GENTEXT/REMARKS/1. SITUATION. THE ANNUAL HQMC (RA) COMMAND VISIT TO DESIGNATED MARINE CORPS COMMANDS AND RESERVE TRAINING CENTERS WILL BE CONDUCTED FROM SEP 2011 THROUGH FEB 2012.
2. MISSION. RA DIVISION WILL VISIT DESIGNATED LOCATIONS TO DISCUSS RESERVE MANPOWER ISSUES WITH UNIT LEADERSHIP AND TO PROVIDE BOTH ASSIGNMENT AND CAREER COUNSELING TO RESERVE MARINES.
3. EXECUTION
A. INTENT. THE PURPOSE OF THE COMMAND VISIT IS TO:
(1) DISCUSS RESERVE MANPOWER ISSUES WITH UNIT LEADERSHIP.
(2) CONDUCT PROFESSIONAL MILITARY EDUCATION ABOUT THE ACTIVE RESERVE (AR) PROGRAM.
(3) PROVIDE INDIVIDUAL ASSIGNMENT COUNSELLING FOR AR MARINES.
(4) SUPPORT RESERVE RETENTION AND ACCESSION EFFORTS.
B. CONCEPT OF OPERATIONS
(1) REPRESENTATIVES FROM RA WILL TRAVEL TO SITES LISTED BELOW TO CONDUCT BRIEFS AND INTERVIEWS. RETENTION ASSIST VISITS WILL BE OFFERED AT CAMP LEJEUNE, CAMP PENDLETON, FORT WORTH, AND NEW ORLEANS ONLY.
(2) MARINES FROM ALL COMMANDS AND ALL COMPONENTS WITHIN THE LOCAL GEOGRAPHIC AREA ARE HIGHLY ENCOURAGED TO ATTEND.
(3) SCHEDULE. THE FOLLOWING DATES ARE IDENTIFIED FOR COMMAND VISITS (NOT INCLUDING TRAVEL DAYS):

C. COORDINATING INSTRUCTIONS.
(1) TIMES AND LOCATIONS WILL BE COORDINATED WITH EACH MAJOR COMMAND VIA SEPCOR. THE FOLLOWING BRIEFS WILL BE GIVEN FOR EACH LOCATION:
(A) RAM COMMAND OVERVIEW BRIEF (30 MIN)
(B) PERSONNEL MANAGEMENT BRIEF (60 MIN)
(C) RESERVE RETENTION AND CONTINUATION BRIEF (60 MIN)
D. INDIVIDUAL CAREER COUNSELING. CAREER COUNSELING AND THE RESERVE RETENTION AND CONTINUATION BRIEF WILL ONLY BE AVAILABLE AT THE FOLLOWING LOCATIONS: BALTIMORE MD, ANACOSTIA DC, CAMP PENDLETON CA, CAMP LEJEUNE NC, FORT WORTH TX, AND NEW ORLEANS LA. MARINES DESIRING CAREER COUNSELING MUST FIRST GO TO THE RESERVE AFFAIRS DIVISION WEBSITE TO ACCESS THE SELF ASSESSMENT TOOL AT THE FOLLOWING LOCATION: MANPOWER AND RESERVE AFFAIRS HOME PAGE (WWW.MANPOWER.USMC.MIL) FORWARD SLASH PORTAL FORWARD SLASH PAGE FORWARD SLASH PORTAL FORWARD SLASH M UNDERSCORE RA UNDERSCORE HOME FORWARD SLASH RA FORWARD SLASH CMT FORWARD SLASH CMT UNDERSCORE SELF UNDERSCORE COUNSELING. ON SITE COUNSELING SERVICES WILL NOT BE AVAILABLE TO MARINES WHO HAVE NOT FIRST COMPLETED THE SELF ASSESSMENT CHECKLIST AND E-MAILED THE COMPLETED CHECKLIST TO RCT@USMC.MIL.
E. MONITOR INTERVIEWS. MONITORS WILL BE AVAILABLE FOR INDIVIDUAL ASSIGNMENT COUNSELING.
4. ADMINISTRATIVE AND LOGISTICS
A. REQUEST EACH VISIT LOCATION DESIGNATE A COMMAND POC TO SERVE AS LEAD COORDINATOR TO ENSURE APPROPRIATE MEETING AND BRIEFING FACILITIES ARE PROVIDED, ASSIST IN TRANSPORTATION AND LODGING COORDINATION, AND ASSIST RAM IN THE DEVELOPMENT OF LOCAL SCHEDULES.
B. REQUEST DETAILED CONFIRMATION SCHEDULE BE PUBLISHED VIA NAVAL MESSAGE BY EACH MSC AT LEAST 15 DAYS PRIOR TO EACH VISIT.
C. LOGISTICS
(1) FUNDING. RA WILL FUND ALL TRAVEL, LODGING, AND RENTAL EXPENSES FOR COMMAND VISIT PERSONNEL ONLY.
(2) FACILITIES. EACH COMMAND/STATION WILL HAVE UNIQUE REQUIREMENTS FOR ACCOMMODATING THE SIZE OF THEIR UNIT BRIEFS; THEREFORE, THE DESIGNATED COMMAND POC COORDINATOR MUST ENSURE PROPER FACILITIES ARE RESERVED FOR ALL BRIEFS AND INTERVIEWS.
5. COMMAND AND SIGNAL. MAXIMUM PARTICIPATION AND SUPPORT FROM ALL LEVELS OF COMMAND IS ESSENTIAL. THE C4 COORDINATING INSTRUCTIONS ARE:
A. EACH MEMBER OF THE RA COMMAND VISIT TEAM WILL ARRIVE WITH AN NMCI LAPTOP AND WILL REQUIRE NMCI DATA PORTS. RA MARINES DO NOT HAVE ADMINISTRATIVE PASSWORDS FOR THESE LAPTOPS; THEREFORE, NO ADDITIONAL DRIVERS MAY BE LOADED FOR NETWORK SUPPORT.
