GENTEXT/REMARKS/1.  EFFECTIVE IMMEDIATELY, CORPORALS THAT ACCEPT A 12 MONTH DRILLING OBLIGATION WITH A SELECTED MARINE CORPS RESERVE (SMCR) UNIT ARE ELIGIBLE TO RECEIVE UP TO 60 ADDITIONAL POINTS TOWARD THEIR COMPOSITE SCORE.  THIS INCENTIVE IS ESTABLISHED AS BOTH A RETENTION AND RECRUITING TOOL THAT ENCOURAGES CORPORALS TO CONTINUE SERVING WITH THE SMCR OR JOIN THE SMCR FOLLOWING COMPLETION OF ACTIVE COMPONENT SERVICE. 
2.  ELIGIBILITY.  
    A. RESERVE COMPONENT CORPORALS SERVING IN THE SMCR ON THEIR INITIAL 8-YEAR MILITARY SERVICE OBLIGATION (MSO) WHO HAVE A MANDATORY DRILL STOP DATE (MDSD) EXPIRING PRIOR TO 1 OCTOBER 2012 OR ARE BEYOND THEIR MDSD AND MEET THE FOLLOWING CONDITIONS:
       (1) BE A SATISFACTORY PARTICIPANT IN A DRILLING STATUS WITH AN SMCR UNIT FILLING A VALID BILLET IDENTIFICATION CODE (BIC).
       (2) HAVE MINIMUM AVERAGE PROFICIENCY/CONDUCT MARKS IN GRADE OF 4.0/4.0.
       (3) NOT BE ASSIGNED TO THE BODY COMPOSITION/MILITARY APPEARANCE PROGRAM.
       (4) BE ELIGIBLE FOR AND RECOMMENDED FOR PROMOTION TO SERGEANT.
    B. PRIOR SERVICE ACTIVE COMPONENT CORPORALS WITH AN EXISTING MSO WITHIN THE INDIVIDUAL READY RESERVE (IRR) WHO AGREE TO AFFILIATE WITH A SMCR UNIT PER PAR 1.  THESE MARINES MUST HAVE BEEN RELEASED FROM ACTIVE COMPONENT SERVICE UNDER HONORABLE CONDITIONS AND CURRENTLY SERVING THE LAST FOUR YEARS OF THEIR 4X4 INITIAL CONTRACT, MEETING THE FOLLOWING CONDITIONS:
       (1) CURRENTLY IN COMPLIANCE WITH BODY COMPOSITION/MILITARY APPEARANCE PROGRAM.
       (2) SUCCESSFULLY COMPLETE THE PRIOR SERVICE RECRUITING SCREENING PROCESS PRIOR TO AFFILIATING WITH THE SMCR.
    C. RESERVE COMPONENT CORPORALS SERVING THEIR REMAINING CONTRACTUAL OBLIGATION IN THE IRR WHO REAFFILIATE WITH A SMCR UNIT PER PAR 1 AND MEET THE FOLLOWING CONDITIONS:
       (1) SATISFACTORY PARTICIPANT WHEN SERVING IN THE SMCR.
       (2) MINIMUM AVERAGE PROFICIENCY/CONDUCT MARKS IN GRADE OF 4.0/4.0 WHILE SERVING IN THE SMCR.
       (3) CURRENTLY IN COMPLIANCE WITH BODY COMPOSITION/MILITARY APPEARANCE PROGRAM.
       (4) SUCCESSFULLY COMPLETE THE PRIOR SERVICE RECRUITING SCREENING PROCESS PRIOR TO REAFFILIATING WITH THE SMCR.
3.  BONUS POINTS ARE NOT EFFECTIVE FOR COMPOSITE SCORE CALCULATION PRIOR TO 1 OCT 2011.  BECAUSE THE CUTOFF FOR DATA ELEMENTS FOR THE OCT, NOV, DEC 11 PROMOTION QUARTER WAS 20 AUG 11, BONUS POINTS WILL NOT REFLECT IN THE MARINE'S COMPOSITE SCORE UNTIL THE JAN, FEB, MAR 12 PROMOTION QUARTER.  ALL MARINES WHO CHOOSE TO ACCEPT THIS BONUS SHOULD CONFIRM THEY POSSESS SUFFICIENT CONTRACTUAL TIME TO COMPLETE THE 12 MONTH DRILLING OBLIGATION.  THIS BONUS MAY BE RECEIVED ONLY ONCE.
4.  UNIT ACTIONS.
    A.  ENSURE MARINE HAS SUFFICIENT CONTRACTUAL TIME REMAINING TO COMPLETE 12 MONTH DRILLING OBLIGATION.
    B.  ENSURE EVERY MARINE SIGNS A WRITTEN AGREEMENT AND ENTER INTO MEMBER'S SERVICE RECORD BOOK.  A WRITTEN AGGREMENT CAN BE RETRIEVED BY VISITING THE MRA WEBSITE AT WWW.MANPOWER.USMC.MIL. IN THE SEARCH BOX, ENTER KEY WORD "BONUS". THEN SELECT "60PT RC-CSPB WRITTEN AGREEMENT".
    C.  MARINES PARTICIPATING IN THE COMMAND RECRUITING PROGRAM (CRP) CAN RECEIVE NO MORE THAN A TOTAL OF 100 POINTS WHEN COMBINED WITH THIS BONUS.  EXAMPLE:  IF MARINE EARNED 60 POINTS FROM PARTICIPATION IN THE CRP, MEMBER CAN RECEIVE 40 ADDITIONAL POINTS BY ACCEPTING AN ADDITIONAL 12 MONTH DRILLING OBLIGATION.
    D.  FORWARD ALL REQUESTS FOR 60 ADDITIONAL POINTS TOWARD A MARINE'S COMPOSITE SCORE TO THE MARFORRES G-1 MANPOWER ORGANIZATIONAL MAILBOX:  MFR(UNDERSCORE)MANPOWER@USMC.MIL.  ALL SUBMITTED REQUESTS MUST INCLUDE A SIGNED WRITTEN AGREEMENT PER PARAGRAPH 4.B. AND INDICATE WHETHER THE MARINE HAS RECEIVED COMMAND RECRUITING BONUS POINTS PREVIOUSLY.  A NEGATIVE REPLY IS REQUIRED TO THE QUESTION OF COMMAND RECRUITING BONUS POINTS.  MARFORRES G-1 MANPOWER WILL REPORT THE REQUIRED PROGRAM ENLISTED FOR (PEF) CODE, AND MANDATORY START AND STOP DATES.  PEF CODE "RA" WILL BE REPORTED FOR EACH MARINE. PEF CODE "RB" WILL BE REPORTED FOR THOSE MARINES EXECUTING IN CONJUNCTION WITH THE LATMOVE PROGRAM.  ELIGIBLE MARINES THAT ACCEPT THIS BONUS DURING FY12 WILL HAVE A MANDATORY DRILL START DATE EFFECTIVE UPON THE DAY THEY SIGN THEIR WRITTEN AGREEMENT.  THE REPORTED MANDATORY DRILL STOP DATE WILL BE 12 MONTHS FROM THE MANDATORY DRILL START DATE.
    E.  REMEDIAL PROMOTION CONSIDERATION WILL ONLY BE GIVEN IN THE FOLLOWING SITUATION:  THROUGH ADMINISTRATIVE ERROR, MCTFS ENTRY IS NOT MADE FOR AN EFFECTIVE DATE OF ACTION (AGREEMENT SIGNATURE) THAT IS PRIOR TO THE MCTFS CUTOFF DATE FOR COMPOSITE SCORE CALCULATION FOR THE RESPECTIVE PROMOTION QUARTER.  IN THIS CASE, THE MISSING DATA ELEMENT MUST BE REPORTED UTILIZING TTC 287 (RECOMPUTE COMPOSITE SCORE).  IF THE RECOMPUTED COMPOSITE SCORE MEETS OR EXCEEDS THE CUTTING SCORE ANNOUNCED, REMEDIAL PROMOTION CONSIDERATION SHOULD BE REQUESTED PER PAR 2600 OF THE REF.
    F.  THIS BONUS CAN BE ACCEPTED IN CONJUCTION WITH A REENLISTMENT BONUS AND WILL REPORT CONCURRENTLY.  THE 36 MONTH DRILLING OBLIGATION WILL BE REPORTED VICE THE 12 MONTH DRILLING OBLIGATION.  MARINES CURRENTLY SERVING A 36 MONTH DRILLING OBLIGATION FOR A PREVIOUSLY ACCEPTED BONUS AND WHO MEET THE PREREQUISITIES WITHIN PARAGRAPH TWO CAN RECEIVE THIS INCENTIVE WITHOUT INCURRING ANY ADDITIONAL OBLIGATION IF THEY HAVE AT LEAST 12 MONTHS REMAINING.  A WRITTEN AGREEMENT MUST BE COMPLETED TO RECORD EFFECTIVE DATE OF ACTION.
EXAMPLES:
        (1) MARINE SIMULTANEOUSLY ACCEPTS AN ENLISTED AFFILIATION AND REENLISTMENT BONUS AND THE 60 POINT BONUS, MEMBER INCURS AN ADDITIONAL DRILLING OBLIGATION OF 36 MONTHS.
        (2) MARINE ACCEPTS THE 60 POINT BONUS WITH 23 MONTHS REMAINING OF A PREVIOUS 36 MONTH DRILLING OBLIGATION, MEMBER HAS A TOTAL DRILLING OBLIGATION OF 23 MONTHS TO SERVE.
5.  BOTH CAREER PLANNERS AND PRIOR SERVICE RECRUITERS ARE AUTHORIZED TO USE THIS INCENTIVE TO ACCOMPLISH THEIR RESPECTIVE MISSIONS.
6.  RESERVE AFFAIRS WILL MONITOR AND EVALUATE BONUS USAGE AND MEMBER COMPLIANCE VIA ODSE REPORTS.
7.  THIS MARADMIN IS APPLICABLE ONLY TO THE RESERVE COMPONENT.
8.  THIS MARADMIN CANCELS 30 SEPTEMBER 2012.
