GENTEXT/REMARKS/1. REF (A) DIRECTED ESTABLISHMENT OF A GENERAL OFFICER/SENIOR EXECUTIVE SERVICE-LEVEL EXECUTIVE STEERING GROUP (ESG) TO PROVIDE THE MARINE REQUIREMENTS OVERSIGHT COUNCIL (MROC) WITH RECOMMENDATIONS ON CIVILIAN HIRING. AFTER THE ESG'S REVIEW OF EXISTING CIVILIAN VACANCIES AND BUDGET EXECUTION STATUS IN DECEMBER 2011, REF (B) WAS ISSUED LIFTING A YEAR-LONG HIRING FREEZE FOR MAJOR COMMANDS/HQMC STAFF AGENCIES OPERATING WITH FY13 CIVILIAN LABOR BUDGET CONTROLS. REF (C) IS THE MARINE CORPS ORDER ON THE MANAGE-TO-PAYROLL (MTP) PROCESS, AND REF (D) SETS FORTH PROCEDURES FOR CHANGES TO CIVILIAN REQUIREMENTS.
2. THE ESG CONTINUES TO CONVENE ON A REGULAR BASIS TO REVIEW STATUS OF BUDGET EXECUTION, HIRING, AND THE ON-GOING CIVILIAN STRATEGIC REVIEW. ALTHOUGH PROGRESS IS BEING MADE TOWARD FULL EXECUTION OF THE CIVILIAN LABOR BUDGET, NORMAL ATTRITION COUPLED WITH THE LARGE NUMBER OF PENDING VACANCIES IS IMPEDING OUR EFFORTS. THE SERVICE GOAL CONTINUES TO BE THE RECONSTITUTION OF OUR CIVILIAN LABOR FORCE TO THE PROGRAMMED LEVEL THAT BEST SUPPORTS OUR COMMANDERS AND FULLY AND RESPONSIBLY EXECUTES THE RESOURCES ALLOCATED TO OUR CIVILIAN LABOR REQUIREMENT.
3. WHILE SOME MAJOR COMMANDS/HQMC STAFF AGENCIES ARE CURRENTLY OPERATING WITHIN THEIR FY13 CIVILIAN LABOR BUDGET CONTROLS, THE MAJORITY ARE UNDER EXECUTING. MAJOR COMMANDS/HQMC STAFF AGENCIES OPERATING BELOW THEIR FY13 LEVELS ARE STRONGLY ENCOURAGED TO AGGRESSIVELY INITIATE HIRING ACTIONS FOR ALL AFFORDABLE POSITIONS ON THEIR TABLES OF ORGANIZATION. FAILURE TO DO SO MAY RESULT IN ADVERSE IMPACT TO FUTURE BUDGET ALLOCATIONS. IN ORDER TO ACHIEVE FULL EXECUTION UNDER MTP, IT IS NECESSARY TO HIRE TO WHAT IS AFFORDABLE AND HAVE A SUFFICIENT NUMBER OF ADDITIONAL HIRES IN PROCESS TO OFFSET ATTRITION. MTP IS TRULY A "MANAGED" PROCESS AND REQUIRES COMMANDERS' ATTENTION TO ACHIEVE FULL EXECUTION. MTP PROCESSES OUTLINED IN REF (C) WILL ASSIST IN DETERMINING THE MAXIMUM NUMBER OF POSITIONS THAT CAN BE FILLED.
4. MAJOR COMMANDS/HQMC STAFF AGENCIES REQUIRING SUBMISSION OF CIVILIAN TABLE OF ORGANIZATION AND EQUIPMENT CHANGE REQUESTS IN ORDER TO HIRE ARE ENCOURAGED TO DO SO IMMEDIATELY IN ACCORDANCE WITH REF (D). ALL REQUESTS FOR PERSONNEL ACTIONS MUST CONTAIN THE POSITION'S BILLET IDENTIFICATION CODE WITH THE CORRECT GRADE LEVEL AND JOB SERIES.
