GENTEX/REMARKS/1. THIS NAVAL MESSAGE PROVIDES GOVERNANCE AND CLARIFIES ROLES AND RESPONSIBILITIES FOR MANAGEMENT OF MARINE CORPS CLASS VII PRINCIPLE END ITEMS (PEI). THE DEPUTY COMMANDANT FOR INSTALLATIONS AND LOGISTICS (DC IL) IS ASSIGNED AS THE MARINE CORPS ENTERPRISE GROUND EQUIPMENT MANAGER AND PROVIDES ADDITIONAL DIRECTION REGARDING PEI ACCOUNTABILITY AND VISIBILITY TO MARINE CORPS ACQUISITION PROGRAMS AND TO THE SUPPLY AND DISTRIBUTION PROCESS OWNERS. REF D WILL BE CHANGED TO INCLUDE GUIDANCE PROVIDED IN THIS MESSAGE.
2. PURPOSE. PURSUANT WITH REFS A AND B, PROPERTY ACCOUNTABILITY IS A MULTI-STEP, MULTI-PLAYER PROCESS, REQUIRING LOGISTICS CHAIN MANAGEMENT CORRECTIVE ACTION AT THE HQMC LEVEL BETWEEN THE FINANCIAL MANAGEMENT (PROGRAMS AND RESOURCES (PR)), ACQUISITION (MARCORSYSCOM AND PROGRAM EXECUTIVE OFFICES (PEOS)), AND LOGISTICS (IL AND MARCORLOGCOM) STAKEHOLDERS TO ACHIEVE EQUIPMENT ACCOUNTABILITY AND VISIBILITY (EAV) AND AUDIT READINESS.
3. SITUATION. ON 2 MARCH 2011 THE ASSISTANT COMMANDANT OF THE MARINE CORPS (ACMC) TASKED DC IL WITH ESTABLISHING A SINGLE MARINE CORPS GROUND EQUIPMENT MANAGER TO EXECUTE PEI INVENTORY MANAGEMENT WITH OWNERSHIP OF INVENTORY DISTRIBUTION, DELIVERY, COORDINATION, REPORTING, AND VISIBILITY IN ORDER TO MANAGE AND COMMUNICATE PEI INVENTORY POSTURE TO MEET MARINE CORPS-WIDE EQUIPPING NEEDS AND ACCOUNTABILITY REQUIREMENTS.
4. MISSION. MARCORSYSCOM AND MARCORLOGCOM, UPON RECEIPT OF THIS NAVAL MESSAGE, WILL IMPLEMENT THE GUIDANCE REGARDING PEI MANAGEMENT ROLES AND RESPONSIBILITIES IN SUPPORT OF DC IL AS THE MARINE CORPS ENTERPRISE GROUND EQUIPMENT (PEI) MANAGER AND DC PR AS THE MARINE CORPS RESOURCE MANAGER.
5. EXECUTION
5.A. INTENT
5.A.1. SUPPORT THE COMMANDANT OF THE MARINE CORPS' COMPLIANCE WITH POLICY AND PROCEDURES IN ACCORDANCE WITH TITLE 10 AND 40 OF THE UNITED STATES CODE (U.S.C.) AND SECTION 901 OF TITLE 31, U.S.C., OUTLINE REQUIREMENTS TO REFLECT THE ACCOUNTABILITY PERSPECTIVE OF PROPERTY MANAGEMENT, AND SUPPORT THE LIFECYCLE MANAGEMENT OF ITEMS TO INCLUDE THE DOCUMENTATION OF LIFECYCLE EVENTS AND TRANSACTIONS.
5.A.2. ESTABLISH POLICY, ASSIGN RESPONSIBILITIES, AND PROVIDE PROCEDURES FOR MARINE CORPS-OWNED EQUIPMENT; ASSIST PROPERTY MANAGERS, ACCOUNTING AND FINANCIAL MANAGERS IN UNDERSTANDING THEIR ROLES AND RESPONSIBILITIES.
5.A.3. IDENTIFY ROLES AND RESPONSIBILITIES TO ENSURE EFFECTIVE MARINE CORPS-WIDE GROUND PEI INVENTORY MANAGEMENT. SPECIFICALLY, STAKEHOLDERS ASSIGNED THESE ROLES AND RESPONSIBILITIES WILL SUPPORT ON-GOING PEI ACCOUNTABILITY AND VISIBILITY EFFORTS BY:
5.A.3.A. ENSURING ACCURATE DELIVERY/FIELDING DATA IS DOCUMENTED IN AN INTEGRATED EQUIPMENT SOURCING PLAN THAT INCLUDES ALL AVAILABLE AND/OR PLANNED SOURCES OF INVENTORY.
5.A.3.B. ENSURING ACCURATE ON-HAND QUANTITIES ARE RECORDED UPON ACCEPTANCE OF MATERIAL INTO THE MARINE CORPS INVENTORY (DELIVERY OR FIELDING).
5.A.3.C. ENSURING DOD OR MARINE CORPS SYSTEM-TO-SYSTEM PROPERTY TRANSFERS TO GAINING COMMANDS' PROPERTY ACCOUNTING, REQUISITIONING, AND SHIPPING SYSTEMS.
5.A.3.D. ENABLING VALIDATION OF FIELDING STRATEGIES.
5.A.3.E. ENABLING ENTERPRISE PEI STRATIFICATION IAW CMC EQUIPMENT FIELDING PRIORITIES TO MEET MARINE CORPS OPERATIONAL REQUIREMENTS.
5.A.3.F. THESE ROLES AND RESPONSIBILITIES WILL BE EXERCISED THROUGHOUT THE SERVICE LIFE OF EVERY PEI FROM INITIAL ACQUISITION AND RECEIPT, CUSTODY TRANSFER, COMPLETED EVALUATION AND INVESTIGATION FOR PROPERTY LOSS, AND/OR UNTIL FORMALLY RELIEVED OF ACCOUNTABILITY BY AUTHORIZED MEANS, INCLUDING DISPOSAL.
5.B. CONCEPT OF OPERATIONS. DC IL WILL SERVE AS THE MARINE CORPS ENTERPRISE GROUND EQUIPMENT (PEI) MANAGER. MARCORLOGCOM IS ASSIGNED AS THE MARINE CORPS GROUND EQUIPMENT (PEI) INVENTORY MANAGER AND ACTS AS DC IL'S EXECUTIVE AGENT FOR MARINE CORPS PEI INVENTORY MANAGEMENT. MARCORSYSCOM IS ASSIGNED AS THE MARINE CORPS GROUND EQUIPMENT (PEI) LIFECYCLE MANAGER AND IS RESPONSIBLE FOR LIFECYCLE MANAGEMENT OF PEI IN ACCORDANCE WITH REFERENCES C AND D. PER REF C, PARAGRAPH 4.E.(2), LIFECYCLE MANAGEMENT IS DEFINED AS A MANAGEMENT PROCESS, APPLIED THROUGHOUT THE LIFE OF A SYSTEM, THAT BASES ALL PROGRAMMATIC DECISIONS ON THE ANTICIPATED MISSION-RELATED ECONOMIC BENEFITS DERIVED OVER THE LIFE OF THE SYSTEM. THIS ENCOMPASSES THE ACQUISITION PHASE,IN-SERVICE SUPPORT AND SUSTAINMENT, MODERNIZATION, AND FINAL DISPOSAL. MARCORLOGCOM AND MARCORSYSCOM WILL ENSURE SYSTEM-TO-SYSTEM EXCHANGE OF PROCUREMENT INFORMATION TO ENSURE VISIBILITY AND STRATIFICATION OF THE ENTIRE MARINE CORPS GROUND EQUIPMENT (PEI) INVENTORY.

5.C.1.A. SERVE AS THE MARINE CORPS ENTERPRISE GROUND EQUIPMENT MANAGER FOR PEI. ENSURE ROLES AND RESPONSIBILITIES IDENTIFIED IN THIS NAVAL MESSAGE AND THE REFERENCES ARE EXECUTED BY THE APPROPRIATE STAKEHOLDERS TO ACHIEVE EQUIPMENT ACCOUNTABILITY AND VISIBILITY (EAV) AND AUDIT READINESS.
5.C.1.B. ENSURE ROLES AND RESPONSIBILITIES IDENTIFIED IN THIS NAVAL MESSAGE AND THE REFERENCES ARE INCLUDED IN APPLICABLE SUPPLY MANAGEMENT POLICIES.

SUBMIT WITHIN 30 DAYS OF RELEASE OF THIS NAVAL MESSAGE ICW MARCORSYSCOM, EXECUTION PLAN TO DC IL ADDRESSING PROCESSES AND BUSINESS RULES FOR IMPLEMENTATION AND SUSTAINMENT OF THOSE CORE ENTERPRISE GROUND EQUIPMENT INVENTORY MANAGEMENT FUNCTIONS OUTLINED IN THIS NAVAL MESSAGE.

5.C.3.G. ENSURE ACCURATE IN-STORES PEI ACCOUNTABILITY IS CONSISTENT WITH CURRENT POLICY, USE APPROVED DOD SYSTEMS (FINANCE, ACQUISITION, AND LOGISTICS), TO MAINTAIN VISIBILITY AND REPORTING OF MARINE CORPS PEI ASSET POSTURE.
5.C.3.H. ACT AS LEAD AGENCY FOR THE DEVELOPMENT, COORDINATION, MANAGEMENT, AND REPORTING OF ENTERPRISE PEI SOURCING STRATEGIES FOR ALL MILITARY EQUIPMENT.
5.C.3.I. PROVIDE VISIBILITY, MONITORING, AND REPORTING OF ENTERPRISE PEI REQUIREMENTS AS WELL AS AVAILABLE AND PLANNED INVENTORY IN ORDER TO FILL PEI DEFICIENCIES.
5.C.3.J. DEVELOP AND EXECUTE INTEGRATED ENTERPRISE PEI SOURCING AND ROTATION PLANS. ENSURE AVAILABLE AND PLANNED INVENTORY IS STRATIFIED TO OPERATIONAL REQUIREMENTS CONSISTENT WITH CMC EQUIPPING PRIORITIES AND PM LIFECYCLE STRATEGIES.
5.C.3.K. SERVE AS THE MARINE CORPS FOCAL POINT FOR ASSIMILATING, COORDINATING, AND REPORTING ENTERPRISE PEI SUSTAINMENT PROGRAMS (E.G., PEI ROTATION, ENTERPRISE LIFECYCLE MAINTENANCE PLANNING (ELMP), RESET, AND FULFILLMENT PLANS).
5.C.3.L. SERVE AS THE MARINE CORPS FOCAL POINT REGARDING PEI INVENTORY MANAGEMENT ISSUES (E.G., FEASIBILITY OF SUPPORT, INVENTORY POSTURE, READINESS S-RATING FORECASTING, ETC.)
5.C.3.M. PROVIDE PEI INVENTORY VISIBILITY, MONITORING, COORDINATION, REPORTING, AND ACCESS TO AUTHORIZED INQUIRIES (E.G., OSD, GAO, HQMC) REGARDING PEI SUPPLY, STORAGE, OR DISTRIBUTION STATUS.
5.C.3.N. PROVIDE MARCORSYSCOM WITH PEI DISPOSAL DATA TO INCLUDE THE PEI TAMCN, NATIONAL STOCK NUMBER, SERIAL NUMBER AND THE DATE OF DISPOSAL.
5.C.3.O. ENSURE THAT ALL PEI ACQUIRED, LEASED, PROVIDED TO GOVERNMENT CONTRACTORS, OR OTHERWISE OBTAINED ARE ACCURATELY ACCOUNTED FOR IN SCS.
5.C.4. COMMANDER, MARINE CORPS SYSTEMS COMMAND
5.C.4.A. IN COLLABORATION WITH THE PEOS AND SUPPORTING PMS, SERVE AS THE MARINE CORPS GROUND EQUIPMENT (PEI) LIFECYCLE MANAGER.
5.C.4.B. DEVELOP AND MANAGE IN-SERVICE SUPPORT PLANS FOR PEI IN ACCORDANCE WITH REFS C AND D.
5.C.4.C. ESTABLISH MARINE CORPS GROUND EQUIPMENT LIFECYCLE MANAGEMENT POLICIES AND PROCESSES CONSISTENT WITH DOD, DON AND USMC GUIDANCE AND DIRECTION. PER REF C, PARA 4.E. (1), IN-SERVICE SUPPORT IS DEFINED AS MANAGEMENT AND TECHNICAL SUPPORT PROVIDED BETWEEN DELIVERY TO OPERATIONAL FORCES AND FINAL DISPOSAL.
