GENTEXT/REMARKS/1. PURPOSE. TO PROVIDE GUIDANCE AND PROCEDURES FOR IMPLEMENTATION OF THE RESERVE OFFICER COMMISSIONING PROGRAM (ROCP) OPERATING FORCE AUGMENTATION PROGRAM.
2. BACKGROUND. THE ROCP PROVIDES RESERVE LIEUTENANTS FOR SERVICE WITH SELECTED MARINE CORPS RESERVE (SMCR) UNITS. THE PROGRAM, FIRST ESTABLISHED IN 2007 AS OFFICER CANDIDATES COURSE - RESERVE (OCC-R), ENABLED DEPLOYING RESERVE UNITS TO MEET OPERATIONAL REQUIREMENTS BY FILLING CRITICAL PLATOON LEADER VACANCIES. THE ROCP OPERATING FORCE AUGMENT PROGRAM ASSIGNS NEWLY ACCESSED LIEUTENANTS TO OPERATING FORCE UNITS AND DEPLOYING RESERVE UNITS FOR A PERIOD OF UP TO ONE YEAR TO GAIN VALUABLE LEADERSHIP AND MOS EXPERIENCE. AT THE COMPLETION OF THEIR ACTIVE DUTY TOUR, OPERATING FORCE AUGMENTS THEN REPORT FOR DUTY WITH THEIR ASSIGNED SMCR UNIT.
3. INTENT. ENABLE NEWLY ACCESSED RESERVE OFFICERS TO GAIN LEADERSHIP EXPERIENCE, APPROPRIATE TO THEIR GRADE AND PRIMARY MILITARY OCCUPATION SPECIALTY (MOS), WHILE PROVIDING AUGMENTATION SUPPORT TO OPERATING FORCE UNITS.
4. RESPONSIBILITIES.
A. CMC (RAP) IS THE DESIGNATED PROGRAM MANAGER OF THE ROCP OPERATING FORCE AUGMENTATION PROGRAM. THE ROCP PROGRAM MANAGER IS RESPONSIBLE FOR SELECTING VOLUNTEERS, CONSULTING WITH MARFORCOM TO DETERMINE ASSIGNMENT PRIORITIES, COORDINATING WITH GAINING COMMANDS TO IDENTIFY APPROPRIATE BILLETS, TRANSFERRING LIEUTENANTS FROM MOS SCHOOL TO THE GAINING COMMAND, COORDINATING WITH MMFA FOR THOSE LIEUTENANTS WHOSE ORDERS REQUIRE MPMC OCO FUNDING, MONITORING THE STATUS OF LIEUTENANTS IN THE PROGRAM, AND ENSURING RESERVE OFFICERS RETURN TO THEIR SMCR PARENT UNIT UPON COMPLETION OF THEIR ACTIVE DUTY TOUR.
B. GAINING COMMANDS. MARINE FORCES RESERVE, I MEF, AND II MEF WILL ASSIGN ROCP OPERATING FORCE AUGMENTS TO DEPLOYING BILLETS THAT PROVIDE THESE OFFICERS WITH EXPERIENCE APPROPRIATE FOR THEIR GRADE AND MOS.
C. ADMINISTRATIVE SUPPORT. THE RESERVE SUPPORT UNITS (RSU) AT CAMP PENDLETON AND CAMP LEJEUNE WILL PROVIDE ADMINISTRATIVE SUPPORT TO ROCP AUGMENTS ASSIGNED TO I MEF AND II MEF. THE RSU WILL RECEIVE, SCREEN AND PROCESS ROCP AUGMENTS, FACILITATE REQUIRED PREDEPLOYMENT TRAINING, ENSURE THEY ARE PROPERLY TRANSFERRED TO THE MEF, AND FOLLOWING COMPLETION OF THE LIEUTENANT'S TOUR, PROVIDE ADMINISTRATIVE OUT-PROCESSING SUPPORT UNDER GUIDANCE FROM CMC (RAP).
5. ELIGIBILITY. LIEUTENANTS ACCESSED THROUGH THE ROCP MAY VOLUNTEER TO AUGMENT OPERATING FORCE OR RESERVE UNITS AFTER MOS SELECTION WHILE HEY ARE ATTENDING THE BASIC SCHOOL. OFFICERS WHO DESIRE TO PARTICIPATE WILL COMMUNICATE THEIR INTENT PRIOR TO GRADUATION FROM THE BASIC SCHOOL VIA THE CMC (RAP) ROCP PROGRAM MANAGER.
6. PROCESS.
A. AUGMENTATION WILL OCCUR ON A ROLLING BASIS TIED TO COMPLETION OF PRIMARY MOS TRAINING.
B. THE ROCP PROGRAM MANAGER WILL SOLICIT VOLUNTEERS FOR THE ROCP OPERATING FORCE AUGMENT PROGRAM IMMEDIATELY FOLLOWING MOS SELECTION AT THE BASIC SCHOOL. THE ROCP PROGRAM MANAGER WILL THEN FORWARD THE NAMES OF VOLUNTEERS AND THEIR MOS TO I AND II MEF VIA THE RESPECTIVE RESERVE LIAISON OFFICER, MARFORRES, AND THE RESERVE OFFICERS FUTURE PARENT COMMAND.
C. PROSPECTIVE GAINING COMMANDS WILL IDENTIFY DEPLOYMENT OR TRAINING OPPORTUNITIES CONSISTENT WITH THE INTENT OF THE PROGRAM AND COMMUNICATE THEIR WILLINGNESS TO ACCEPT VOLUNTEERS TO CMC (RAP) WITHIN TWO WEEKS OF RECEIVING THE LIST OF VOLUNTEERS. CMC (RAP) WILL GIVE PRIORITY TO DEPLOYING BILLETS WITHIN MARFORRES BEFORE FORWARDING LIEUTENANTS FOR TEMPORARY SERVICE WITH THE ACTIVE COMPONENT.
D. CMC (RAP) WILL GENERATE PERMANENT CHANGE OF STATION (PCS) ORDERS DIRECTING AUGMENTS TO REPORT TO THE DESIGNATED GAINING COMMAND WHICH ALLOW FOR FINAL AUTHENTICATION BY MARFORRES. LIEUTENANTS SHOULD EXPECT TO PROCEED DIRECTLY FROM MOS SCHOOL TO THE GAINING COMMAND. LIEUTENANTS MAY REQUEST A BREAK IN ACTIVE DUTY FOR UP TO 30 DAYS BETWEEN MOS SCHOOL AND COMMENCING DUTY AS AN OPERATING FORCE AUGMENT. CMC(RA) WILL APPROVE OR DENY ANY SUCH REQUESTS BASED ON THE NEEDS OF THE MARINE CORPS AT THE TIME THE REQUEST IS SUBMITTED. LIEUTENANTS APPROVED FOR A BREAK IN ACTIVE DUTY MUST PROVIDE CMC(RA) WITH A VALID PHYSICAL ADDRESS TO WHICH SUBSEQUENT ACTIVE DUTY ORDERS WILL BE ADDRESSED. THIS ADDRESS WILL BE USED TO DETERMINE ELIGIBILITY FOR TRANSPORTATION AND TRAVEL ENTITLEMENTS. THE RSU WILL RECEIVE AND PROCESS AUGMENTS BEFORE TRANSFERING THEM TO I OR II MEF WHERE THEY WILL JOIN A DEPLOYING UNIT. WHEN MARFORRES IS THE GAINING COMMAND, MARFORRES G-1 WILL ENSURE THAT NECESSARY ADMINSTRATIVE ACTIONS ARE COMPLETED TO ALLOW AUGMENTS TO JOIN A DEPLOYING RESERVE UNIT. THE AUGMENTS WILL JOIN THEIR ASSIGNED UNIT FOR A DEPLOYMENT OR A PERIOD OF UP TO ONE YEAR.
E. UPON COMPLETION OF THEIR TOUR AS AN AUGMENT, OFFICERS WILL REPORT FOR OUT-PROCESSING TO THE RSU THAT ORIGINALLY RECEIVED THEM AND WILL RATE TRAVEL AND TRANSPORTATION ALLOWANCES CONSISTENT WITH PCS ENTITLEMENTS. TRAVEL TO A LOCATION IN EXCESS OF THE DISTANCE BETWEEN THE DUTY LOCATION AND PLEAD MAY BE CONDUCTED AT THE INDIVIDUAL'S OWN EXPENSE. THE RSU WILL FURNISH THE INDIVIDUAL WITH A DD214, PAY, AND FACILITATE COMPLETION OF THE AUGMENT'S FINAL TRAVEL CLAIM. FOR OFFICERS AUGMENTING RESERVE UNITS, MARFORRES G-1 WILL ENSURE THAT AUGMENTS RECEIVE THE SAME SERVICE THAT THE RSU PROVIDES TO OFFICERS AUGMENTING ACTIVE DUTY UNITS. AUGMENTS WILL REPORT TO THEIR ORIGINALLY ASSIGNED RESERVE TRAINING CENTER, AND BEGIN DRILLING WITH THEIR ASSIGNED RESERVE UNIT.
7. COORDINATING INSTRUCTIONS.
A. CONTINUATION OF THIS PROGRAM AND AUGMENT SELECTION AND APPROVAL IS DEPENDENT ON FUND AVAILABILITY THROUGH FY13.
B. DIRECTED LIAISON AUTHORITY (DIRLAUTH) IS AUTHORIZED BETWEEN CMC(RAP) AND THE LIEUTENANT'S RESERVE PARENT UNIT FOR THE PURPOSE OF COORDINATING OFFICER AVAILABILITY, ORDERS WRITING, AND OBTAINING FUND APPROVAL. QUESTIONS REGARDING ELIGIBILITY SHOULD BE DIRECTED TO THE CMC (RAP-2) POINT OF CONTACT LISTED ABOVE.
