GENTEXT/REMARKS/1. THE PURPOSE OF THIS MARADMIN IS TO ANNOUNCE AND PROVIDE INFORMATION ON THE ACTIVATION OF IRREGULAR WARFARE MANPOWER SKILLS TRACKING CAPABILITY.
2. BACKGROUND. REF A TASKED THE SERVICES TO "MEASURE AND ASSESS DENSITY AND EXPERIENCE IN IW-RELEVANT SKILLS BY TRACKING MILITARY AND DOD CIVILIAN PERSONNEL WITH SKILLS AND EXPERIENCE RELEVANT TO IW." THE PURPOSE OF TRACKING IW-RELEVANT SKILLS AND EXPERIENCES IS TO PROVIDE COMMANDERS WITH BETTER VISIBILITY OF RESIDENT CAPABILITIES TO ASSIST WITH SOURCING AND FOR IDENTIFYING GAPS IN CAPABILITY AND SUFFICIENCY FOR RESOLUTION.
3. IW SKILLS ARE LARGELY ASSOCIATED WITH THE NON-TRADITIONAL MISSIONS OF COUNTERINSURGENCY, STABILITY OPERATIONS, AND SECURITY FORCE ASSISTANCE/FOREIGN INTERNAL DEFENSE (SFA/FID). THESE SKILLS CAN BE OBTAINED FROM CIVILIAN EDUCATION, MARINE CORPS MOS TRAINING, ON THE JOB EXPERIENCE, AND NON MARINE CORPS SCHOOLS. THE MARINE CORPS NEEDS TO DEVELOP AN ENDURING CAPABILITY IN IW RELATED SKILLS AS WELL AS AN ABILITY TO IDENTIFY AND TRACK THESE SKILLS.
4. THE MANPOWER AND RESERVE AFFAIRS COMMAND PROFILE (CP) SYSTEM HAS BEEN MODIFIED TO TRACK FUNCTIONAL AND REGIONAL EXPERIENCE WITHIN A SELECTED UNIT(S). SEARCH CATEGORIES INCLUDE: CIVIL SECURITY, RESTORATION OF ESSENTIAL SERVICES, GOVERNANCE, JUSTICE AND RECONCILIATION, ECONOMIC DEVELOPMENT, AGRICULTURE DEVELOPMENT, AND REGIONAL EXPERIENCE. THE IMPLEMENTATION OF THE IW SKILLS TRACKING GUIDANCE WAS ACCOMPLISHED BY MODIFYING THE EXISTING MANPOWER PERFORMANCE INDICATORS (MPI) SYSTEM WHICH CONSTITUTES A NON MATERIAL SOLUTION TO PARTIALLY MITIGATE THE CHALLENGES POSED BY IRREGULAR THREATS. THE IW CAPABILITIES WITHIN CP SERVE AS A TOOL FOR THE IMPLEMENTATION OF MROC DECISION MEMORANDUM 17-2010 UUNS 23 DEC 2009 LAW ENFORCEMENT/COIN (LE/COIN) AND MROC DECISION MEMORANDUM 35-2011 UUNS 4 MAY 2011 STABILITY OPERATIONS INFORMATION CENTER (SOIC).
5. INSTRUCTIONS TO ACCESS CP. TO REGISTER FOR AN MRA PORTAL

A. NAVIGATE TO HTTPS:WWW.MANPOWER.USMC.MIL.
B. CLICK THE "REGISTER" LINK. NOTE: FOR MARINES, THERE IS NO NOTIFICATION SINCE THIS WILL BE PROCESSED IMMEDIATELY. FOR OTHERS (E.G. CIVILIANS, OTHER SERVICE MEMBERS), THIS WILL TAKE UP TO 24 HOURS TO PROCESS. ALL NON-MARINE ACCOUNTS WILL RECEIVE AN E-MAIL INDICATING THEIR ACCOUNT HAS BEEN CREATED.
C. ONCE THEY ARE REGISTERED, THEY CAN NAVIGATE BACK TO HTTPS: WWW.MANPOWER.USMC.MIL, AND CLICK "LOG IN" TO AUTHENTICATE THEIR ACCOUNT.
D. THEY WILL KNOW THAT THEY ARE LOGGED IN BECAUSE THE "LOG IN" BUTTON WILL NOW SAY "MY ACCOUNT."
E. TO GET ACCESS TO COMMAND PROFILE:
1. THE USER MUST FIRST HAVE AN MRA PORTAL ACCOUNT AS SHOWN ABOVE.
2. NAVIGATE TO THE "APPACCESS" LINK AT HTTPS: WWW.MANPOWER.USMC.MIL/APPACCESS.
3. SELECT THE CHECKBOX FOR "COMMAND PROFILE," ENTER JUSTIFICATION FOR ACCESS, AND CLICK "REQUEST ACCESS." NOTE: ANYONE WHO ALREADY HAS MPI ACCESS HAS CP ACCESS. ALL MAJORS AND ABOVE, E9S, SES LEVEL CIVILIANS (IN GOSA/SLSP), AND ALL 01 OCCFIELD CHIEF WARRANT OFFICERS, OFFICERS, AND E8S AUTOMATICALLY HAVE ACCESS TO COMMAND PROFILE.
