GENTEXT/REMARKS/1.  THE 25TH EXECUTIVE FORCE PRESERVATION BOARD RESULTS (EFPB) ESTABLISHES SAFETY AND FORCE PRESERVATION POLICY AND GUIDANCE FOR THE MARINE CORPS.  PER REFERENCE A, THE EFPB CONVENED ITS 25TH MEETING AT THE CLUBS AT QUANTICO, QUANTICO, VA ON 21 SEPTEMBER 2011.

BOARD MEMBERS WERE ENCOURAGED TO BRING NONCOMMISSIONED OFFICERS (NCOS) TO PARTICIPATE IN EFPB DISCUSSIONS AND PROVIDE A JUNIOR LEADERSHIP PERSPECTIVE ON FORCE PRESERVATION ISSUES.  TWENTY-TWO NCOS ATTENDED AND PARTICIPATED IN MEANINGFUL DISCUSSIONS CONCERNING ALCOHOL-RELATED INCIDENTS THROUGHOUT THE MARINE CORPS.  ACMC CHARGED THE NCOS WITH BEING ACTIVE PARTICIPANTS, ASSISTING BOARD MEMBERS IN DEVELOPING A PLAN OF ACTION TO REDUCE THE IMPACT OF ALCOHOL ABUSE ON THE MARINE CORPS.  THE PERSPECTIVE THESE MARINES PROVIDED WAS AN IMPORTANT PART OF THE MEETING AND THEIR INPUT WAS INVALUABLE TO THE DECISION MAKERS PRESENT.
3.  THE EFPB AGENDA INCLUDED PRESENTATION AND DISCUSSION ON THE FOLLOWING. 4.  THE 24TH EFPB IDENTIFIED ALCOHOL AS THE COMMON DENOMINATOR IN A BROAD SPECTRUM OF BEHAVIORAL HEALTH PROBLEMS ACROSS THE MARINE CORPS.  AS PREVIOUS EFPBS TARGETED AREAS SUCH AS MOTORCYCLE SAFETY AND SUICIDE, THE 25TH EFPB WAS CONVENED SPECIFICALLY TO EXPLORE THE EFFECT OF ALCOHOL ABUSE ON READINESS AND TO IDENTIFY VIABLE AND EFFECTIVE MEANS TO REDUCE THE FREQUENCY AND SEVERITY OF ALCOHOL RELATED INCIDENTS.  THE FOCUS OF THE BRIEFS, DISCUSSION, EFPB MEMBER INPUT, NCO INPUT, AND DECISIONS AT THIS EFPB WAS TO IDENTIFY A FRAMEWORK AND COMPONENTS OF A FISCAL YEAR 2012 ALCOHOL CAMPAIGN TO SYNCHRONIZE EFFORTS ACROSS THE HEADQUARTERS AND THE MARINE CORPS TO REDUCE ALCOHOL ABUSE AND THE MYRIAD ALCOHOL-RELATED ISSUES.
A.  REDUCING ALCOHOL ABUSE WILL ALSO REDUCE OTHER PROBLEMS WITHIN THE MARINE CORPS, INCLUDING DRIVING UNDER THE INFLUENCE (DUI), DOMESTIC VIOLENCE, SEXUAL ASSAULT, SUICIDE, INJURIES DUE TO MISHAPS, SUBSTANCE DEPENDENCE, AS WELL AS COMPLICATIONS ASSOCIATED WITH OF TRAUMATIC BRAIN INJURY (TBI) AND POST TRAUMATIC STRESS (PTS). ACCORDING TO DATA USED TO HELP SCOPE THE PROBLEM, NEARLY 20 PERCENT OF MARINE SUICIDES HAD EVIDENCE OF ALCOHOL USE AT THE TIME OF DEATH WHILE NEARLY ONE QUARTER HAD EVIDENCE OF PAST ALCOHOL ABUSE OR DEPENDENCE; APPROXIMATELY 40 PERCENT OF OFF-DUTY MISHAP FATALITIES ARE ALCOHOL-RELATED; OVER 50 PERCENT OF VICTIMS AND OFFENDERS OF SEXUAL ASSAULT WERE UNDER THE INFLUENCE OF ALCOHOL; APPROXIMATELY 30 PERCENT OF DOMESTIC VIOLENCE CASES INVOLVE ALCOHOL; AND OVER 26 PERCENT OF INDIVIDUALS WITH COMBAT/OPERATIONALLY ACQUIRED TBI MEET THE CRITERIA FOR ALCOHOL DEPENDENCE.
B.  ADVOCATES FROM SEVERAL CONSTITUENCIES PROVIDED THEIR PERSPECTIVES ON ALCOHOL ABUSE AND ITS IMPACT ON READINESS.  THIS INFORMATION, PRESENTED AS BRIEFINGS OR AS READ-AHEAD REFERENCE MATERIAL, FACILITATED DISCUSSION AMONG THE EFPB MEMBERS, SERGEANTS MAJOR AND NCOS AND LED TO CONSENSUS ON A FRAMEWORK AND SERIES OF TASKS INTENDED TO SUPPORT AN ALCOHOL CAMPAIGN PLAN DURING FY12.
C.  THE BULK OF THE DISCUSSION FOCUSED ON IDEAS AND BEST PRACTICES IN CONTROLLING ALCOHOL ABUSE AND BINGE DRINKING AND SETTING COMMAND CLIMATE TO MITIGATE ALCOHOL ABUSE.  KEY THEMES OF THE DISCUSSION WERE THE IMPORTANCE OF A CULTURE CHANGE DEGLAMORIZING THE USE OF ALCOHOL AND EMBRACING YOUNG MARINES AS RESPONSIBLE ADULTS AND LEADERS, THEN MENTORING THEM TO REINFORCE THIS KNOWLEDGE.  THE NCOS FOCUSED ON THE IMPORTANCE OF BETTER AWARENESS TRAINING ON INDICATORS AND INTERVENTIONS OF ALCOHOL ABUSE, AS WELL AS EDUCATION ON HOW TO DRINK RESPONSIBLY.  NCOS DISCUSSED THE NEED FOR FACE-TO-FACE LIBERTY BRIEFS WITH SENIOR ENLISTED LEADERS TO REINFORCE RESPONSIBLE DRINKING VICE JUST BEING TOLD "DON'T DRINK."  MEMBERS AND NCOS DISCUSSED MAXIMIZING THE USE OF VIDEOS, MOTIVATIONAL SPEAKER BUREAUS, AND OTHER PRESENTATION TYPES IN THE CAMPAIGN TO INCLUDE MORE HARD-HITTING, SERIOUS, AND SOMBER MESSAGES AND GETTING AWAY FROM THE USE OF COMEDY TO TRAIN.  THE GROUP ASKED FOR MORE NON-ALCOHOLIC PROGRAM OPTIONS AND EXPRESSED THE  NED FOR ELIMINATION OF MIXED MESSAGES THAT APPEAR TO PROMOTE IRRESPONSIBLE USE OF ALCOHOL.  THE RESULTS OF THE IG ASSESSMENT POINTED TOWARD A NEED TO CONDUCT INSTITUTIONAL IMPROVEMENT AND STANDARDIZATION FOR ALL SUBSTANCE ABUSE COUNSELING CENTERS, AS WELL AS A NEED FOR REEXAMINING THE ROLE OF THE SUBSTANCE ABUSE CONTROL OFFICERS AT THE UNIT LEVEL.  IN THE END, ALL DISCUSSION LED BACK TO LEADERSHIP AND MENTORING AND THE NEED FOR EMPHASIS MARINE CORPS-WIDE, A CALL FOR UNIVERSAL ALCOHOL ABUSE AWARENESS AND INTERVENTION TRAINING, TARGETING BYSTANDERS TO ACT AND INTERVENE WHEN THEY SEE SIGNS OF ALCOHOL ABUSE AND OTHER HIGH-RISK ACTIVITIES, AND THE NEED FOR A CULTURE CHANGE THAT DOES NOT GLAMORIZE ALCOHOL IS REQUIRED.
D.  THE SECOND HALF OF THE EFPB DISCUSSIONS FOCUSED ON AN ALCOHOL CAMPAIGN THAT INCLUDES TWO LINES OF OPERATION (LOO).  THE FIRST LOO WAS LEFT OF AN ALCOHOL-RELATED INCIDENT AND INCLUDED CULTURE, TRAINING AND STRATEGIC COMMUNICATION ON ALCOHOL DE-GLAMORIZATION. THE SECOND LOO WAS RIGHT OF INCIDENT AND INCLUDED IMPROVEMENTS TO TREATMENT AND TRACKING PROTOCOLS.  WITHIN EACH LOO, THE DISCUSSION ADDRESSED BARRIERS AND REQUIRED ADDITIONAL TOOLS TO HELP CHANGE THE ALCOHOL CULTURE AND REDUCE ALCOHOL ABUSE.  THE DISCUSSION WAS THOUGHTFUL AND BROAD.
E.  THE FY12 ALCOHOL CAMPAIGN WILL REQUIRE AGGRESSIVE ACTION BY PROFESSIONALS ACROSS HEADQUARTERS MARINE CORPS AND THE MEDICAL COMMUNITY, AS WELL AS COMMANDS THROUGHOUT THE OPERATING FORCES, SUPPORTING ESTABLISHMENT, AND LEADERSHIP AT ALL LEVELS.
5.  THE FOLLOWING ACTIONS ARE DIRECTED.  TASK TRACKING NUMBERS ARE INCLUDED IN PARENTHESES AFTER THE ASSIGNED COMMANDS.
A.  DC MRA AS STAFF OFFICE OF PRIMARY RESPONSIBILITY AND SUPPORTED AGENCY (EFPB 25-01) - COORDINATE DEVELOPMENT AND IMPLEMENTATION OF AN FY12 ALCOHOL CAMPAIGN TO REDUCE BINGE DRINKING AND ALCOHOL ABUSE IN THE MARINE CORPS THROUGH TWO LOO'S.
(1) LOO 1/LEFT OF THE INCIDENT:  ESTABLISH A CULTURE AND SYNCHRONIZE EFFORTS IN THE MARINE CORPS TO REDUCE BINGE DRINKING, DUIS, AND ALCOHOL-RELATED INCIDENTS, INJURIES, AND FATALITIES.  THE CAMPAIGN WILL DE-GLAMORIZE THE USE OF ALCOHOL THROUGH STRATEGIC COMMUNICATION, MARKETING, SEMPER FIT, ALCOHOL ABUSE AWARENESS HEALTH PROMOTION PROGRAMS, AND TRAINING AND EDUCATION ON POLICY, AWARENESS, INDICATIONS AND WARNINGS, AND INTERVENTIONS.
(2) LOO 2/RIGHT OF THE INCIDENT:  STANDARDIZE THE CARE RECEIVED BY MARINES FOR EXCESSIVE ALCOHOL USE, INCLUDING EVIDENCE BASED PRACTICES, SCREENING AND TREATMENT BY SUBSTANCE ABUSE PROFESSIONALS, TRACKING PERSONNEL UNDER PROFESSIONAL CARE, AND LEADERSHIP VISIBILITY ON ALCOHOL-RELATED INCIDENTS AND ALCOHOL ABUSE ISSUES. INCLUDE UNIVERSAL, SELECTIVE, AND INDICATED INTERVENTIONS AS PART OF THE OVERALL ALCOHOL ABUSE CAMPAIGN.  ASSEMBLE THE STAKEHOLDERS TO CONDUCT AN OPERATIONS PLANNING TEAM FOR DRAFTING THE ALCOHOL CAMPAIGN.  PUBLISH A PLAN OF ACTION AND MILESTONES FOR THE ALCOHOL CAMPAIGN WITHIN 30 DAYS OF RELEASE OF THIS MESSAGE.  PROVIDE AN UPDATE AT THE 26TH EFPB.
B.  COMMARFORPAC/COMMARFORCOM/COMMARFORRES/CG MCICOM/CG MCCDC/CG MCRC/COMMARFORSOC/CG LOGCOM/CG MARCORSYSCOM/SD/PA/JA (EFPB 25-02): PROVIDE REQUESTED SUPPORT FOR DEVELOPMENT AND IMPLEMENTATION OF THE FY12 ALCOHOL CAMPAIGN.
C.  COMMARFORPAC/COMMARFORCOM/COMMARFORRES/CG MCICOM/CG MCCDC/CG MCRC/COMMARFORSOC/CG LOGCOM/CG MARCORSYSCOM (EFPB 25-03):  DURING FISCAL YEAR 2011, 50 PERCENT OF MOTORCYCLE RIDERS INVOLVED IN FATAL MISHAPS HAD INCOMPLETE OR ZERO TRAINING.  THE MESSAGE IS SIMPLE -MOTORCYCLISTS MUST WEAR THE REQUIRED PERSONAL PROTECTIVE EQUIPMENT, COMPLETE THE REQUIRED TRAINING, AND RIDE WITHIN THE LIMITS AND CAPABILITIES OF THEIR BIKES AND THEMSELVES.  LEADERSHIP AT ALL LEVELS MUST KNOW THEIR RIDER POPULATIONS, ENSURE TRAINING COMPLIANCE AND ENTRY OF APPROPRIATE MOTORCYCLE TRAINING CODES INTO THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS), AND RUTHLESSLY ENFORCE ADHERENCE TO STANDARDS.  ADDITIONALLY, REVIEW AND USE WWW.SEMPERRIDE.COM FOR MOTORCYCLE SAFETY IDEAS AND INFORMATION.
D.  CG TECOM (EFPB 25-04):  RE-INTRODUCE AND REVITALIZE THE MARINE CORPS LEADERSHIP AND MENTORING PROGRAMS.  UPDATE THE MARINE CORPS LEADERSHIP DOCTRINAL PUBLICATIONS, INCLUDING A CONCEPT FOR A LEADERSHIP INTERACTION AND ASSISTANCE PROGRAM (MENTORING).  THE UPDATE SHOULD INCLUDE THE USE OF FORCE PRESERVATION COUNCILS. WRITE, STAFF AND PUBLISH A MARINE CORPS ORDER FOR THE CONDUCT OF FORCE PRESERVATION COUNCILS THAT IS AN INTEGRAL COMPONENT OF THE OVERALL MARINE CORPS LEADERSHIP PROGRAM.  PROVIDE AN UPDATE AT THE 26TH EFPB.
