GENTEXT/REMARKS/1. EFFECTIVE 1 OCTOBER 2011, THIS MARADMIN AUTHORIZES IMPLEMENTATION OF THE 10,000 DOLLAR CORPORAL AND 15,000 DOLLAR SERGEANT AR EAB FOR FY12 IN ACCORDANCE WITH REFERENCES A AND B. ENLISTED MARINES AFFILIATING WITH THE AR PROGRAM WITH A PRIMARY MOS (PMOS) LISTED IN THIS MARADMIN MAY BE ELIGIBLE FOR AN AFFILIATION INCENTIVE. ON A FIRST COME FIRST SERVE BASIS, THIS INCENTIVE WILL BE PAID TO MARINES RECRUITED BY A PRIOR SERVICE RECRUITER TO AFFILIATE WITH THE AR PROGRAM FOR 3 YEARS AND FILL A CMC (RAP) VALIDATED VACANT BILLET COMMENSURATE WITH GRADE AND MOS AS IDENTIFIED BELOW.
2. ADMINISTRATIVE GUIDANCE.
A. MARINES MEETING THE RETENTION GUIDELINES IN REFERENCE B AND THE INCENTIVE REQUIREMENTS ESTABLISHED IN THIS MARADMIN MAY HAVE THEIR PRIOR SERVICE RECRUITER (PSR) SUBMIT A REQUEST FOR AFFILIATION WITH AN AR EAB VIA THE TOTAL FORCE RETENTION SYSTEM (TFRS).
B. UPON APPROVAL OF THE AFFILIATION REQUEST BY CMC (RAM-3) AND APPROVAL OF THE INCENTIVE REQUEST BY CMC (RCT), CMC (RCT) WILL ISSUE A BONUS CONTROL NUMBER (BCN) VIA TFRS.
C. PRIOR TO THE MARINE AFFILIATING:
(1) PSR WILL OBTAIN A WRITTEN AGREEMENT BY VISITING THE M AND RA WEBSITE AT WWW.MANPOWER.USMC.MIL. IN THE SEARCH BOX ENTER KEYWORD "EAB", SELECT "AR EAB", THEN "AR EAB WRITTEN AGREEMENT;"
(2) PLACE THE BCN ON THE WRITTEN AGREEMENT. HAVE THE MARINE SIGN THE COMPLETED WRITTEN AGREEMENT AND ATTACH A SCANNED PDF COPY TO THE TFRS REQUEST.
(3) RAM-3 WILL NOTIFY CMC (RCT) VIA ITS SECTION MAILBOX, RIT@USMC.MIL, WHEN MARINES ASSIGNED A BCN FAIL TO ACCEPT ORDERS WITHIN 30 DAYS. MARINES THAT FAIL TO ACCEPT ORDERS WITHIN THE 30-DAY LIMIT OR ACCESS INTO THE AR PROGRAM PRIOR TO 30 SEPTEMBER 2012, WHICHEVER IS EARLIEST, FORFEIT THEIR INCENTIVE ELIGIBILITY.
D. PAYMENT PROCEDURES: A UNIT DIARY ENTRY USING TTC 153 001 WITH BONUS PROGRAM ENLISTED FOR (BPEF) CODE RC AND TTC 900 003 WILL BE REPORTED BY CMC (RAM) UPON THE MARINE JOINING THE AR PROGRAM.
3. ELIGIBILITY REQUIREMENTS.
A. HAVE 36 MONTHS OF CONTRACTUAL TIME AT THE TIME OF AFFILIATION IN ACCORDANCE WITH REFERENCE B.
B. BE A PRIOR SERVICE MARINE WHO AFFILIATES WITH THE AR PROGRAM WITH LESS THAN A 3-YEAR BREAK IN SERVICE FROM THE REGULAR COMPONENT, ACTIVE RESERVES, OR SELECTED RESERVE.
C. RELEASED FROM THEIR PRIOR COMPONENT UNDER HONORABLE CONDITIONS.
D. IF A MEMBER OF THE SELECTED RESERVE, IS A SATISFACTORY PARTICIPANT.
E. HAVE NOT BEEN REDUCED IN RANK TO THEIR CURRENT GRADE EXCEPT IF REDUCTION IS A RESULT OF REF C.
F. NOT ENTITLED TO RECEIVE RETIRED OR RETAINER PAY.
G. BE ACCEPTED BY CMC (RAM-3) AND AFFILIATE WITH THE AR PROGRAM BY 30 SEPTEMBER 2012.
H. NON-AVIATION MOS APPLICANTS MUST HAVE AT LEAST 30 MONTHS OF ACTIVE DUTY SERVICE IN ELIGIBLE PMOS.
I. AVIATION MOS APPLICANTS MUST HAVE NO LESS THAN 4 YEARS OF ACTIVE DUTY SERVICE IN ELIGIBLE PMOS.

4. RETRAINING. NO RETRAINING IS AUTHORIZED WITH THIS INCENTIVE. A MARINE MUST BE PMOS QUALIFIED TO BE ELIGIBLE.
5. OBLIGATION.
A. RECIPIENTS OF THIS INCENTIVE WILL INCUR A 3-YEAR OBLIGATION FROM THE DATE OF AFFILIATION WITH THE AR PROGRAM.
B. RECIPIENTS MUST SERVE 3 YEARS IN THE PMOS FOR WHICH THE INCENTIVE WAS AUTHORIZED.
6. RECOUPMENT.
A. RECOUPMENT WILL OCCUR AT A PRORATED AMOUNT IF THE MARINE:
(1) FAILS TO FULFILL THE OBLIGATION.
(2) EXECUTES A LATERAL MOVE.
(3) AUGMENTS TO THE REGULAR COMPONENT.
(4) TRANSFERS TO THE SMCR, IMA OR THE IRR.
B. RECOUPMENT WILL NOT OCCUR IF THE MARINE:
(1) IS DENIED FURTHER SERVICE DUE TO TWICE FAILING SELECTION TO THE NEXT HIGHER GRADE OR DISABILITY;
(2) IS COMMISSIONED OR ACCEPTS AN APPOINTMENT IN THE RESERVE COMPONENT AND HAS SERVED 1 YEAR OF HIS/HER INCENTIVE OBLIGATION.
7. THE INCENTIVE AMOUNT IS A (DOLLAR SIGN) 10,000 LUMP SUM PAYMENT FOR CORPORALS AND (DOLLAR SIGN) 15,000 LUMP SUM PAYMENT FOR SERGEANTS. DUE TO FINITE INCENTIVE FUNDS, INCENTIVES WILL BE ISSUED ON A FIRST COME/FIRST SERVE BASIS.
8. RECIPIENTS OF THIS INCENTIVE MAY NOT CONCURRENTLY RECEIVE ANOTHER INCENTIVE.
9. THIS MARADMIN CANCELS 30 SEPTEMBER 2012.
