GENTEXT/REMARKS/1. SITUATION. NATIONAL AND DOD POLICY DIRECTS THE IMPLEMENTATION OF EMERGENCY MANAGEMENT PRACTICES AND USE OF NATIONAL GUIDANCE AND DIRECTIVES FOR THE ALIGNMENT OF EMERGENCY MANAGEMENT PROGRAMS WITH ESTABLISHED FEDERAL DIRECTIVES TO SUPPORT THE ALL-OF-NATION APPROACH TO EMERGENCY PREPAREDNESS.
2. MISSION. THE MARINE CORPS ESTABLISHES WORLDWIDE IEM PROGRAMS TO PROTECT PERSONNEL AND GOVERNMENT PROPERTY; PRESERVE MARINE CORPS MISSION READINESS; ESTABLISH THE EMERGENCY MANAGEMENT FUNCTIONS TO PREPARE FOR, RESPOND TO, RECOVER FROM, AND MITIGATE ALL-HAZARDS INCIDENTS IN DAILY OPERATIONS; AND ALIGN MARINE CORPS IEM PROGRAM ACTIVITIES WITH NATIONAL GUIDANCE.
3. EXECUTION
3.A. COMMANDER'S INTENT.
3.A.1. PURPOSE. THE MARINE CORPS HAS AN INHERENT RESPONSIBILITY TO PROTECT ALL FORCES AND THEIR FAMILIES TO THE GREATEST EXTENT PRACTICABLE. THE IMPLEMENTATION OF THE IEM PROGRAM WILL POSITION THE MARINE CORPS TO PREPARE FOR, RESPOND TO, RECOVER FROM, AND MITIGATE ALL-HAZARD INCIDENTS IN A CONSISTENT, SAFE AND EFFICIENT MANNER; TO CONDUCT EMERGENCY ACTIVITIES THAT ARE INTEROPERABLE WITH OTHER SERVICES AND CIVIL AUTHORITIES CONSISTENT WITH NATIONAL POLICY.
3.B. CONCEPT OF OPERATIONS. IMPLEMENTATION OF THE IEM PROGRAM WILL BE CONDUCTED IN THREE PHASES.
3.B.1. PHASE 1: ACTIONS REQUIRED TO ACHIEVE INITIAL OPERATING CAPABILITY (IOC) BY END OF 1ST QUARTER FY 2012.
3.B.2. PHASE 2: ACTIONS REQUIRED TO ACHIEVE FULL OPERATING CAPABILITY (FOC) BY JANUARY 13, 2014.
3.B.3. PHASE 3: RECURRING ASSESSMENT AND VALIDATION OF THE IEM PROGRAM.
3.C. END STATE. THE MARINE CORPS HAS COMPLETED IOC AND REACHED FOCWHEN:
3.C.1. IT POSSESSES A COMMON OPERATING PICTURE (COP) CAPABLE OF SHARING REAL TIME INFORMATION AMONG FIRST RESPONDERS.
3.C.2. IT DEPLOYS A MASS NOTIFICATION AND WARNING SYSTEM (MNWS) WITH THE ABILITY TO WARN ALL PERSONNEL IMMEDIATELY, BUT NO LONGER THAN 10 MINUTES AFTER INCIDENT NOTIFICATION AND VERIFICATION.
3.C.3. IT HAS AN ENHANCED 911 (E911) CAPABILITY COMMENSURATE WITH AND SUPPORTABLE BY E911 SYSTEMS IN THE SURROUNDING LOCAL COMMUNITY (OR BY COMPARABLE EMERGENCY NOTIFICATION SYSTEMS IN COMMUNITIES OUTSIDE OF NORTH AMERICA).
3.D. SUPPORT. HQMC WILL PARTICIPATE IN APPROPRIATE OFFICE OF THE SECRETARY OF DEFENSE (OSD) COMMITTEES, MEETINGS, AND WORKING GROUPS TO REPRESENT THE MARINE CORPS IN EMERGENCY MANAGEMENT AND ALL HAZARD ISSUES.
4. TASKS.
4.A. PHASE 1: COMPLETION OF THE FOLLOWING IOC REQUIREMENTS BY END OF 1ST QUARTER FY 2012 INDICATES IOC COMPLIANCE.
4.A.1. TO MEET IOC HQMC MUST:
4.A.1.A. DESIGNATE, TRAIN, AND RESOURCE AN IEM PROGRAM MANAGER AT HQMC TO SUPPORT INSTALLATION EMERGENCY MANAGERS ADMINISTERING THEIR PROGRAMS.

4.A.2. TO MEET IOC INSTALLATIONS MUST:

4.A.2.D. DEVELOP AND MAINTAIN A COMPREHENSIVE ALL HAZARDS IEM PLAN. IEM PLANS SHOULD BE WRITTEN TO THE LOWEST CLASSIFICATION, GENERALLY FOR OFFICIAL USE ONLY (FOUO). WHERE REQUIRED, PORTIONS REQUIRING CLASSIFICATION SHOULD BE SUMMARIZED IN THE BASE IEM PLAN AND ATTACHED AS A CLASSIFIED ANNEX.
4.A.2.E. DEVELOP AN INSTALLATION IEM PROGRAM IMPLEMENTATION PLAN THAT ADDRESSES THE ESTABLISHMENT AND/OR REVIEW OF COMPREHENSIVE ALL HAZARDS IEM PLAN, SUPPORT AGREEMENTS, TRAINING, EXERCISES, AND RESOURCES REQUIRED TO MEET FOC REQUIREMENTS.

4.D.11. OPERATING FORCES. USMC OPERATING FORCES IN GENERAL MAY BUT ARE NOT LIKELY TO RESPOND TO DOMESTIC INCIDENTS. THEREFORE, OPERATING FORCES ARE NOT SUBJECT TO THIS MINIMUM TRAINING REQUIREMENT. HOWEVER, TRAINING ON NIMS, NRF AND ICS SHOULD BE CONSIDERED AS PART OF AN APPROPRIATE TRAINING PROGRAM CONSISTENT WITH MILITARY READINESS AND AS INFORMED BY THE COMMANDER'S ESTIMATE OF LIKELY CONTINGENCIES. WHEN ENGAGED IN DEFENSE SUPPORT OF CIVIL AUTHORITIES (DSCA), DOD FORCES STILL TYPICALLY OPERATE INTERNALLY WITH TRADITIONAL MILITARY COMMAND AND CONTROL STRUCTURES, BUT THE ADJACENT, SUPPORTING, AND SUPPORTED CIVIL AUTHORITIES DO NOT. OPERATING FORCE EMPLOYMENT IN DSCA IS SIGNIFICANTLY ENHANCED BY KEY PEOPLE HAVING FAMILIARITY WITH NIMS, NRF, AND ICS.
4.D.12. TRAINING RECORDS WILL BE CREATED FOR ALL PERSONNEL AND ARE TO BE MAINTAINED BY INSTALLATION UNITS, DEPARTMENTS AND GROUPS.
5. ADMINISTRATION AND LOGISTICS.
5.A. AN IEM PROGRAM GUIDE IS UNDER DEVELOPMENT AND WILL BECOME A USERS MANUAL DESIGNED TO ASSIST THE INSTALLATION EMERGENCY MANAGERS WITH IEM PROGRAM DEVELOPMENT.
5.B. THE MARINE CORPS HAS ADOPTED THE CURRENT NAVY COMMAND, CONTROL, COMMUNICATIONS, COMPUTER AND INTELLIGENCE (C4I) SUITE AS THE FUTURE USMC COP CAPABILITY TO BE IMPLEMENTATED BY 4TH QUARTER FY 2012.
5.C. THE MARINE CORPS WILL IMPLEMENT MWNS BY 3RD QUARTER FY 2013.
