1. THE PURPOSE OF THIS MARADMIN IS TO ANNOUNCE THE COMMANDANT'S CAREER-LEVEL EDUCATION BOARD (CCLEB). THE CCLEB IS A NEW COMPREHENSIVE APPROACH IN A NON-STATUTORY COMPETITIVE BOARD PROCESS TO SELECT THE BEST AND FULLY QUALIFIED OFFICERS FOR CAREER-LEVEL PROFESSIONAL MILITARY EDUCATION (PME), GRADUATE-LEVEL EDUCATION, AND SELECT SPECIAL DUTY ASSIGNMENTS. THE DUE DATE FOR THE CCLEB QUESTIONNAIRE IS 26 SEPTEMBER 2011.THE CCLEB WILL CONVENE ON 12 OCTOBER 2011 AND WILL SELECT OFFICERS FOR:
A. CAREER LEVEL SCHOOL (CLS)
B. OLMSTED SCHOLAR PROGRAM NOMINATION BOARD
C. CONGRESSIONAL FELLOWSHIP PROGRAM

2. GENERAL ELIGIBILITY GUIDELINES.
A. ALL LIEUTENANTS AND CAPTAINS WHO ARE SCHEDULED TO EXECUTE PCSO OR PCAO NO LATER THAN 30 OCTOBER 2012 WILL AUTOMATICALLY BE SCREENED FOR ALL PROGRAMS.
B. TIME ON STATION (TOS) REQUIREMENTS. AS LISTED IN REF I, OFFICERS WHO COMPLETE THEIR PRESCRIBED TOUR LENGTHS DURING FY12 WILL BE ELIGIBLE. SPECIFIC QUESTIONS REGARDING TOUR LENGTHS SHOULD BE DIRECTED TO THE APPROPRIATE MONITOR.
C. OFFICERS NOT SELECTED FOR CAREER DESIGNATION CAN BE CONDITIONALLY SELECTED FOR A PROGRAM PENDING SELECTION FOR CAREER DESIGNATION.
3. OFFICERS NOT ELIGIBLE FOR CONSIDERATION.
A. OFFICERS IN THE ABOVE ZONE FOR PROMOTION OR CAPTAINS WHO HAVE FAILED SELECTION TO MAJOR.
B. THOSE WHO HAVE PREVIOUSLY COMPLETED ONE OF THE FOLLOWING FULLY OR PARTIALLY FUNDED PROGRAMS IN GRADE.

SEP IS FULLY FUNDED WHILE OFFICERS IN THE ADP RECEIVE FULL PAY AND ALLOWANCES BUT ARE RESPONSIBLE FOR EDUCATION EXPENSES. ELIGIBLE OFFICERS MAY RECEIVE AN ADVANCED DEGREE FROM THE NAVAL POSTGRADUATE SCHOOL (NPS) OR THE AIR FORCE INSTITUTE OF TECHNOLOGY (AFIT). PARTICIPATION IN SEP PREPARES OFFICERS FOR DUTY IN VALIDATED MARINE CORPS BILLETS REQUIRING AN ADVANCED DEGREE. APPLICANTS WILL BE ABLE TO UPLOAD ACCEPTANCE LETTERS, TRANSCRIPTS, OR ANY SOURCE DOCUMENT TO THE QUESTIONNAIRE. ALL ELIGIBLE OFFICERS ARE DIRECTED TO THE MANPOWER WEBSITE FOR FURTHER INFORMATION AND ELIGIBILITY REQUIREMENTS FOR EACH PROGRAM. NOTE: YOU MUST BE LOGGED ON WITH YOUR CAC TO ACCESS THIS PAGE.
6. BOARD COMMUNICATION AND UPDATED MATERIAL.
A. ALL CORRESPONDENCE TO THE BOARD MUST ORIGINATE FROM, OR BE ENDORSED BY THE ELIGIBLE OFFICER. THIS DOCUMENTATION MUST BE UPLOADED TO THE QUESTIONNAIRE.
B. OFFICERS SHOULD PRIORITIZE THEIR PREFERENCES TO ASSIST BOARD MEMBERS IN THE SCREENING AND SELECTION PROCESS. BOARD MEMBERS WILL CONSIDER THE DESIRE OF THE INDIVIDUAL MARINE AND THE NEEDS OF THE MARINE CORPS IN DETERMINING CCLEB ASSIGNMENTS. REQUESTING CONSIDERATION FOR A SPECIFIC PROGRAM DOES NOT CONSTITUTE INELIGIBILITY OR ELIGIBILITY FOR SELECTION TO ANOTHER PROGRAM. ALL OFFICERS WILL BE SCREENED FOR ALL PROGRAMS.
7. AN OFFICIAL PHOTO TAKEN WITHIN 12 MONTHS OF THE BOARD'S CONVENING DATE IS REQUIRED TO BE ELECTRONICALLY FILED IN THE OMPF. SEE REF (J) FOR THE SPECIFICATIONS REQUIRED FOR THE SUBMISSION OF DIGITAL PHOTOS.
8. EACH ELIGIBLE OFFICER'S CAREER PROGRESSION WILL BE CAREFULLY CONSIDERED IN THE SELECTION PROCESS WITH REGARD TO CAREER TIMING AND POTENTIAL FOR FUTURE SERVICE.
9. OFFICERS WHO ARE SCREENED AND SLATED BUT DO NOT ACCEPT THE SCHOOL ASSIGNMENT WILL BE REQUIRED TO SUBMIT WRITTEN CORRESPONDENCE THROUGH THEIR CHAIN OF COMMAND WITH A GENERAL OFFICER ENDORSEMENT. OFFICER REQUESTS TO DECLINE SCHOOL WILL NOT NORMALLY RECEIVE FAVORABLE ENDORSEMENT FROM MMOA. DECLINATION LETTERS WILL BE INCLUDED IN THE INDIVIDUAL OFFICER'S OMPF. IF A PRIMARY SELECT IS REMOVED FROM THE SLATE FOR ANY REASON, CMC (MMOA) WILL FLEET UP AN ALTERNATE.
