GENTEXT/REMARKS/1. THIS MARADMIN SEEKS QUALIFIED MARINES TO REPRESENT THE MARINE CORPS ABROAD BY SERVING IN PEP BILLETS OVERSEAS WITH TRUSTED FOREIGN PARTNERS PER REF A, AND BY SERVING IN ISE BILLETS WITH THE UNITED STATES AIR FORCE (USAF) PER REF B. SELECTED INDIVIDUALS WILL FACILITATE INTEROPERABILITY AND THE EXCHANGE OF PROFESSIONAL AND TACTICAL EXPERTISE WITH HOST NATION AND JOINT SERVICES IN TWO TO THREE YEAR EXCHANGE ASSIGNMENTS.
2. ELIGIBILITY.
2.A. CANDIDATES MUST BE ACTIVE DUTY COMPONENT.
2.B. CANDIDATES MUST MEET MINIMUM TIME ON STATION REQUIREMENT.
2.C. CANDIDATES MUST BE AVAILABLE; NOT COMMITTED TO OTHER PROGRAMS.
2.D. CANDIDATES MUST HAVE COMMAND ENDORSEMENT.
2.E. CANDIDATES MUST COMPLETE OVERSEAS SCREENING.
2.F. CANDIDATES MUST COMPLETE INDEPENDENT DUTY SCREENING.
2.G. CANDIDATES REQUIRING FOREIGN LANGUAGE TRAINING MUST HAVE MINIMUM DEFENSE LANGUAGE APTITUDE BATTERY (DLAB) SCORE (95). LANGUAGE REQUIREMENT IS MINIMUM DEFENSE LANGUAGE PROFICIENCY TEST (DLPT) SCORE (2-2) IN TARGET LANGUAGE.
3. THE FOLLOWING PEP BILLETS WILL BE SELECTED IN JUN 2012 FOR OVERSEAS ASSIGNMENT IN CALENDAR YEAR (CY) 2013.

6. SUBMISSION REQUIREMENTS. MARINES WHO MEET ELIGIBILITY REQUIREMENTS ARE ENCOURAGED TO SUBMIT AN ADMINISTRATIVE ACTION (AA) FORM NLT 08 JUN 2012. APPLICATION AA FORMS WILL INCLUDE THE FOLLOWING:

6.A.1 RANK, FULL NAME, LAST FOUR OF SSN, PMOS.

6.A.3 FOREIGN LANGUAGES SPOKEN. INCLUDE DLAB, DLPT, ORAL PROFICIENCY INTERVIEW (OPI) AND DATES OF MOST CURRENT TESTS.

6.B. ENCLOSURE 2 - SUMMARY OF EXPERIENCE. LIST TRAVEL, ACADEMIC, AND PROFESSIONAL EXPERIENCE IN FOREIGN REGIONS. INDICATE TIME SPENT AT EACH LOCATION. DETAIL INTERACTION WITH FOREIGNERS (MILITARY, GOVERNMENT, ACADEMIC, BUSINESS, CIVILIAN).
6.C. ENCLOSURE 3 - LETTERS OF RECOMMENDATION. ENDORSEMENTS AND RECOMMENDATIONS SHOULD INCLUDE AN ASSESSMENT OF THE APPLICANT'S POTENTIAL TO SERVE AS A REPRESENTATIVE OF THE COMMANDANT OF THE MARINE CORPS ON INDEPENDENT DUTY OVERSEAS. APPLICATIONS FROM ENLISTED MARINES SHALL INCLUDE COMPLETED INDEPENDENT DUTY SCREENING AND FINANCIAL WORKSHEETS (REF C, APPENDICES E AND F).
6.D. ENCLOSURE 4 - IF APPLYING WITH DEPENDENTS, INCLUDE A CERTIFICATE OF SUITABILITY FROM OVERSEAS SCREENING PER REF D.
6.E. APPLICANTS ARE RESPONSIBLE FOR ENSURING APPLICATIONS ARRIVE AT CMC BY THE STATED TIMELINE. 7. SELECTION PANEL. THE SELECTION PANEL WILL BE HELD IN JUNE 2012 AND WILL BE COMPOSED OF REPRESENTATIVES FROM DEPUTY COMMANDANT MANPOWER AND RESERVE AFFAIRS, MANPOWER MANAGEMENT OFFICER AND ENLISTED ASSIGNMENTS (DC MRA, MMOA AND MMEA); DEPUTY COMMANDANT PLANS, POLICIES AND OPERATIONS, INTERNATIONAL AFFAIRS BRANCH (DC PPO-PLU); AND DEPUTY COMMANDANT AVIATION, AVIATION MANPOWER AND SUPPORT (DC AVN-ASM). THE PANEL WILL SELECT THE BEST AND MOST FULLY QUALIFIED MARINES TO FILL EACH ASSIGNMENT. ALTERNATES WILL BE SELECTED. EACH APPLICANT'S CAREER PATH WILL BE CAREFULLY CONSIDERED DURING THE SELECTION PROCESS. PANEL RESULTS WILL BE PUBLISHED BY MARADMIN.
8. INTERESTED MARINES SHOULD CONTACT THEIR MONITORS FOR FURTHER INQUIRY INTO THESE BILLETS AND TO IDENTIFY THEMSELVES FOR CONSIDERATION. QUESTIONS CONCERNING TOUR LENGTH SHOULD BE ADDRESSED TO PMOS MONITORS.
9. ONE PRIMARY AND ONE ALTERNATE WILL BE SELECTED FOR THESE BILLETS. ALTERNATES WILL BE CONTACTED IN THE EVENT THE PRIMARY CANDIDATES ARE UNAVAILABLE FOR ASSIGNMENT. NOTIFICATION OF SELECTION WILL BE VIA INDIVIDUAL CAREER MONITORS AFTER COORDINATION WITH HOST UNIT. APPLICANTS WILL BE CHOSEN BASED ON REQUIREMENTS OF THE HOST UNIT, CAREER DEVELOPMENT AND POTENTIAL, AND SUITABILITY AS A REPRESENTATIVE OF THE UNITED STATES MARINE CORPS.
10. PEP TOURS WITH PARTNER NATIONS MAY INVOLVE AUSTERE LOCATIONS, WITHOUT ACCESS TO THE COMMUNITY SERVICES AND U.S. MILITARY HEALTH CARE SERVICES THAT ARE NORMALLY AVAILABLE TO PERSONNEL ASSIGNED TO USMC BASES AND STATIONS. ROUTINE HEALTHCARE WILL BE REIMBURSED VIA THE TRICARE OVERSEAS PROGRAM, AND NON-EMERGENCY TRAVEL TO U.S. MILITARY TREATMENT FACILITIES WILL NOT BE AUTHORIZED AT GOVERNMENT EXPENSE. THEREFORE, IT IS ESSENTIAL THAT ALL MARINES UNDERTAKING A PEP TOUR ENSURE THAT ALL ROUTINE MEDICAL AND DENTAL CARE IS TAKEN CARE OF PRIOR TO THE COMMENCEMENT OF THE PEP TOUR.
11. PEP PERSONNEL MAY QUALIFY FOR SPECIAL ALLOWANCES, WHICH WILL DEFRAY MANY OF THE COSTS ASSOCIATED WITH INDEPENDENT, INTERNATIONAL DUTY. THESE MAY INCLUDE COST OF LIVING ALLOWANCE, TEMPORARY LODGING ALLOWANCE, AND OVERSEAS HOUSING ALLOWANCE. HOWEVER, THESE ALLOWANCES MAY NOT COVER ALL COSTS IN ALL SITUATIONS. ACCORDINGLY, ALL PROSPECTIVE PEP PERSONNEL MUST BE FINANCIALLY STABLE AND RESPONSIBLE PRIOR TO AND THROUGHOUT THE PEP TOUR.
12. PRIMARY CANDIDATES CAN EXPECT PERMANENT CHANGE OF STATION ORDERS TO COINCIDE WITH COORDINATED LANGUAGE TRAINING DATES OR ASSUMPTION OF PEP TOUR AS INDICATED ABOVE. EACH TOUR WILL BE A MINIMUM OF TWO YEARS IN THE PEP ASSIGNMENT, AND A MAXIMUM OF THREE YEARS IN ENGLISH SPEAKING COUNTRIES.
13. SELECTED PEP OFFICERS WILL RECEIVE ADDITIONAL MOS 8220 (REGIONAL AFFAIRS OFFICER-IN-TRAINING) UPON SELECTION, AND 8240 (FOREIGN AREA OFFICER-IN-TRAINING) DESIGNATION UPON COMPLETION OF FOREIGN LANGUAGE TRAINING. REGIONALLY-FOCUSED FAO OR RAO MOS WILL BE AWARDED UPON SUCCESSFUL COMPLETION OF PEP BILLET. SELECTED STAFF NON-COMMISSIONED OFFICERS WILL BE CONSIDERED FOR THE FOREIGN AREA SNCO (FAS) PROGRAM UPON SUCCESSFUL COMPLETION OF PEP BILLET.
