REF (B) IS MARADMIN 154/11. EXTENSION OF MARINE CORPS-WIDE CIVILIAN HIRING FREEZE, WHICH EXTENDED THE HIRING FREEZE INDEFINITELY. REF (C) IS MARADMIN 302/11, ADDITIONAL GUIDANCE FOR THE MARINE CORPS-WIDE CIVILIAN HIRING FREEZE, WHICH LIFTED THE HIRING FREEZE FOR MAJOR COMMANDS UNDER EXECUTING THEIR FY12 CIVILIAN LABOR BUDGET.REF (D) IS ACMC MEMO, STRATEGIC REVIEW OF CIVILIAN REQUIREMENTS, WHICH DIRECTED A REVIEW OF CIVILIAN AND CONTRACTOR REQUIREMENTS TO BETTER ALIGN RESOURCES TO PRIORITIZED MISSIONS, FUNCTIONS, AND TASKS.//

GENTEXT/REMARKS/1. RESULTS OF THE ACTIONS DIRECTED IN REFERENCES (A) THROUGH (C) HAVE BEEN SUCCESSFUL AT THE ENTERPRISE LEVEL, AND THE MARINE CORPS IS CURRENTLY WITHIN FY12 BUDGET CONTROLS. BUDGET EXECUTION WITHIN INDIVIDUAL MAJOR COMMANDS AND HEADQUARTERS MARINE CORPS (HQMC) STAFF AGENCIES CONTINUES TO VARY AND REQUIRES CONTINUED MANAGEMENT EMPHASIS. THIS MARADMIN PROVIDES UPDATED INFORMATION ON APPROVED HIRING ACTIONS AND APPLICABLE RESTRICTIONS. HIRING ACTIONS FOR SENIOR EXECUTIVE AND HIGHLY QUALIFIED EXPERT POSITIONS ARE EXEMPT FROM THIS MARADMIN AND WILL BE HANDLED VIA THE ESTABLISHED APPROVAL PROCESS.
2. EFFECTIVE IMMEDIATELY, MARINE CORPS MAJOR COMMANDS AND HQMC STAFF AGENCIES UNDER EXECUTING FY13 CIVILIAN LABOR BUDGET CONTROLS MAY CONTINUE/RESUME HIRING UNDER MANAGE TO PAYROLL AUTHORITY. THE FOLLOWING RESTRICTIONS APPLY.
A. FULL EXECUTION OF THE CIVILIAN LABOR BUDGET IS PROHIBITED PENDING COMPLETION OF THE ON-GOING REVIEW DIRECTED BY REFERENCE (D).
B. BILLETS APPROVED BY THE MARINE RESOURCES OVERSIGHT COUNCIL (MROC) (E.G. NGEN, CYBER, MCCLEP, ETC.) WILL BE FILLED BEFORE OTHER VACANCIES AND ONLY TO MROC APPROVED LEVELS. WAIVERS TO THIS PRIORITY HIRING MAY BE SUBMITTED TO THE ASSISTANT COMMANDANT OF THE MARINE CORPS (ACMC) PER THE PROCESS OUTLINED IN PARAGRAPH 4.
C. REQUESTS TO HIRE FOR OTHER EXISTING VACANCIES MAY BE SUBMITTED IF THE HEAD OF THE MAJOR COMMAND/HQMC STAFF AGENCY DEEMS THE BILLET IS CRITICAL AND IS CONFIDENT THE REQUIREMENT WILL STILL EXIST FOLLOWING COMPLETION OF THE REVIEW CITED IN REFERENCE (D).
D. REQUESTS FOR APPROVAL TO INITIATE ALL HIRING ACTIONS IN PARAGRAPHS 2B. AND 2C WILL BE SUBMITTED TO THE ACMC PER THE PROCESS OUTLINED IN PARAGRAPH 4.
E. HIRING ACTIONS CURRENTLY IN PROCESS THAT WERE INITIATED BY UNDER EXECUTING COMMANDS AS A RESULT OF REFERENCE (C) MAY BE COMPLETED.
F. HQMC PROGRAM AND RESOURCES DEPARTMENT WILL MONITOR AND PUBLISH EXECUTION BI-MONTHLY TO MAJOR COMMANDS TO ENSURE MAJOR COMMANDS/HQMC STAFF AGENCIES ARE NOT NEARING FULL EXECUTION OF FY 13 CIVILIAN LABOR BUDGET CONTROLS.
G. BUDGET EXECUTION STATUS FOR INDIVIDUAL HQMC STAFF AGENCIES WILL BE DETERMINED BY THE DIRECTOR, MARINE CORPS STAFF (DMCS) AND USED TO AUTHORIZE DEPUTY COMMANDANT HIRING ACTIONS PER THE PROCESS OUTLINED IN PARAGRAPH 4.
H. HIRING ACTIONS CAN ONLY BE REQUESTED FOR EXISTING BILLETS ON THE TABLES OF ORGANIZATION WITH AN APPROVED BILLET IDENTIFICATION CODE NUMBER.
3. MAJOR COMMANDS/HQMC STAFF AGENCIES OVER EXECUTING FY13 CIVILIAN LABOR BUDGET CONTROLS REMAIN UNDER A HIRING FREEZE. WAIVERS MAY BE REQUESTED ONLY IN CASES WHERE POSITIONS, IF LEFT VACANT, WOULD SERIOUSLY RISK NATIONAL SECURITY AND/OR SAFETY OF LIVES/PROPERTY. THE FOLLOWING ACTIONS REMAIN EXEMPT FROM THE FREEZE.
A. CONVERSION OF PERSONNEL IN CAREER TRAINEE/INTERN PROGRAMS INTO PERMANENT APPOINTMENT AS A FORMAL EXPECTATION OF THEIR INTERNSHIP.
B. SCHEDULED PROMOTIONS OF INDIVIDUALS IN CAREER LADDER POSITIONS.
C. HIRING/PROMOTION ACTIONS REQUIRED AS A RESULT OF THIRD PARTY DECISIONS FROM THE MERIT SYSTEMS PROTECTION BOARD, EQUAL EMPLOYMENT OPPORTUNITY COMMISSION, FEDERAL LABOR RELATIONS AUTHORITY, ARBITRATION, OR AS A RESULT OF RELATED SETTLEMENT AGREEMENTS.
D. REIMBURSABLE BILLETS PAID BY OTHER SERVICES/AGENCIES/WORKING CAPITAL FUNDS (NOT DIRECT MARINE CORPS TO MARINE CORPS REIMBURSABLE BILLETS).
4. ALL REQUESTS IDENTIFIED IN PARAGRAPHS 2B, 2C., AND 3, ARE SUBJECT TO ACMC APPROVAL. REQUESTS ARE TO BE SIGNED AT THE 3-STAR LEVEL AND SUBMITTED TO THE DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS FOR COORDINATION WITH THE DEPUTY COMMANDANTS FOR PROGRAMS AND RESOURCES AND COMBAT DEVELOPMENT AND INTEGRATION. REQUESTS MUST INCLUDE THE POSITION TITLE, SERIES, AND GRADE; FINANCIAL UNIT IDENTIFICATION CODE, BILLET IDENTIFICATION CODE (BIC) INFORMATION REGARDING OTHER EXISTING RESOURCES WITHIN THE ORGANIZATION AND WHY THEY'RE NOT SUFFICIENT TO SUSTAIN OPERATIONS, STATUS OF MROC APPROVED HIRING ACTIONS (IF APPLICABLE), A BUDGET EXECUTION STATUS SUMMARY, AND A DETAILED JUSTIFICATION OF THE CRITICAL NEED FOR FILLING THE POSITION.
