GENTEXT/REMARKS/1. PURPOSE. THIS MESSAGE CLARIFIES THE EAD POLICY FOR OFFICERS DECLINING OR NON-SELECTED FOR CAREER DESIGNATION.
2. AN EAD REQUEST FOR UP TO ONE YEAR IS AN ADMINISTRATIVE ACTION THAT WILL BE SUBMITTED VIA THE CHAIN OF COMMAND TO CMC (MMOA-3). AN OFFICER WITH AN EAS THAT OCCURS BEFORE THAT OFFICER'S FIRST CONSIDERATION FOR CAREER DESIGNATION, AND WHO REQUESTS EAD, WILL BE GRANTED EAD IN ORDER TO BE CONSIDERED FOR CAREER DESIGNATION. OFFICERS DECLINING OR NON-SELECTED FOR CAREER DESIGNATION WILL EXECUTE THEIR EAS.
3. EAD REQUESTS FOR OFFICERS DECLINING OR NON-SELECTED FOR CAREER DESIGNATION WILL NOT NORMALLY BE APPROVED. APPROVAL OF AN ADMINISTRATIVE EAD REQUEST FOR AN OFFICER WHO HAS DECLINED OR BEEN NON-SELECTED FOR CAREER DESIGNATION MAY BE GRANTED UNDER THE CIRCUMSTANCES OUTLINED IN REF A, AND AMPLIFIED BELOW.
A. THE EXTENSION OF THE OFFICER IS CRITICAL TO MEET A SPECIFIC OPERATIONAL REQUIREMENT. THE STAFFING LEVEL OF THE UNIT REQUESTING AN EAD OF THIS TYPE WILL BE SCRUTINIZED TO ENSURE THERE IS A LEGITIMATE NEED FROM A STAFFING PERSPECTIVE FOR THE REQUESTING OFFICER TO RECEIVE AN EAD.  IF STAFFING LEVELS IN THE UNIT ARE SUFFICIENT TO SUPPORT THE OPERATIONAL REQUIREMENT WITHOUT GRANTING EAD TO AN OFFICER WHO HAS DECLINED OR BEEN NON-SELECTED FOR CAREER DESIGNATION, THE EAD REQUEST WILL NORMALLY BE DISAPPROVED.
B. HUMANITARIAN REASONS, TO INCLUDE PREGNANCY AND EXTREME PERSONAL CIRCUMSTANCES.
