GENTEXT/REMARKS/1.  BACKGROUND.  CMC APPROVED THE ESTABLISHMENT OF A PMOS FOR MOBILE FACILITIES TECHNICIAN (6499) IN ORDER TO PREVENT UNDERSTAFFING AND LACK OF QUALIFICATIONS IN THE MMF WORK CENTERS. THE NEW MOS WILL BECOME EFFECTIVE 1 OCTOBER 2012.
2.  PURPOSE.  THE PURPOSE OF THIS MARADMIN IS TO ESTABLISH SUBMISSION GUIDANCE FOR LATERAL MOVEMENT TO PMOS 6499.
3.  DISCUSSION.  DC M-RA'S INTENT IS TO ALLOW MOBILE MAINTENANCE FACILITY (MMF) EXPERIENCED MARINES TO LATERALLY MOVE INTO THE NEW 6499 MOS.  MARINES WITH MMF EXPERIENCE ARE HIGHLY ENCOURAGED TO REQUEST CONSIDERATION FOR THIS INITIAL LATERAL MOVEMENT OPPORTUNITY. CONVERTING TO PMOS 6499 IS CONTINGENT UPON A SUCCESSFUL ELIGIBILITY SCREENING AND CURRENT MANPOWER REQUIREMENTS.  WHILE THE GOAL IS TO ALLOW MMF EXPERIENCED MARINES TO LATERALLY MOVE INTO THE NEW MOS, SOME REQUESTS WILL BE DENIED IF APPROVAL WOULD ADVERSELY AFFECT FUTURE PROMOTION OPPORTUNITIES OR PMOS INVENTORY.  THIS IS THE SAME ACTION TAKEN FOR ANY NEWLY CREATED OR CHANGED PMOS.
4.  ELIGIBILITY PREREQUISITES:  CAREER MARINES, CORPORAL THROUGH GUNNERY SERGEANT ON THEIR SECOND OR SUBSEQUENT CONTRACT IN THE 6000 OCCUPATIONAL FIELDS THAT HOLD MMF 990 EXPERIENCES.
A.  MUST BE A U.S. CITIZEN
B.  MUST HAVE NORMAL COLOR PERCEPTION
C.  MUST POSSESS AN EL SCORE OF 105 OR HIGHER (WAIVERS OF EL SCORE WILL BE CONSIDERED ON CASE BY CASE BASES).
D.  SECURITY REQUIREMENT: SECRET SECURITY CLEARANCE ELIGIBILITY.
E.  ATTACHED EXPERIENCE DATA SHEET VIA THEIR CHAIN OF COMMAND TO DC M-RA (MM DIVISION) AND DC (A) ASL-34B VIA EMAIL TO ROBERT.MCCUTCHEON@USMC.MIL.
5.  PROCESS:  MARINES APPLYING WILL BE SCREENED FOR ELIGIBILITY BY HQMC ASL-34B IN CONJUNCTION WITH MMEA-84.
A.  FOR MARINES CURRENTLY ASSIGNED TO WORK CENTER 990. HQMC ASL-34B WILL CONDUCT THE SELECTION PROCESS FOR MARINES THAT ELECT TO BE CONSIDERED FOR THE 6499 PMOS LATERAL MOVE.
B.  FOR MARINES NOT CURRENTLY ASSIGNED TO WORK CENTER 990.  MARINES EXTERNAL TO WORK CENTER 990 THAT HAVE PREVIOUSLY SERVED WITHIN THE MMF COMMUNITY MAY ALSO BE CONSIDERED FOR THE PMOS.
C.  ALL VOLUNTEERS ARE REQUIRED TO SUBMIT THE EXPERIENCE DATA SHEET VIA THEIR CHAIN OF COMMAND TO DC M-RA (MM DIVISION) AND TO OCCFLD SPONSOR (ASL-34B) VIA EMAIL ANNOTATED ABOVE AND LATERAL MOVE REQUEST VIA THE UNIT CAREER PLANNER.  CAREER PLANNERS ARE TO SUBMIT LATERAL MOVE REQUESTS VIA TFRS.  SUBMISSION DEADLINE WILL BE 15 OCTOBER 2011.  ALL REQUESTS SUBMITTED AFTER THIS DATE WILL NOT BE CONSIDERED FOR FY12.
6.  THE BELOW REQUIRED DOCUMENTS MUST BE ATTACHED TO THE RELM IN ADOBE PDF FORMAT:
A.  MEDICAL ENDORSEMENT THAT SNM PROCESS NORMAL COLOR PERCEPTION.
B.  SECURITY REQUIREMENT:  SECRET SECURITY CLEARANCE ELIGIBILITY. (REQUIRED FORMAT ATTACHED TO TFRS MESSAGE A0232).
C.  ATTACHED EXPERIENCE DATA SHEET VIA THEIR CHAIN OF COMMAND TO DC M-RA (MM DIVISION) AND DC (A) ASL-34B VIA EMAIL ANNOTATED ABOVE.
7.  APPLICATION PROCESS.
A.  MOS ASSIGNMENT.  MARINES SELECTED FOR LATERAL MOVEMENT TO THE NEW MOS WILL BE NOTIFIED VIA TFRS APPROVAL.  THOSE MARINES APPROVED FOR THE INITIAL LATERAL MOVE WILL HAVE THEIR PMOS CONVERTED TO 6499 VIA MCTFS BY DC, M-RA (MM DIVISION) EFFECTIVE 1 OCTOBER 2012.  NO ACTION NEEDS TO BE TAKEN BY THEIR LOCAL COMMANDS.
B.  NON SELECTION.  MARINES CURRENTLY SERVING WITHIN MMF BILLETS NEITHER ELECTING TO LATERAL MOVE NOR SELECTED FOR PMOS 6499 WILL COMPLETE THEIR CURRENT TOUR REQUIREMENT PRIOR TO BEING RETURNED TO A BILLET IN THEIR ORIGINAL PMOS.
8.  MOS MANAGEMENT.  AFTER THE INITIAL LATERAL MOVE RESULTS HAVE BEEN RELEASED, MANAGEMENT OF THE 6499 MOS TO INCLUDE ALL LATERAL MOVE APPROVALS, PROMOTION, RETENTION, AND BONUS PLANS WILL BE MADE BY DC, M-RA.
9.  THIS MARADMIN IS APPLICABLE TO THE TOTAL FORCE.
10.  THIS MARADMIN HAS BEEN APPROVED BY DC AVN LTGEN ROBLING.//
