GENTEXT/REMARKS/1. THE REFERENCES ABOVE DIRECT ALL COMMANDS TO APPLY BUDGETARY LIMITATIONS TO INDIVIUAL PERFORMANCE BASED AND CONTRIBUTION AWARDS FOR FISCAL YEARS 2011 AND 2012, TO INCLUDE QUALITY STEP INCREASES (QSIS), RECRUITMENT, RETENTION AND RELOCATION INCENTIVES  (3RS), EFFECTIVE IMMEDIATELY.
2. FOR ALL EMPLOYEES, EXCEPT SENIOR EXECUTIVE SERVICE (SES) AND SENIOR-LEVEL AND SCIENTIFIC AND PROFESSIONAL EMPLOYEES, THE TOTAL ANNUAL SPENDING FOR INDIVIDUAL PERFORMANCE AWARDS AND FOR INDIVIDUAL CONTRIBUTION AWARDS (E.G., SPECIAL ACT AWARDS AND "ON-THE-SPOT" AWARDS) MUST BE LIMITED TO NO MORE THAN ONE PERCENT OF THE AGGREGATE BASIC SALARIES OF THOSE EMPLOYEES WHO WERE EMPLOYED AT THE END OF THE PREVIOUS FISCAL YEAR.
3. COMMANDS WITH PERFORMANCE CYCLES THAT ENDED ON 30 JUNE 2011, THE  PERFORMANCE AWARDS REVIEW BOARD ARE LIMITED TO SPENDING ONE PERCENT OF THE 2010 FISCAL YEAR AGGREGATE BASIC SALARY.
4. RECRUITMENT, RETENTION AND RELOCATION INCENTIVES (3RS) INCENTIVES, GROUP CASH AWARDS, INDIVIDUAL AND GROUP SUGGESTIONS AND INVENTIONS, AND COST SAVING REFERRALS OF JOB CANDIDATES ARE LIMITED TO FISCAL YEAR 2010 SPENDING LEVELS.  QSIS ARE LIMITED TO POINT ONE SEVEN PERCENT OF THE FISCAL YEAR 2010 SPENDING LEVELS.  THERE ARE NO LIMITS ON TIME-OFF AWARDS.
