GENTEXT/REMARKS/1.  REFERENCE (A) DIRECTED ESTABLISHMENT OF A GENERAL OFFICER/SENIOR EXECUTIVE SERVICE-LEVEL BOARD TO PROVIDE THE MARINE RESOURCES OVERSIGHT COUNCIL (MROC) WITH RECOMMENDATIONS ON CIVILIAN POSITIONS THAT MAY BE FILLED TO MEET CRITICAL NEEDS AND IMPROVE THE EXECUTION STATUS OF CIVILIAN LABOR BUDGETS/FULL TIME EQUIVALENTS (FTE).  REFERENCE (B) DIRECTED MAJOR COMMANDS/HQMC STAFF AGENCIES TO SUBMIT PRIORITIZED LISTS OF ALL CURRENT VACANCIES FOR USE DURING THE BOARD'S REVIEW.  REFERENCE (C) IS THE CURRENT MARADMIN ON HIRING RESTRICTIONS, AND REFERENCE (D) IS THE MARINE CORPS ORDER ON THE MANAGE-TO-PAYROLL (MTP) PROCESS.
2.  THE BOARD CONVENED ON 20 DECEMBER 2011, REVIEWED THE CONSOLIDATED LIST OF VACANCIES AND CURRENT BUDGET/FTE EXECUTION STATUS, MADE RECOMMENDATIONS ON THE SHIFT OF FTE AND PAYROLL AUTHORITY TO MARINE FORCES PACIFIC (MARFORPAC) BASED ON A PREVIOUS MROC DECISION ON DEFENSE POLICY REVIEW INITIATIVE (DPRI) BILLETS, AND DEVELOPED OTHER RELATED RECOMMENDATIONS THAT HAVE BEEN APPROVED BY THE MROC. EFFECTIVE IMMEDIATELY, HIRING RESTRICTIONS IN EFFECT UNDER REFERENCE (C) ARE LIFTED AND MAJOR COMMANDS/HQMC STAFF AGENCIES OPERATING WITHIN THEIR FY13 CIVILIAN LABOR BUDGET CONTROLS MAY RESUME EXERCISING MTP AUTHORITY.  HIRING ACTIONS FOR ALL VALID, AUTHORIZED POSITIONS ON THE APPROVED TABLES OF ORGANIZATION (T/O) MAY BE INITIATED.  ALL REQUESTS FOR PERSONNEL ACTIONS (RPAS) MUST INCLUDE THE BILLET IDENTIFICATION CODE (BIC).  THE MARINE CORPS CIVILIAN HUMAN RESOURCES OFFICES AND DEPARTMENT OF NAVY HUMAN RESOURCES SERVICING CENTERS WILL BE ADVISED TO RETURN ALL RPAS THAT DO NOT INCLUDE A BIC. 
3.  IF FUNDING IS NOT AVAILABLE TO FILL ALL VACANCIES CONCURRENTLY, MAJOR COMMANDS/HQMC STAFF AGENCIES SHOULD FOCUS ON APPLYING AVAILABLE FUNDS TO VACANCIES IN THE FOLLOWING PRIORITY ORDER:
A.  GROUP 1:  PREVIOUSLY APPROVED MROC REQUIREMENTS (DPRI, CYBER, NGEN, MCCLEP) AS SUBMITTED IN RESPONSE TO REFERENCE (B).
B.  GROUP 2:  REMAINING PRIORITY 1 VACANCIES AS SUBMITTED IN RESPONSE TO REFERENCE (B).
C.  GROUP 3:  REMAINING PRIORITY 2 VACANCIES AS SUBMITTED IN RESPONSE TO REFERENCE (B).
D.  GROUP 4:  PRIORITY 3 VACANCIES AND ANY OTHER VACANCIES OCCURRING FROM FUTURE ATTRITION.
4.  MAJOR COMMANDS/HQMC STAFF AGENCIES ARE AGAIN REMINDED THE ABOVE AUTHORITY TO BEGIN HIRING ONLY APPLIES TO MAJOR COMMANDS/HQMC STAFF AGENCIES OPERATING WITHIN FY13 CIVILIAN LABOR BUDGET CONTROLS. THE PROGRAMS AND RESOURCES DEPARTMENT WILL MONITOR MTP BUDGET EXECUTION STATUS ON A BI-WEEKLY BASIS THROUGH A PROCESS PREVIOUSLY PROMULGATED TO COMMAND COMPTROLLERS VIA SEPCOR.  MAJOR COMMANDS/HQMC STAFF AGENCIES THAT ARE PROJECTED TO OVER EXECUTE THEIR FY13 MTP CONTROLS MAY HAVE THEIR HIRING AUTHORITY REVOKED UNTIL THE SITUATION IS CORRECTED.  HIRING ACTIONS ALREADY IN PROCESS/PREVIOUSLY APPROVED BY THE ASSISTANT COMMANDANT OF THE MARINE CORPS UNDER REFERENCE (C) ARE TO BE FACTORED IN WHEN DETERMINING AVAILABLE MTP AUTHORITY.
5.  MAJOR COMMANDS/HQMC STAFF AGENCIES MUST ENSURE PRUDENT APPLICATION OF MTP AUTHORITIES GRANTED IN REFERENCE (D).  MTP IS A THREE-PART PROCESS; POSITION MANAGEMENT, PAYROLL MANAGEMENT, AND CLASSIFICATION OF POSITIONS IN ACCORDANCE WITH OFFICE OF PERSONNEL MANAGEMENT GRADE CLASSIFICATION STANDARDS.
