GENTEXT/REMARKS/1.  PURPOSE.  THIS MARADMIN COORDINATES THE SUBMISSION OF NOMINATIONS FOR THE FY11 COMMANDANT OF THE MARINE CORPS CAREER PLANNER OF THE YEAR AWARD.
2.  BACKGROUND.  THE REFERENCE ESTABLISHED THE SUBJECT AWARD TO RECOGNIZE OUTSTANDING PERFORMANCE IN THE PROFESSIONAL CAREER PLANNING FORCE AND TO ACKNOWLEDGE THE IMPORTANCE OF THE CAREER PLANNING EFFORT IN MAINTAINING AN EFFECTIVE CAREER FIGHTING FORCE.
3.  NOMINATIONS WILL BE PREPARED PER THE REFERENCE AND MUST BE RECEIVED BY CMC (MMEA-6) NO LATER THAN 23 SEPTEMBER 2011.  NOMINEES MUST BE IN THE RANK OF SERGEANT OR STAFF SERGEANT IN THE CAREER PLANNER (4821) PRIMARY MILITARY OCCUPATIONAL SPECIALTY.  NOMINEES MUST BE CURRENTLY SERVING IN A VALID CAREER PLANNER BILLET.
4.  NOMINATIONS MUST BE ENDORSED BY THE FIRST COMMANDING GENERAL IN THE MARINE'S CHAIN OF COMMAND.  THERE ARE TWO NOMINATIONS PERMITTED PER COMMANDING GENERAL-LEVEL UNIT.
5.  PRE-REQUISITES.
    A.  NOT HAVE BEEN PREVIOUSLY AWARDED CMC CAREER PLANNER OF THE YEAR;
    B.  MUST MEET ALL REENLISTMENT PRE-REQUISITES;
    C.  MUST HAVE A FIRST CLASS PFT AND CFT;
    D.  MUST BE PME COMPLETE FOR GRADE;
    E.  MUST HAVE AN OVERALL CAREER PLANNING INTERVIEW COMPLETION PERCENTAGE GREATER THAN OR EQUAL TO 80 PERCENT WITHIN THE TOTAL FORCE RETENTION SYSTEM (TFRS) INTERVIEW MANAGEMENT SYSTEM;
    F.  MUST HAVE A COMPLETED AIRS CHECKLIST FROM EITHER AN ASSIST VISIT OR A COMMANDING GENERAL READINESS INSPECTION WITH A FINDING OF MISSION CAPABLE AND ABSOLUTELY NO FINDINGS (DISCREPANCIES ARE ACCEPTABLE).
6.  SUBMISSION REQUIREMENTS.  ALL PACKAGES MUST CONTAIN THE FOLLOWING INFORMATION AT A MINIMUM.
    A.  NOMINATION LETTER FROM THE COMMAND;
    B.  STANDARD DIGITAL PROMOTION PHOTOGRAPH;
    C.  A CONCISE RESUME OF QUALIFICATIONS, INCLUDING BILLET DESCRIPTION AND SIGNIFICANT CONTRIBUTIONS TO THE COMMAND;
    D.  THE NAVY AND MARINE CORPS COMMENDATION MEDAL RECOMMENDATION WILL BE GENERATED ON THE HQMC AWARDS PROCESSING SYSTEM.  THE FIRST SENTENCE OF THE SUMMARY OF ACTION (SOA) WILL READ "NOMINEE FOR (CAREER PLANNER OF THE YEAR)."  A COMPLETE COPY OF THE AWARD RECOMMENDATION (1650, SOA, AND CITATION) WILL BE INCLUDED IN THE NOMINATION PACKAGE;
    E.  TWO PAGE AUTOBIOGRAPHY;
    F.  NAME AND SSN OF SPOUSE (IF APPLICABLE).  THIS DATA WILL BE USED TO PROCESS INVITATIONAL TRAVEL ORDERS;
    G.  COPY OF PAGES 3, 11, 12, AND 13 FROM SERVICE RECORD BOOK AS WELL AS COPIES OF THE NOMINEE'S BASIC INDIVIDUAL RECORD AND BASIC TRAINING RECORD;
    H.  COPY OF THE MOST RECENT COMPLETED AIRS CHECKLIST;
    I.  FTAP RETENTION RATE.  TO OBTAIN THIS RATE, DIVIDE THE TOTAL NUMBER OF FTAP REENLISTMENTS BY THE TOTAL FTAP POPULATION (AS OF 7/1/2010).
7.  A SELECTION BOARD WILL CONVENE ON OR ABOUT THE FIRST WEEK OF OCTOBER 2011 TO SELECT THE CAREER PLANNER OF THE YEAR.
8.  THE DATE AND LOCATION FOR THE AWARDS CEREMONY WILL BE FORTHCOMING IN A FUTURE MARADMIN.  THE WINNER, "RUNNER UP", AND THEIR SPOUSE'S ARE INVITED TO ATTEND THE AWARDS CEREMONY.  ALL ASSOCIATED COSTS FOR TRAVEL, BILLETING, AND PER DIEM FOR THE FIRST PLACE AWARD WINNER AND SPOUSE WILL BE FUNDED BY CMC (MMEA).
9.  THE REFERENCE IS AVAILABLE TO ALL CAREER PLANNERS ON THE TOTAL FORCE RETENTION SYSTEM (TFRS).
10.  THE FIRST PLACE WINNER WILL BE MERITORIOUSLY PROMOTED.
11.  THE MARINE SELECTED AS THE CAREER PLANNER OF THE YEAR WILL RECEIVE A NAVY AND MARINE CORPS COMMENDATION MEDAL FROM THE CMC. THE "RUNNER-UP" WILL ALSO RECEIVE A NAVY AND MARINE CORPS COMMENDATION MEDAL FROM THE CMC.
12.  THIS MARADMIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
