENABLE THE APPLICATION OF SAT THROUGHOUT THE OPERATING FORCES (OPFOR), ALIGNED WITH DOCTRINAL TRAINING MANAGEMENT PRACTICES OUTLINED IN REFS A AND B.  FOLLOWING THE INITIAL FIELDING OF THE MCTIMS UTM MODULE OUTLINED IN REF C, OPFOR CUSTOMERS VALIDATED THE REQUIREMENT FOR A SINGLE SYSTEM TO TRACK ALL TRAINING RELATED DATA TO REDUCE THE ADMINISTRATIVE BURDEN CAUSED BY ENTERING SIMILAR DATA INTO MULTIPLE SYSTEMS.  IN RESPONSE TO THIS FEEDBACK AND GUIDANCE OUTLINED IN REF D, TECOM AND MANPOWER AND RESERVE AFFAIRS REPRESENTATIVES COLLABORATED TO IDENTIFY AND IMPLEMENT SYSTEMIC SOLUTIONS TO GAIN EFFICIENCIES FOR TRAINING MANAGERS.  THIS EFFORT WILL RESULT IN A SINGLE SYSTEM CAPABLE OF TRACKING, RECORDING AND REPORTING TRAINING
REQUIREMENTS ASSOCIATED TO THE UNIT'S MISSION ESSENTIAL TASK LIST (METL). 
3.  GOALS.
    A.  ELIMINATE WASTE, VARIATION, AND CONSTRAINTS ASSOCIATED WITH THE DUPLICATION AND REDUNDANCY CAUSED BY MULTIPLE INPUTS OF TRAINING DATA ACROSS THE MARINE CORPS.
    B.  MAXIMIZE EFFICIENCY AND INTEROPERABILITY BY INTEGRATING TRAINING DATA REQUIRED TO SUPPORT MANPOWER PROCESSES, MCTIMS UTM WILL INTERFACE WITH THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS).
    C.  IDENTIFY AND DOCUMENT REDUNDANCY OF DATA BETWEEN MCTFS AND MCTIMS.
    D.  ALIGN ALL SYSTEMATIC CHANGES WITH EXISTING TMS FUNCTIONALITY AND POLICY TO PROVIDE A SEAMLESS TRANSITION TO THE TOTAL FORCE USING A PHASED TESTING, VALIDATION, AND IMPLEMENTATION PLAN.
    E.  PROVIDE COMPREHENSIVE OBJECTIVE DATA TO INFORM TRAINING READINESS ASSESSMENTS REPORTED TO THE DEFENSE READINESS REPORTING SYSTEM MARINE CORPS (DRRS-MC). 
4.  PLAN OF ACTION AND MILESTONES.  THE INTEGRATION OF TRAINING PROCESSES AND DATA BETWEEN MCTIMS UTM AND MCTFS WILL BE EXECUTED USING A PHASED DEVELOPMENT APPROACH.  THE SCOPE OF THE FIRST PHASE AND EACH SUBSEQUENT PHASE WILL BE DETERMINED FOLLOWING DETAILED FIT/GAP ANALYSIS BETWEEN MCTFS AND MCTIMS UTM.  THE REQUIREMENTS FOR EACH PHASE WILL BE IDENTIFIED, ANALYZED, DEVELOPED, TESTED, AND SUCCESSFULLY IMPLEMENTED IN A LOGICAL SEQUENCE BASED ON NEED AND COMPLEXITY.  PHASE ONE DETAILS ARE OUTLINED IN PARAGRAPHS 4.A.(1)-(4).  DETAILS FOR SUBSEQUENT PHASES ARE DEPENDENT ON THE OUTCOME OF PHASE ONE AND WILL BE PUBLISHED VIA SEPARATE CORRESPONDENCE. 
    A.  PHASE ONE.  
       (1) REQUIREMENTS ANALYSIS: APRIL-JULY 2012
       (2) SYSTEMS INTERFACE DESIGN AND DEVELOPMENT: JULY-OCTOBER 2012
       (3) PILOT TESTING AND VALIDATION:  OCTOBER 2012-MARCH 2013
       (4) INFANTRY OFFICER COURSE (IOC): 3RD QUARTER FY13
5.  TRANSITION STRATEGY.  UPON IOC, SPECIFIC CUTOVER SCHEDULES WILL BE COORDINATED THROUGH UNIT G-3 REPRESENTATIVES TO ENSURE MINIMAL IMPACT TO UNIT BATTLE RHYTHMS.  DRRS-MC REPORTING UNITS WILL INITIALLY TRANSITION TO MCTIMS BECAUSE THE DATA OUTPUTS FROM MCTIMS UTM DIRECTLY INFORM TRAINING READINESS ASSESSMENTS.  CONCURRENT IMPLEMENTATION AT SUPPORTING ESTABLISHMENTS CAN BE EXPECTED ONCE SUCCESS OF THE INITIAL TRANSITION IS DETERMINED. 
6.  MARINE FORCES/MARINE EXPEDITIONARY FORCES.  IDENTIFY PERMISSIONS ADMINISTRATORS (PA) TO GRANT ACCESS TO THE SYSTEM AND BEGIN ESTABLISHING MCTIMS ACCOUNTS IN ACCORDANCE WITH UNIT POLICIES. 
    A.  PA TRAINING WILL BE PROVIDED BY MCTIMS FIELD SUPPORT REPRESENTATIVES (FSR) CO-LOCATED WITH I MARINE EXPEDITIONARY FORCE (MEF) AND II MEF.
    B.  DEFENSE CONNECT ONLINE (DCO) PA TRAINING SESSIONS WILL BE CONDUCTED FOR III MEF AND MARINE FORCES RESERVE (MARFORRES) UNITS. 
    C.  MCTIMS NEW ROLES AND PERMISSIONS WILL ALIGN WITH EXISTING TMS PERMISSIONS IN AN EFFORT TO MITIGATE THE AMOUNT OF TRAINING REQUIRED DURING THE TRANSITION. 
7.  MCTIMS UTM SYSTEM TRAINING.  CONTACT FSR'S CO-LOCATED WITH I AND II MEF TO SCHEDULE MCTIMS UTM SYSTEM TRAINING.  FSR'S ARE FUNDED TO PROVIDE SUPPORT TO III MEF AND MARFORRES.
