GENTEXT/REMARKS/1.  THE PURPOSE OF THIS MARADMIN IS TO ANNOUNCE THE IMPLEMENTATION OF TWO ELEMENTS FROM THE PRIORITY 2 TASK OF THE COMMANDANT'S PLANNING GUIDANCE, WHICH HAS RESULTED IN THE CONSOLIDATION OF THE MARINE CORPS CENTER FOR IRREGULAR WARFARE AND INTEGRATION DIVISION (CIWID) INTO THE CAPABILITIES DEVELOPMENT DIRECTORATE (CDD), DEPUTY COMMANDANT FOR COMBAT DEVELOPMENT AND INTEGRATION (DC, CDI), AS WELL AS THE ESTABLISHMENT OF THE MARINE CORPS SECURITY COOPERATION GROUP (MCSCG).
2.  BACKGROUND.
    A.  HISTORICALLY, IRREGULAR WARFARE (IW) HAS A LEGACY IN BOTH THE U.S. MILITARY AND MARINE CORPS ORIGINALLY KNOWN AS "SMALL WARS", WHOSE ACTIVITIES LATER CAME TO BE KNOWN AS MILITARY OPERATIONS OTHER THAN WAR (MOOTW).  IRREGULAR WARFARE IS DEFINED AS A VIOLENT STRUGGLE AMONG STATE AND NON-STATE ACTORS FOR LEGITIMACY AND INFLUENCE OVER THE RELEVANT POPULATION(S).  IW FAVORS INDIRECT AND ASYMMETRIC APPROACHES, THOUGH IT MAY EMPLOY THE FULL RANGE OF MILITARY AND OTHER CAPACITIES, IN ORDER TO ERODE AN ADVERSARY'S POWER, INFLUENCE, AND WILL.  (JP 1)  THE FIVE MAJOR ACTIVITIES OF IW ARE COIN, STABILITY OPERATIONS, FOREIGN INTERNAL DEFENSE (FID), COUNTERTERRORISM (CT), AND UNCONVENTIONAL WARFARE (UW).  THE TERM IRREGULAR WARFARE REPLACES THE ACRONYM MOOTW AND ENCOMPASSES THE COMPLEX OPERATIONS CONTAINED IN SMALL WARS AND MOOTW, ADDING BOTH COIN AND UW.  THERE ARE HARD IW LESSONS WHICH THE INSTITUTION CANNOT DISREGARD.  AS THE MARINE CORPS TRANSITIONS FROM A WARTIME FOOTING TO STEADY STATE OPERATIONS THERE WILL BE INCREASED ENGAGEMENT, ADVISING AND PARTNERSHIP DEMANDS, IN SUPPORT OF COCOM SECURITY COOPERATION PLANS, THAT VALIDATE THE OPERATIONALIZATION OF MCTAG.
3.  OPERATIONALIZE THE MCTAG.  IN ACCORDANCE WITH REF (K) THE SECURITY COOPERATION EDUCATION TRAINING CENTER (SCETC) IN QUANTICO, VA WILL DISESTABLISH 1 OCT 2011.  ON THE SAME DATE, THE UNIT CURRENTLY KNOWN AS MCTAG IN FORT STORY, VA, WILL BECOME MCSCG, ASSUME RESPONSIBILITY FOR THE SECURITY COOPERATION FUNCTIONS, AND ACHIEVE INITIAL OPERATING CAPACITY (IOC).  THE CIVIL AFFAIRS MILITARY OCCUPATIONAL SPECIALTY (MOS) SCHOOL AND CIVIL-MILITARY OPERATIONS TRAINING AND EDUCATION FUNCTIONS FORMERLY MANAGED BY SCETC WILL BE MANAGED BY TRAINING AND EDUCATION COMMAND (TECOM) HQ.  THE FORMER SCETC CMO BRANCH WILL BE A TECOM HQ DIRECTORATE AND WILL BE KNOWN AS THE MARINE CORPS CIVIL-MILITARY OPERATIONS SCHOOL.  MCSCG WILL RELEASE A SEPARATE IOC MESSAGE ON 1 OCT 2011.  MCSCG WILL REACH FULL OPERATIONAL CAPACITY ON 30 SEP 2012.
    A.  MISSION.  COORDINATE, MANAGE, EXECUTE, AND EVALUATE U.S. MARINE CORPS SECURITY COOPERATION (SC) PROGRAMS AND ACTIVITIES, TO INCLUDE ASSESSMENTS, PLANNING, RELATED EDUCATION AND TRAINING, AND ADVISORY SUPPORT TO ENSURE UNITY OF EFFORT IN BUILDING PARTNER NATION SECURITY FORCE (PNSF) CAPACITY AND CAPABILITY IN ORDER TO FACILITATE USMC AND REGIONAL MARINE FORCES (MARFOR) COMPONENT COMMAND SC OBJECTIVES.
    B.  ORGANIZATION.  THE CREATION OF MCSCG OPERATIONALIZES MCTAG BY INCREASING THEIR COMBINED STRUCTURE FROM 182 TO 220 AND CONSOLIDATING MANY SECURITY COOPERATION FUNCTIONS UNDER AN OPERATING FORCES COMMAND.  MCSCG CONSISTS OF A STAFF WITH THE VARIOUS SECTIONS AND SPECIAL STAFF NECESSARY TO FUNCTION AS A DEPLOYABLE, OPERATIONAL UNIT AND TO SUPPORT THE TRAINING, EQUIPPING, DEPLOYMENT, AND RE-DEPLOYMENT OF MULTIPLE TASK- ORGANIZED, INTERNALLY SOURCED ADVISOR/TRAINER TEAMS AND TEAMS SOURCED FROM THE OPERATION FORCES (OPFOR), MARFORRES, AND THE SUPPORTING ESTABLISHMENT (SE).  MCSCG ALSO DEPLOYS TEAMS TO PROVIDE ADVISORY, TRAINING, AND PLANNING SUPPORT TO REGIONAL MARINE FORCES (MARFORS) AND OPFOR.
    C.  TASKS.
        (1) IN COORDINATION WITH DEPUTY COMMANDANT PLANS, POLICIES AND OPERATIONS (DC PPO), REGIONAL MARFORS, MARINE FORCES COMMAND (MARFORCOM), MARINE FORCES RESERVE (MARFORRES), MARINE CORPS SYSTEMS COMMAND-IP (MARCORSYSCOM-IP), AND THE SUPPORTING ESTABLISHMENT (SE), PROVIDE MANAGEMENT, COORDINATION AND SYNCHRONIZATION OF ASSIGNED USMC SC PROGRAMS AND ACTIVITIES TO ENSURE UNITY OF EFFORT.
        (2) CONDUCT SERVICE-LEVEL (DOCTRINE, ORGANIZATION, TRAINING, MATERIAL, LEADERSHIP/EDUCATION, PERSONNEL, FACILITIES, COST) ASSESSMENTS OF PNSF IN SUPPORT OF MARFOR THEATER SC (TSC) CAMPAIGN SUPPORT PLANS (CSP).
        (3) ADDITIONAL TASKS CAN BE FOUND IN REF (K).
    D.  CONCEPT OF EMPLOYMENT (COE).  MCSCG PROVIDES AN INSTITUTIONAL CAPACITY IN SC TRAINING AND ADVISOR SUPPORT TO BUILD PARTNERING CAPACITY ISO COMBATANT COMMANDER SC OBJECTIVES.  MCSCG COORDINATES WITH SERVICE HEADQUARTERS, MARFORS, OPFOR, THE SE, AND OTHER DEPARTMENT OF DEFENSE AND INTER-AGENCY SC ORGANIZATIONS TO ENSURE SERVICE AND REGIONAL MARFOR SC OBJECTIVES ARE MET.  AS REQUIRED, SELECT MCSCG PERSONNEL MAY AUGMENT REGIONAL MARFOR STAFFS TO SUPPORTED COMBATANT COMMANDERS.

4.  STRENGTHEN AND CONSOLIDATE IW ORGANIZATIONS.  THE CMC APPROVED A REALIGNMENT OF MARINE CORPS IW FUNCTIONS, TO INCREASE EFFECTIVENESS IN THE DEVELOPMENT OF IW CAPABILITIES, AS WELL AS SUPPORT AND PROVIDE SUBJECT MATTER EXPERTISE (SME) TO IW OPERATIONS.  THIS ACTION INTEGRATES THE CENTER FOR IRREGULAR WARFARE (CIW) (CREATED IN 2007) INTO THE CDD, CDI, HQMC, WHERE IT WILL PERFORM ADVOCACY, CAPABILITY DEVELOPMENT, AND INTEGRATION FUNCTIONS.  THIS ESTABLISHES A MARINE CORPS UNITY OF EFFORT FOR THE DEVELOPMENT AND INTEGRATION OF IW CAPABILITIES AND IMPROVES EXPERTISE IN SUPPORT OF IW OPERATIONS.  THE DIRECTOR OF CIWID IS A STANDING MEMBER OF THE COMMAND ELEMENT ADVISORY BOARD (CEAB) COUNCIL OF COLONELS (COCS).
    A.  MISSION.  CIWID IDENTIFIES, COORDINATES, AND IMPLEMENTS IRREGULAR WARFARE CAPABILITY DEVELOPMENT INITIATIVES ACROSS ALL ELEMENTS OF DOCTRINE, ORGANIZATION, TRAINING, MATERIAL, LEADERSHIP AND EDUCATION, PERSONNEL, AND FACILITIES (DOTMLPF) AND CONCEPTS IN ORDER TO INCREASE, IMPROVE, AND ENHANCE MARINE CORPS CAPABILITIES AND CAPACITIES TO CONDUCT OPERATIONS AGAINST IRREGULAR THREATS.  CIWID WILL LEAD CAPABILITY DEVELOPMENT AND INTEGRATION FOR IW (COIN, STAB, CT, UW, SFA/FID), CIVIL AFFAIRS (CA), PUBLIC AFFAIRS (PA), COMBAT CAMERA (CC), AND INFORMATION OPERATIONS (IO) IN ORDER TO ENHANCE MARINE CORPS ABILITY TO CONDUCT OPERATIONS AGAINST IRREGULAR, HYBRID, AND CONVENTIONAL THREATS - OR THE AREAS WHERE THEY OVERLAP. 
    B.  ORGANIZATION.  CIWID IS ORGANIZED INTO THE FOLLOWING FIVE BRANCHES FOR DEVELOPMENT AND INTEGRATION OF IW RELATED CAPABILITIES:
        (1) SMALL WARS ANALYSIS AND ASSESSMENT (SWAA).
        (2) COUNTERINSURGENCY/COUNTERTERRORISM/UNCONVENTIONAL WARFARE (COIN/CT/UW).
        (3) STABILITY OPERATIONS (STAB).
        (4) FOREIGN INTERNAL DEFENSE/SECURITY FORCE ASSISTANCE (FID/SFA).
        (5) INFORMATION INTEGRATION (II).
        (6) CIWID IS THE INTEGRATOR FOR MARINE CORPS STRATEGIC COMMUNICATION FORCE DEVELOPMENT.
    C.  ACTIVITIES.  IN ADDITION TO DOTMLPF CAPABILITY DEVELOPMENT, CIWID WILL CONDUCT IW ASSESSMENTS, RESPONSE TO DELIBERATE UNIVERSAL NEEDS STATEMENTS (UUNS), AS WELL AS SUPPORT IW RELATED EVALUATION AND WARGAMING.  THE BRANCHES ARE RESPONSIBLE FOR THE FOLLOWING ACTIVITIES:
        (1) SWAA - PROVIDES ANALYTIC SUPPORT FOR IW RELATED CAPABILITIES BASED ASSESSMENTS, ANNUAL SERVICE GENERAL PURPOSE FORCE IW ASSESSMENTS AND SUPPORTS BOTH INTERNAL AND EXTERNAL IW ANALYSIS IN ACCORDANCE WITH REFS (C) AND (D).
        (2) COIN/CT/UW - RESPONSIBLE FOR THE COMBAT DEVELOPMENT OF COIN AND CT DOCTRINE AS WELL AS DEVELOPING METHODS OF SUPPORTING SPECIAL OPERATION FORCES (SOF) IN THE CONDUCT OF UW, IN ACCORDANCE WITH REFS (G) AND (H).
        (3) STAB - RESPONSIBLE FOR STABILITY OPERATIONS CAPABILITY DEVELOPMENT,  COMBAT DEVELOPMENT OF THE HUMANITARIAN ASSISTANCE, ECONOMIC STABILIZATION, INFRASTRUCTURE, AND GOVERNANCE AND PARTICIPATION FUNCTIONS, AND THE INTEGRATION OF SECURITY, PEACE OPERATIONS, AND RULE OF LAW FUNCTIONS IN ACCORDANCE WITH REF (E).
        (4) SFA/FID - CONDUCTS CAPABILITY DEVELOPMENT FOR MARINE CORPS SFA AND FID, AND INTEGRATES ADVISOR CAPABILITIES BETWEEN THE OPERATIONAL FORCES AND EXTERNAL AGENCIES ON ADVISING/ADVISOR INITIATIVES, DOCTRINE WRITING, AND JOINT PROGRAMS IN ACCORDANCE WITH REF (F).
        (5) II - THE INFORMATION INTEGRATION BRANCH CONDUCTS CAPABILITIES IDENTIFICATION AND REQUIREMENTS DEVELOPMENT FOR PUBLIC AFFAIRS (PA), INFORMATION OPERATIONS (IO), AND COMBAT CAMERA (CC) AND ENABLES THE STRATEGIC COMMUNICATION PROCESS IN ACCORDANCE WITH REFS (I) AND (J).  CDD'S CYBER INTEGRATION DIVISION (CYID) WILL CONDUCT DOTMLPF CAPABILITY DEVELOPMENT FOR NETWORK OPERATIONS, COMPUTER NETWORK DEFENSE, INFORMATION ASSURANCE, COMPUTER NETWORK ATTACK, COMPUTER NETWORK EXPLOITATION AND ELECTRONIC WARFARE.
    D.  COE.  CIWID CONDUCTS A SERVICE LEVEL IW CAPABILITIES BASED ASSESSMENT ASAP IN ORDER TO DETERMINE IW GAPS AND REQUIRMENTS.  CIWID CONDUCTS BOTH INTRA-SERVICE AND INTER-SERVICE COORDINATION WITH THE FOLLOWING IW RELATED ORGANIZATIONS:  ASSISTANT SECURITY OF DEFENSE FOR SPECIAL OPERATIONS/LOW-INTENSITY CONFLICT (ASD SO/LIC), DEFENSE SECURITY COOPERATION AGENCY (DSCA), JOINT SPECIAL OPERATIONS UNIVERSITY (JSOU), JOINT SPECIAL OPERATIONS COMMAND(JSOC), ARMY IRREGULAR WARFARE FUSION CENTER (AIWFC), PEACEKEEPING AND STABILITY OPERATIONS INSTITUTE (PKSOI), THE NAVY IRREGULAR WARFARE OFFICE (NIWO), AND THE AIR FORCE IRREGULAR WARFARE CENTER (AFIWC).  CIWID ALSO COORDINATES SUPPORT WITH THE DEPARTMENT OF STATE POLITICAL MILITARY DIVISION (DOS POL-MIL).
